May 5th, 1958 be adopted as printed and circulated." Carried. Letters from Mayor Murray, the Aurora Recreation Commission and the Parks and Recreation Committee, Aurora Planning Board regarding the sewer above ground levBl in the green belt area at the north limits of the Town were read. CHILD: 11 That these letters be held over for New Business." DAVIDSON: Carried. A letter from Proctor and Redfern regarding Garden City, Dilcue Ltd. Subdivision, Aurora was read. CHILD: 11 That this letter be filed in Dilcue 1 s file." NISBET: Carried. A letter from Richvale Public School requesting permission to use a Town Park during a Primary Class visit to a local aairy was read. CORBETT: STODDART: 11 That permission be granted Richvale Public School to use the south east corner of the Town Park and that .tables be placed therein." -Carried, A letter from the L~yal True Blue and Orange Home regarding Annual Tag Day to be held on Saturday, September 13th, 1958 was read. NISBET: PATRICK: 11 That permission be granted to the Loyal True Blue and Orang.e Home to hold their Annual Tag Day on Saturday, September 13th, 1958.11 Carried. A letter from the Fire Chief of the Aurora Fire Department concerning the need of Fire Exyinguisherx in the Municipal Building was read. PATRICK: ADAIR: 11 That this letter be handed over to the Property Committee." Carried. . • , n"' ..:;;_. ~ p !f) -2-Monday, June 2nd, 1958 DELEGATIONS Mr. Ireland appeared before Council in connection with a new service installed last week on George Street and with the remakk that residents on Centre Street did not pay for service connections they received previously. Deputy Reeve Nisbet explained to Mr. Ireland that Centre Street re- sieants are paying for connections only under l&cal improvements over a period of fiteen years. Reeve Davis explained the situation in that water pressure was not satisfactory and it.was decided that the waterworks take out the connection but could not find anything •~ong. The only remedy was to install a new service. Mr. R. Case appeared before Council and stated that he found himself a victim of circumstances in tha.t the assessment of the new Bank of Commerce Building should be valued higher in respect of Subdivision requirements. Mr. Case advised that the Bank contract •ras approxi- mately Sixty thousand dollars ($60,000.00) plus and *be Assessor had stated that the Assessment would be approximately $9,800,00, Councillor Child informed Council that he had met with the Assessor this day and had found out that the Assessment on Banks is identical . with houses and is based on the 1940 Assessment Manual. Mr. Child further enlarged on the comparison bet•reen the Imperial Bank and the nevr Bank of Commerce is respeot to assessment values. Mr. Child summed up that assessment of Twenty-four thousand tw·o hundred and forty-nine dollars ( $24,249.00) was required in accordan.ce with the Subdivision agreement using a 3/7 basis as a yard stick and in this respe.ct the 2nd stage of the subdivision would be short by an amount of #3,164.00, Councillor Child requested Council for a decision in whither the 2nd stage be held up or allowed in this instance. CHILD: NISBET: 11 Tl:l:at Calwood Limited be allo~red to ppliJceed with the 2nd stage &f the Subdivision and that the $3,164,00 be picked up prior to the end of the subdivision and lots be released at the time permits are applied for.11 Carried. Mr. Arthur Wheelock made a report to Council respecting his attendance at the recent convention of Assessing Officers. Mr. Wheelock gave a brief outline of the guest speakers at the Convention tog§ther with the re~ommendation to Council the production of the Assessment Roll as far as plates be made at the Hydro-Office was cancerned it is a very slow process and are not too satisfactory. Councillor Stoddart felt that the whole Finance Committee should visit a municipality and vievr their addressograph system. STODDART: DAVIS: "That the Assessor be complimented on a com- prehensive and well presented report." Carried, I I I O·i v~ -3-Monday. June 2nd. 1958 REPORTS OF COMMITTEES Deputy Reeve Nisbet presented a report of the Property Committee in which the Committee were asked to· consider the paving of an area be- hind the Municipal Building by the retail section of the Aurora Board of Trade. The Committee felt that the area should be leveled and gravelled before consideration be given toppaving and therefore the Committee recommend it not be paved until ascertained what the area will look like when graded and then the Committee will make further consideration in thfs matter. f Councillor Cl;lild thought that this area might be oiled and sanded l while the equipment was in Town. was Councillor Patrick answered that the equipment/for paving and they would not consider the oil and sand proposition. Councillor Corbett inquired if the storm sewer would go in in this area and Councillor Patrick advised that this would be done, NISBET: DAVIDSON: 11 That the report of the Property Committee be· approved, II Carried, Report of the Finance Committee Councillor Stoddart presented to Council a report of the Finance Committee Re: raise in Geofge Stone1s salary. · The Committee respectfully submit the following: A Finance TCommittee meeting was held at the request ·or Mr. George Stone on Monday, May 26th at which his salary and future prospects was discussed. Subsequent to this meeting a fullf'meeting of the Committee and Council was held and the ~.;hole matter was discussed at length. It was finally decided to recommend to Council that Mr. Stone's salary commencing July lst, 19.58 be at the rate of $70,00 per week and that his status be changed to Assistant Clerk. It is also recommend- ed that a by-law· be prepared appointing him as assistant-clerk, STODDART: CHILD: "That the report of the Finance Committee in regard to Assistant-Clerk be approved," • Discussion followed in which Councillor·Corbett advised Council that he was ag?-inst"this:motion owing to the fact that Mr. Stone had only been employed here a few short months. Councillor Stoddart advised that it was his ppinion that this matter had been thrashed out at a Committee meeting and felt that Mr. Stone had deserved this increase, Deputy Reeve Nisbet felt that·the position is more than has ever been paid however, w·e should benefit from efficiency. Councillor Corbett further stated that no man can earn such an increase in so short a time. Councillor Corbett had no ill feeling a~ainst Mr. Stone. ( ' 10··~ ;~. -4-Nonday. June 2nd, 1958 Councillor Patrick felt that the effeciency now obtained in the office certainly warr~nted an increase in the salary of Mr. Stone, Reeve Davis said he agreed with Mr. Patrick's statement and if he has earned it then we should readily allowhim this increase. Councillor Davidson felt that this raise seemed to be a little on the large side since the stanting salary was very low. Councillor Adair said he would go along with Mr. Davidson's statement. The above motion was then carried. Councillor Stoddart then presented a report of the Finance Committee Re: Raise of Town Employees The Committee respectfully submit the following: At the Council meeting of May 20th, 1958 the question of salaries of To'l-m employees who were paid weekly •1as brought up and the matter was referred to this Committee for a report. '· l A meeting of the Committee with all the members of Council present was held on Monday, May 26th, 1958 and the salary of each person affected was discussed, It was resolved to recommend to Council that in view of the alterations made 'in 1957 that the present rates remain for this year. Discussion followed this report and Councillor Corbett stated that he had agreed in Committee previously however, to see the work the men have done for the Town over the years anoc then are turned down and yet the Jr. Clerk's salary is raised to $70,00 with no questions. CouncillorStoddart stated that last year ·the men had received almost a double increase. · STODDART: CHILD: "That the report of the Finance Committee in regard to Salaries be approved,11 Carried. Repo:r;:t of the Police Department Councillor Patrick presented a report of the Police with regards to repairing various meters in Town and that the repairs to these meters should be char~ed against the Police Department, not against streets •mo actually do the repairs. · Councillor Chiid said the repoRt should have been referred to the Police Committee first. · Deputy Reeve Nisbet complimented the Streets Chairman on the excellant job done with respect to oiling and sand~ng the Town Streets, Councillor Child further commended Mr. Patrick in this reggrd, Reeve Davis said that he can't remember when there had been less muss than this year and also complimented Councillor Patrick, ; -1 ! '1 I L __ I I HL -s-Mpnday, June 2nd, 1958 UNFINISHED BUSINESS Councillor Corbett requested information concerning the progress being made by Angus Robertson in the elevated tank site. Councillor Corbett was advised that two.piers are now poured and four more piers are being readied for pouring. Deputy Reeve Nisbet commended to Council on the condition of the creek one evening ~ast week and stated that there was a very heavy flow in the creek and it was a definite milky colour. Deputy Reeve Nisbet arranged for a representative of the Ontario Water Resources to take sampl.es:that evening and this gentleman had taken approximately six samples and was to advise When the sampling report was ready. Pro(ltor appeared before Council and 1et:t:ers received :from Mayor Murray, The Aurora Recreation Commission and the Parks and Recreation Committee, Aurora Planning Board,Re: sewer dam at north end of Town were read for Mr. Proctor's information. Deputy Reeve Nisbet brought to Counci1 1 s attention that each time he had brought this matter up previously he had been told to forget it. Reeve DaviR said he was in accord whole heartedly with Mayor Murray 1 s letter in this matter. Councillor Patrick advised that he had hearddiscussion be~ore on this matter although it had seemed to be squashed at that time. Councillor Child stated that although a member of Council he did not know what had been going on concerning this sewer dam. Councillor Adair stated that he did not realize that the pipe would :r cause such a dam. Councillor Stoddart. advised that this sewer dam would definitely spoil a future park area because the dam would out the area in two. Mr. Proctor advised Council that it would be impossible to build a swimming pool etc. in this valley because of flooding conditions. In the matter of flooding Mr. Proctor said he was reprimanoced by Council in conection with the expense of placing three culverts in and this causes a more serious dam than one in question.. Mr. Proctor advised that the sewer dam is approximately 3 teet higher now than it will be when graded. Mr.Proctor advised· if any changes ,;,tere··to be .ihade he would not recommend an in¥erted syphon because an inverted syphon will work but it takes a great deal of work to maintain and the velocity of flow thEough the pipe must be kept high or septic conditions will develmp. Mr. Proctor said that a sewer into the Disposal Plant will be necessary. Councillor Davidson felt that no strain would be placed on the pump house if the sewer ran into it. Mr •. Proctor ~dvised that a strain would exist because there will be ~n a vicinity of 200 homes to take care of. IHl -6-Tuesday. June 2nd, 1958 Councillor Child inquired what would be involved to relay a pipe over to Aurora Heights Drive. Mr. Proctor stated that a force main has not been laid as yet however it could be relocated at the other side of the creek. Mr. Proctor further advised that he will study this matter and bring into Council a report as to costs etc. of ateviating this situation. CHILD: PATRICK: NEW BUSINESS 11 That letters regarding the sewer dam be held in qbeyance until the report of the Engineer is brought into Council." Carried. Councillor Davidson brought to Counci1 1 s attention that Mr. Guy Watson desired to create a rookery and flower bed in front of his rous.e on Town property. The matter was approved in Council Councillor David- son further suggested that a By-law be dra•m up to provide a governing pattern under which all sub-division shall be controlled, Councillor Cor'l1lett suggested that this matter.be left in C1beyance until next Council meeting in order than consdieration might be given this matter. Councillor Child said he agreed in principal;however, each subdivision must stand on its own merit since there are numerous factors that have a bearing on each individual subdivision mainly because each subdivisio is different. Council's attention that as Chairman of the Waterworks he is faced with hiring another mah. The same situation applies in regards to Streets. Reeve Davis feels that at all times; seven days a week, there should be a man on duty at 1- 1 . the Waterworks and an extra man hired for this purpose who alternate . the Water;.rorks and StreetsDepartment. '·-1 -Deputy Reeve Nisbet stated that all work should be controlled out of a work pool so that men may all be under the Town Superintendent and dispersed as required, Councillor Patrick felt that the man to be hired should be able to under- take carpentry work, threading of pipe etc. STODDART: NISBET: "That an extra man be hired for the labour pool of the Town to be under the direction of th.e Town Superintendent to be available for any_ type of lrork required to be done and further that all employees other than foremen be considered as part of the labour ·pool.-" · Carried, I] 111 -7-Tuesday, June 2nd. 1958 Reeve Davis bBought to Council's attention that Mr. & Mrs. G. Griffithies of 68 Centre Street are celebrating their 50th Anniversary .. Reeve Davis .further sta_ted that it was a policy of the Town that flol..rers and a letter be forward;,e.d to Nr. & Mrs. Griffithies on this occasion • . •, :. Reeve Davis requested if water service might be put into the swimming pool this week and the Town Superintendent might follow up this matter and inquire as to the size of pipe etc. Reeve Davis submitted a request of the Fire Department to erect a sign in front of the Fire Hall and that the price obtained for this · sign from Dave Curran was $160,00, The sign being of plastic material with 15 11 letters. It -.ras decided that another price be obtained and submi~ted at the next Council meeting. NISBET: "That By-Law No. 1234, being a by-law to establish ADAIR: water and sewer connection charges be amended so that the basic charge of each connection will remain $50.00 for each and $90,00 for both but ~:ldll!EtE~~~oxmuxxbiatUonly for a 3/4 11 service and larger services shall be charged the basic rate plus the cost of the additional increase in size."
