H. D. Williamson, Chairman of Aurora Boy Scout Group Committee, concerning the survey of the Town made by the Boy Scouts and Wol~ Cubs in order to obtain a true and accurate consensus of opinion to determine the most suitable site for the swimming ppol was read. Reeve Davis mentioned that this letter should be referred to the Swimming Pool Committee. However, the following motion was proposed. PATRICK: "That the letter .be tabled." DAVIS: The following amending motion was then proposed, CORBETT: NISBET: "That Council authorized the preparation of the _ necessary ballots and that monies be alloted for this purpose." The amending motion was defeated and the originating motion was carried. A letter from the Clerk, of the Township of King concerning the gravelling and grading of Cases sideroad was.read, DAVIS: CHILD: 11 That this letter be handed over to the Chairman of the Streets Committee. 11 Carried. A request of the Aurora Boy Scouts for use of the Town Park on May .31st, 1958 1-ras read. DAVIS: CHILD: 11 That approval be granted the Boy Scouts to use the Town Park on May .31st, 1958." Carried. A letter from the Aurora:Youth for Christ requesting permission to use the Town Park during July and August w·as read, STODDART: CHILD: . "That permission be granted this organization to use the Town Park during July and August." Carried. A letter from the Ontario Municipal Association concerning the Fifth Annual Conferance of. the Tolm and Village Section of the Ontario Municipal Association to be held on Saturday, June 21st, 1958 in the Town of Fergus was read. DAVIS: UThat this letter be filed,11 NISBET: Carried. A letter from the Town of Aurora Committee of Adjustment containing the following motion 11 That this Committee recommend to Council that they consider amendment to By-law 1051 (and its amendments) to exempt from 97 QO ,._;0 -6-Tuesday, May 20th. 1958 minimum area requirements certain lots in the Aurora Heights Subdivision, or consider other steps to deal with the deviations from By-law 1051. 11 -.ras read, - Deputy Reeve Nisbet advised Council that he felt that Aurora Heights Subdivision showed poor faith in going ahead with other dwellings in this respect and it was his understanding that certain .area might be set aside for additional conservation area. Councillor Child advised Council that the Committee of Adjustment may not handle this situation since it was of major importance, It was therefore decided that this letter be turned over to the Chairman of the Planning.Committee, DELEGATIONS Mr. ~~U, Proctor appeared before Council and advised that gears were to be replaced on one of the blowers at the Sewage Disposal Plant. Deputy Reeve Nisbet advised Mr. Proctor that the Council had been conducted by Mr. Stan Murray on a tour of the Sew·age Disposal Plant relative to taking over this Plant by the Town and the Property Committee do recommend that the Town assume the operations of the Sewage Disposal Plant. Councillor Child asked Mr. Proctor if he would explain the elevated sew·er at the north end of. the Town and if it was possible that this elevation might be lowered or eectified in any way, It was decided that the To;.m, To1·m Engineer and the Aurora Heights Engineers have a meeting regarding this item. Councillor Patrick thanked Mr. Proctor for arrangingthe visit of Curran Briggs men to the Town to ascertain at first hand some of the situations occurring following their work. Reeve Davis asked Mr. Proctor regarding progress on the construction of the elevated tank. Mr. Proctor advised that the base for the first four (4} piers will be poured May 21st, 1958 and erection to start on June 9th, 1958. Following this discussion the below motion was put forward. NISBET: DAVIS: "That the Town assume the operation of the Sewage Disposal Plant,11 Carried, Mayor Murray brought to Mr. Proctor's attention tha.t raimrater running down the side of the Digester left long dirty streaks. Mr. Proctor agreed that there should be a gutter along the edge to prevent this messy appearance and also that he w·ould look into this matter. Councillor Child read a copy of a letter from the Aurora Planning Board that had been forwarded to Mr. Proctor in connection with future sites available for storage etc. - 7 - Tuesday, May 20th. 1958 CHILD: STODDART: 11 That the Engineer be requested to prepare a report in connection with this letter." Carl.ried, Mr. Don Glass appeared before Council on ~ehalf of the Parking Committee of the Aurora Board of Traoce. Mr. Glass thanked the Streets'Committee for their consideration earlier in connection with the Parking problem. Mr. Glass further stated that it was his desire to bring all members up to date on the Committee's progress and advised that costs had been. obtained in connection with fixing up the parking lots and also that revehue to be derived from retailers had been ascertained, It was estimated that it would cost approximately $1,500,00 for paving the parking lots on the west side of Yonge St. Concerning the east side of Yonge Street Mr. Glass explained that the Committee intended to asphalt Wilson's lot. Mr. Glass then requested that the Town consider paving the parking lot behind the Municipal Buildings so that a large paved area would be available at this site. This matter was left in the hands of the Property Committee to further investigate. REPORTS OF COMMITTEES Fire and liTater Committee ' Reeve Davis presented a report of the Fire and Water Committee dated May 12th, 1958 regarding old water wells: The Committee respectfully submit the following: That we hire Huffman & Son to clean out one of the two ;.rells behind the Waterworks and install a new· 15 1 screen. The cost 9S of screen to be $750,00 and the cost of labour and machines to be $15.00 per hour.-The ;mrk to be started as soon as possible. DAVIS: CORBETT: 11 That the report of the Fire and Water Committee Re: old water wells be approved and the Seal of the Corporation be attached thereto." -Carried. Deputy Reeve Nisbet presented the following reports: ft -'1-Jasdecid.ed-that the installation -of a 'spray on the aeration tanks was very -necessary and would cost approximately .$95 •. 00, The matter of use of chlorine at the Disposal Plant was left to Proctor and Redfern to investigate and report if a more economical means of handling chlorine might be advised •. A further cost had been obtained concerning the lining of chimneys at the Remington Rand building at a price of $775.00 plus $75,00 to replace certain metal ducts, In connection 1-ri th placing a 6" sewer at the north end of the Sewage· Disposal Plant the cost would be approximately $250.00 with the Town Men undertaking the job and back-filling. It was felt that the line fence between McMahon Park and Eric CraddocK's lot should be done on a 50 -50 basis betwean Mr. Craddock and the Town. ~- I lfW -8- NISBET: DAVIS: 11 That the sum of $95,00 be approved~as the cost of installing spray equipment at the Disposal Plant tanks and the Seal of the Corporation be attached hereto.n Carried. Finance Committee Councillor Stoddart presented a report of the Finance Committee dated May 20th, 1958 concerning office equipment. The Committee respectfully submit the following: For use in producing copies of letters, financial statements, agreements, by-laws etc. it is recommended that a 11 Kodak Verifax Copier 11 be purchased at a cost of $165.00. . Streets Committee Councillor Patrick presented a report of the Streets Committee concerning the lowest tender received for the purchase of sand, gravel and asphalt primer. The Committee respectfully submit the following: That the belolv listed materials be purchased from: Stouffville Sand &;G.ravel: 565 tons concrete sand @ $1.10 ton From Miller Paving: 18,700 gals. asphalt primer@ .25~ gal. From Stouffville Sand & Gravel: 500 tons road gravel @ $1.30 ton Signs and Barracades ••• $621 • .50 $4,675.00 $650.00 65.00 PATRICK: CORBETT: 11 That the report of the Streets Committee be accepted and the Seal of the Corporation be attached thereto,11 Carried, Councillor Patrick brought to Council's attention the matter Of pur- chasing paints for marking streets and.recommended that this matter be left in the hands of the Town Superintendent. Councillor Patrick mentioned that Mayor Murray and the Town Superintend- ent were very alert when they stopped the progress on the sidewalk near the Chateau on Yonge Street since settling might cause damage. Councillor Patrick further mentioned that an extra man for the streets department might be required during the summer months and that an all around man should definitely be for this job. ( 101 - 9 - Tuesday. May 20th, 1958 Councillor Patrick then read a letter to Council from the Fire Dept, regarding the problem of No Parking near the Fire Hall, the removal of a telephone pole in that area etc, This letter was handed to the Chairman of the Streets Committee for further investigation. Councillor Child presented a report of the Police Committee dated -· May 20th, 1958 regarding extra summer time policeman. The· Oommi ttee respectfully submit the follo~ving: The Committee met on May 10, 1958 at 5.30 and a number of the members of Council \oJ"ere also present. The applications for the summer time policeman vrere opened e.nd studied. At this time the Committee would like to point out to the public and to the press that the calibre of lads who applied for this position was most heart warming and encouraging. The decision of the Committee 1oJas most difficult to arrive at because everyone of the applicants could have been a worthy appointment and at this time we would like to express our appreciation to the applicants and to assure them the although they may not have received the appbfntment they may in no way feel downhearted or personally slighted. The Committee recommends that Mr. Ron Brooks, 211 Yonge St. s., Aurora be appointed to the Aurora Police Force for the period. of July and August, 19 58 at a se.lary of $55.00 per r,Jeek. CHILD: NISBET: 11 That the report of the Police Committee Re: the hiring of.Mr. Ron Brooks as a relief officer for the period of July and August be approved." Carried. Councillor Child presented a report of the Planning Committee dated May 20th, 1958 in which the Committee respectfully submit the following: In view of the decision of. the Committee of Adjustment to refuse the application of Marcap Construction Co. for relief of the requirements of By-Law 1051 as amended, this Committee would recommend that an amendment be made to By-Law 1051 as amended to exclude only those lots r,rhich do not conform to the present requirements as it pertains to two-family dwellings. · CHILD: STODDART: CHILD: STODDART: "That the report of the To1m Planning Committee Re: the Committee of Adjustment's decision on the Marcap Construction Co. be approved, and the necessary by-lavT be drawn up to amend By-Law 10.51 as il.inended to exclude those lots. as enumerated from the requirements of By-Law 1051 as they 1051 as they pertain to two-family dwellings." Carried. 11 That a further amendment be made to By-Law 1051 as amended to exclude those lots .on the south side of Centre St~eet from the requirements of the lot size being 5400 sq. ft. for a single-family dwelling lot.11 Carried. 102 NISBET: DAVIS: -10 -Tuesday. May 20th, 1958 11 That the 6 11 storm sewer from Yonge Street 'IDe replaced through the Disposal Plant for a distance of 239 1 approximate cost to be $251.50 and the Seal of the Corporation be attached thereto." -Carried, UNFINISHED BUSINESS Deputy Reeve Nisbet requested that a drive be put on to fix up the grounds at the War Memorial at the South end of Town. The Deputy Reeve further advised that the Town could arrange to cut the grass in the first instance and the Golf Course l<lanagement will arange to keep it cut thereafter. Mayor Murray ansvered this.question with the fact that a meeting was hoped to be arranged this w·eek in connection with the War Memorial and Reeve Davis stated that the Mayor should attend this meeting with the authority of Council to provide some money.to beautify this site. Councillor Corbett brought forward the matter that a .05~ hou~ly wage be allowed all salaried men'.outside the Town Offices because they work the same basic hours. It was decided that the Finance Committee bring in a report of the respective names and increases at the next Council meeting. BY-LAWS CORBETT: CHILD: IIThat leave be given to introduce a By-Law to amend By-Law 1051 as amended by By-la\'rs No. 1246, 1257, 1284 and 1286 to regulate the use of land and the location and that the same be now read a first time.11 Carried. The By-Law was then read a first time. DAVIS: STODDART: "That the By-law now before the Council be read a second time and that the Council resolvE itself into a Committee of the Whole for that purpose." Carried. The second reading of the By-law was then approved by Council. The second reading of the By;...laJ,T was then approved by Council. .ADAIR: PATRICK: DAVIS: CHILD: NE1fi BUSINESS "That the By-law now before the Council be read a third time this day and that Rule 22 of By-Law No. 862 be suspended for that purpose." Carried. "That the third reading of the By-Law, be taken as. read." Carried. 10.3 Reeve Davis brought to Council 1 s attention the matter of an application of Aurora Cleaners for a complete new service at their location. It was decided that this letter be left in the hands of the Fire and Water Committee to further investigate and arrange the most feasible solution. Deputy Reeve Nisbet requested from Council under what authority a person had connected into the water line out near the second concession. It was ascertained that the gentleman obtained the permit anathe Clerk was instructed in the future to issue no further permits for connections past the Town limits. Reeve Davis brought to Council 1 s attention that a man is definitely required to remain on duty at the Town Waterworks over the week-ends. Mayor Murray felt the solution to this matter was that a Public Utilities or the To•m Works Utilities be formed to group all depte. and in this way men'might take turns in the various departments requiring them at specific times. DAVIS: NISBET: "That the To:wrr Superintendent instruct employees at the Town Waterworks that starting next week-end, alternate week-ends should be •mrked by one man.11 Carried. J • .A, Marrese appeared before Council in connection with water being shut off in the Aurora Heights Sub-division area and asked if one main might be opened so that water might be supplied for building purposes. Mayor Murray advised that Council cannot allow a main to be turned on since it will than enter the Town System and this can definitely not be allowed until approval has been granted by the Department of Health • Mr. Marrese stated that his understanding was that Sunnybrook subdivision would be using some of their services and upon registration,monies would be collected in the connection by the Town.
