Murray, eng- ineer, and Dr. Berry regarding Sewage Disposal Plant wastes were read. General discussion took place regarding the handling of tannery wastes by the To~m Sewage Disposal Plant. It was decided that .... 1 l _.) !: .. - -5 - the Tannery 1 s progress to alleviate the odour condition should solve this matter in time. A letter from Mr. Lorne C. Lee~ solicitor, regarding easements pertaining to the laying of sei~er and watermains to the Sterling Drug area was read. This letter was handed over to the Chairman of the Finance Committee. DELEGATIONS . Mr. John Dol appeared before Council and requested consideration in reducing the amount of Capital Levy of $500.00 per dwelling in connection with his proposed purchase of dwelling lots. Councillor Child advised Council that they had given considerable consideration to this matter prior to increasing the Capital Levy from $300~00 to $500~00, . ' Councillor Adair brought to Council 1 s attention that another gentlemen, to his knowledge, was in the same set-up and should be likewise con<Sidered. • ' • t Mayor Murray stated that each law passed covers the whole Town and regardless of the law it is reasonable to assume that certain individuals might benefit and others might not. However each dwelling did cause an extra burden on the Capital Costs. I-t was decided that this matter be left over for New Business. ' ' Discussion ·followed in which Reeve Davis remarked that now that we have a Town Superintendent a stock sheet should be maintained and stock removed only by requisition in order to provide a running inventory,, DAVIS: DAVIDSON: 11 That the Town Superintendent set up a record of running i:n'Vlentory at the Waterworks Dept,11 Carried, Reeve Davis presented a Report of the Fire and Water Committee dated February lOth, 1958 in which: The Committee respectfully submit the following: On February lOth, 1958 the Committee met to discuss Commercial Water Rates, All members of the Committee were present .also the Mayor, Deputy Reeve, Councillor.Davidson, Patrick and Stoddart also Jac~ Browning and Chas. Copland. It was recommended that the Commercial Monthly rates be ,25¢ per Thousand Gallons for the 1st 50,000 Gals., .zoit perM. Gallons for the next zoopoo Gals., ,18¢ perM. Gals. for all used there- after and that a prompt payment discount be 10% if paid on or before the 25th of the insuing month. It 11as also recommended that the minimum billing be $2.00 per month. Also if a property is not occupied for three (J) months or over and the service is not shut off at the street line the service charge be $1.00 per month. These rates will be retroactive to January lst, 1958. General discussion on: th:l;s Report brought the remarks from Reeve Davis that it was felt by the Committee that larger users of · water were being penalized and as a result of investigation of r rates charged by other municipalities that these new suggested rates were more feasible, DAVIS: CORBETT: IIThat the Report of the Fire and Water Committee be accepted and the necessary .Am:l3ndment to the Water Rates By-Law be. , ureuared and the Seal of the Coruoration be attached hereto." - Carried. Deputy Reeve Nisbet presented the report of the Fire Chief regarding the inspection of a chimney at Remington Rand, STODDART: PATRICK: IIThat a copy of the Fire Chief 1 s Report be forwarded to Remington Rand." ' Carried. Coundllor Sto.ddart requested Council's permission to hold a Finance Committee meetingr' Re: The 1958 budget estimates at 7,00 PM. on Wednesday evening. Permission was granted. 1 I -7- Councillor Patrick suggested that all Heads of Departments be notified that they must inquire of the Town Superintendent and Committee Chairman prior to Purchase Orders being issued. Every Purchase Reguisition should have two signatures, that of the Town Superintendent and Committee Chairman. PATRICK: CHILD: 11 That two signatures be placed on each Purchase Requisition prior to Purchases." Carried. r· Councillor Corbett thanked Mayor Murray for pleasant evening en- joyed by himself when he-represented the Mayor at the Library Board Meeting. Councillor Corbett said that the Library Board extended the Best Wishes to the Mayor on his Birthd~y and Mayor Murray mentioned the excelJ.;!.nt ~ob being undertaken by the Library Board. I Planning and Permits Committee Councillor Child presented the Report of the Planning and Permits Committee concerning the Amendment to No~4 to Official Land Use Map dated February 17th, 1958 in w·hich: The Committee respectfully submit the following: This Coruaittee recommends that the area annexed in October, 1957 be included in the amendment Number 4, \,rhich was passed by Council ~n March, 1957 and that same area be designated as 11 Area cu. CHILD: STODDART: 11 That the Planning & Permit Committee report covering the inclusion of the Annexed Area be included in Amendment No.4 be approved." Carried. Councillor Child brought to Countil 1 s attention an application for a permit to erect a Service Station at the North end of Yonge Street was under consideration. It was felt that since there 1r1ere twelve Service Stations at the present time located on Yonge Street that Council should deal with this matter and determine whether a new Service Station should be allowed at th~~ time. Reeve Davis advised Council that he will not recommend this approval since it was felt that another Service Station \'lou_:J.\1 help to turn Yonge Street ~nto a 11 Gasoline Alley. 11 ~ Councillor Davidson felt that an additional Service Station on Yonge Street may effect the business progress of those Stations already in existance. Deputy Reeve Nisbet. said he 1rrould support such an application and felt that Council should not have the right to say what no, of Service Statiqns or type of business enterprise is okay and what is not, [~_) 39 40 \ - 8 - Councillor Patrick stated that he would support the Deputy Reeve and felt.we should have no jurisdition over the number and type of business except in the case of those that are definitely obnoxious. Councillor Stoddart· stated he had opposed additional gas stations before and felt there are sufficient gas stations on Yonge Street at the present time and that more stations might jeopardize the business of existing ones • . STODDART: ADAIR: 11 That we should write Mr. Joyce and request that he attend at the next regular Council meeting to state his case in this matter before Council made a decision." Carried •. UNFINISHED BUSINESS The following appointments were made by Council: NISBET: DAVIDSON: NISBET: STODDART: BY-L4_"\ITS 11 That Mr~ George Ward be re-appointed to the Recreation Commission for two years.11 Carried. "That Sidney Davies be re-appointed to the Library Board for thr.ee years.11 Carried. A By-Law-to authorize the borowing of $9,600.00 upon debentures Re-construction of sanitary sewers and paving on Centre Street. PATRICK: DAVIDSON: 11 That the By-Law now before the Council be read a third time. n . . Carried. The By-Law was then read a third time and approved by Council. A By-La~r to regulate, in future, the location of all essentj,al services on the Town's Standard Roadways. CORBETT: CHILD: "That leave be given to introduce a By-Law to regulate, in future, the location ~ all essential services on the Town 1 s Roadways, Curbs, and open Ditches and that the same be now read for a-first time. n Carried. And the reading was then approved in Council. ADAIR: CHILD: 11 That the By-Law now before the Council be read a second time and that the Council dissolve itself into a Committee of the Whole tor that purpose. 11 Carried. The By-Law "lias then read a second time and· the reading was then approved by Council. STODDART: NISBET: CHILD: P.AiTRICK: - 9 - "That the By-Law now before the Council be read a third time this day and that Rule 22 of By- Law No. 862 be suspended for that purpose." Carried. nThat the third reading the By-Law before Council be taken as read." Carried. The third reading of the By-Law was then approved by Council. CORBETT: CHILD: 11 That leave be given to introduce a By-Law to authorize agreements Re-easements construction of installation ot watermains and trunk sewers across Park Lot formally Township of King and authorize payment for s.Uch easements •. · and .that the same be now read a first time.11 Carried. The By-Law was then read a first time and the reading was then approved in Council. DAVIDSON: ADAIR: 11 That the ·By-Law now before the Council be read a second time and that the Council dissolve into a Committee of the Whole for that purpose.11 Carried. The By-Law was then read a second time and the reading was then approved.in Council. STODDART: NISBET: NISBET: PAlBRICK: 11 That the By-Law now before the Counc:l.l be read a third time this day and that Rule:22 of By- Law No. 862 be suspended for that purpose.11 Carried. "That the third reading of the BY-La1.; be· taken as read.11 The By-Law was then approved in Council. Councillor Corbett suggested to Council that the Cha:l.rman of Health and Sanitation enforce people to enter the sewer system rather than any outsid~ services. Councillor Corbett further requested that the original snow removal by-law be found and that the solicitor be requested to prepare an amendment to allow for removal of snow from the parking lots and service stations. Councillor Davidson brought to Council's attention that with new industry and sub-dividers approaching Town Officials invnlved a great deal of time consumed in running around and felt that a small industrial committee should be set up and composed of Mayor D.J. Murray, Mr. D. Richardson and Mr. A.J. Child. It was further felt 'by' Councillor Davidson that this would tend ~l ~2 ' --10 - to save a great deal of delay and indecision. Deputy Reeve Nisbet stated.that he would go along with Councillor Davidson's suggestion and feels that in this way Council will be kept up to date with regards to this picture. Also that the body composed may call on other members to assist if re- quired. Councillor Corbett suggested that a By-law be prepared naming the suggested positions. DAVIDSON: NISBET: NEW BUSINESS 11 That a By-law be prepared to institute: Mayor D.J. Murray, Mr. Richardson, and Mr. Alf. Child appointed as an Industrial Committee to represent the Town of Aurora." Carried. The matter of Mr. John Dol and capital levy on dwellings was brought forward. Councillor Ccrbett stated that he agrees with a capital levy of only $300.00 for 1958 and then $500~00 commencing in the year 1959. Councillor Stoddart agreed with Councillor Corbet~ suggestion. Councillor Davidson also agreed with Councillor Corbett's suggestion. Deputy Reeve Nisbet atated that we did not go into this matter of the $500.00 capital levy with our eyes closed, however feels that Mr. John Dol should receive consideration in this instance. CHILD: STODDART: NISBET: S'DODDART: "That Mr. John Dol be permitted to proceed with the buildings upon the three lots on Mary Street when the levy of $300~00 has been paid and the necessary permits issued and this to be effected only until · December 31st, 1958.11 Carried. "That we carry on past the hour of 11.00 PM.11 Carried. General discussion took place in which Deputy Reeve Nisbet stated that at County Council a motion was passed to the effect that the Provincial Goverhment take away the authority of Local Bodies spending monies. Reeve Davis advised that he felt that to support such a motion would be· an injustice to the Local Board in Aurora. . i t r· 11- Mayor D.J. Murray advised that a meeting was scheduled at County Council to-morrow Re-Toronto and York Roads Commission and possibly some recommendations from Council might be given to the Reeve and Deputy Reeve. The Reeve and Deputy Reeve then enlarged on the location of various roads that were slated to be taken over by Toronto York Roads Commission. ADAIR: 11 That the meeting now adjourn."
