Subject: Sub-dividers' Agreement.
The·, Qommi tt ee respectfully submit the foll9wing':
That while no request or representation has been
made to the Council of 1957, the majority of the members are
familiar with the requests made in 1956 by Aurora Developments
Ltd., otherwise referred to as Lorne Cousins, and Mr.Robt;.Cas<J
regarding their Sub-divider's Agreements, it was felt that aonie
further consideration should be given to the terms of Section #11
of the Sub-dividers Agreem'ent as it now· stands. . , ,
As the result of a meeting held February 6th 1957
at 8.30 p.m. at which all members of this comn;ittee were P;t:Eilll~nt
as l'Jel!l; as Mayor Murray, Reeve Davis, Councni,rs Adair, Davidson
and Stoddart, the committee recommends tha1; the following change
be:made to Section #llofthe said Agreement: · · · ·
1. Delete the: requirements that the sub-dividers 'are to ·
match· residential assessment with equal industrial·•,, ·
and/or commercial assessment., and reylace same ¥i.th.
the method of having industrial and/or commercilltl,
assessment matched to that difference bet'!'reen the' actual
assessment of a residence or residences and a basic
assessment of $7,500.00 per house. Statistics presented
at this meeting revealed that it requires an as~?essment
of $7,500.00 per house before it bee6mes s'elt-supporting,
and it ~.,ras for this reason that the :t'ig)lre of $7,500.00
'!'Tas established as the b1".sic amount of assessment· r'eq\lired
for each residence. ·
:: \j;
2~ The Committee further·recommends that no further:6h'anges
be made in the Sub-Dividers.Agree~ent, it bein~ felt
that ;.rith the above change·we have<more than done. our
part of co-opc:rat1ng with the sub-dividers.

The •Commi ttee has •met with ·the garbage .. contractor,
Mr. Buchanan to consider a proposed increase in.the garbage

AURORA Population: · '3842. · Presemt cost of garbage 6ollection

··is equivalent to a: total of $1.52i per capita.·. Contractor does
not collect commercial waste 6r ashes.
, . The· present total population• of Richmond. Hill
and Aurora· is 11,838, and the contractor requires an extra
$4·,000.00 to assi·st in. carrying· out the demands of Whitchurch
Township for the control o'f the ·dump., This would amount to .
• 34~ per capita· in addition to the present· contracts, and woul<'L

1'1'hether or not the T'l1·in get's enough out of our commercial
garbage and ashes: collection to l)ompare fawourably .~d tl;l the
Ri'chmond. Hill· cost'> It .i·s recommended by· ·the. commi-ttee that
Mr. Bucli).anan be paid .. at ·:ot rate of ,, 34f6 pet' capite. from
October 1st 1956,to. January.,3lst 1957. ·This w·ill be ip addition
· to•• c the· per capita payment o1', $1.85 'already paid to him. It is
further recommended. ·that the garbage contract be amended·. to
prov·ide , for a payment of $2.19 per .capi·ta ft'om February let 1957.
! I,:
The· ·oommi ttee also considered a request from
:tvreado:ws Poultry Ltd.· to assist in the, disposal of feathers from
the chicken plant. Mr. Buchanan has been removing these, to
the dump in Whitchurch To'tmship, and he hasnow been informed
that he must either stop dumping them there or he will not be
allo,1ed to use the dump~
; The·feathers are adifficult material: to dispose
of; as they take t1·ro years to rot, and Mr. Buchanan can see no
t-ray of getting rid of them under the present e.rrangement;.
