MINUTES OF A SPECIAL MEETING OF THE COUNCIL HELD IN THE
COUNCIL dHAMBER ON MONDAY JULY 9TH, 1956 AT ~ P.M.

The agreements f'or the opening of' the Case and Cousins Subd5,.Y:I..sions
were discussed. Councillor Child presented the following report
of' the P lanning Committee on these Subdivisions.
THE COMMITTEE respectfully su.bmit the following:
A meeting has been held with Mr. Lorne Cousins, and Mr. W.R. Case
to attempt to finalize the. subdivision agreements.
The owners asked f'or a clarification of' .the section of' the agree-
ment dealing with the provision of' commercial and industrial assess-
ment.
The Committee now recommends that it be recorded that the intention
of' the Council is to have the residences in the stage 1 of' each
·subdivision bu.ilt without first bringing in industrial and/or
commercial assessment. After completing the residences in stage 1,
the ·owner must. then bring in to the Municipality industrial and/or
commercial buildings equal in as.sessment to the assessment of' the
residences in s~age 1.
The owner may t.hen proceed Jrii th the residences in stage 2. On
completion of' the residences in stage 2, the owner must then bring
in .industrial and/or commercial assessment equal to the as:sessment
of' the residences built in stage 2 and the estimated asse.ssment of'
the residence.s to be built in stage jlhree. Once. this industrial
and/or colll)nercial assessment is provided, the owner may then proceed
with the residences in stage three.
In lieu o( providing industrial and/or commercial assessment, the
Council will accept a bond from the owners. The bond must provide
that industrial and/or commercial buildings will be erected within
the town l"li thin two years of' the filing of' the bond.. The bond must
be in the amount of' the estimated assessment of' the building~ and
will be forfeited if' the building is not erected within );h.e .
required time. The owner may then proceed l"li th residences as if'
industrial and/or commercial buildings_ assessed to the amount of' the
bond had already been built.
The Committee also wishes to record that not~tng in. ~!l~!'l.:t'eport. is
intended to modify the provision that the subdivider must provide
industrial and commercial assessment equal to the residen:tial
assessment on the subdivision.

The Committee also ;,.rishes to record that paragraph 12 (a) of the
agreement with Aurora Developments Limited, and pa~agraph ll(a)
of the agreement ;,.rith Calwood Limited regarding drainage works
do not app~y to the above subdivisions.

OTHER BUSINESS:
Councillor N!l.sbet present a request from the Fire Department for
the purchase of' a hose rack. This was left for further consider-.
ation.
The purchase of street signs was then considered.

street corners covered by New by-law and in no parking
areas, These signs to be as recommended by Department
of' Highways. And the Seal of' the Corporation be
attached hereto.ll

The removal of fill from the Disposal Plant was considered and it
was agreed to have this fill placed on the West end of Tyler Street.
The roof drainage from the Municipal building was discussed and
left for further consideration •.
Councillor Child presented the propos'ed amendment No.3 to the
official Plan.

Councillor Corbett then asked for .information on the connection of'·
certain houses to the Sanitary Sewer·,System. He was informed. that
the owners were being notified. The provision of' sanitary sew~ge
services to· the building owned by Choice Cut Up Chicken Ltd. · ·
outside the Town limits was then discussed.
