' . Councillor Nisbet reported•on the location of the Quonset Hut. Councillor Nisbet also reported on a meeting held between representatives of Collis Leather Company and the Town to discuss 8ollis Leather's payment towards the expenses of·the Disposal Plant. NISBET: STODDARD: 11 That the agreement, as submitted, between the Collis Leather Company and the Representatives of the Town be accepted and that Collis Leather Company be billed for the sum qf.$2,235.00 towards the cost of the Disposal.Plantoperation in 1955. Carried. Councillor ·Nisbet presented the following report of. a .visit made by him and the Town Engineer to Guelph and Brampton. Sewage and Sludge Disposal We vrere received at the Engineer 1 s Office at the Guelph City Hall by Mr. Miller the Assistant Engineer;; who explained the operating set-up of The Engineering Department, Waterworks and ~s: Sewage Disposal System. . The Water Distribution System and the Sewer System are supervised by the City Engineering Department, but. the .Water Pumping Station and the Disposal Plant are operated . independently of the Engineering Department. The Plant Engineer being Mr. Nicklin and the .. Plant Superintendent Mr. Theaker who showed us the two plants. . ,-_L,,, The Disposal Plant is on a thirty acre site which is well Landscaped and heavily planted with a reforestation of trees, and even with homes and factories near by.i·t'is pretty well hidden from view. The Plant seemed to be in excellent condition with no noticeable odours even tho~gh it was very old, being one of the first activated.sludge plants ·to be constructed and claimed to beoverloaded (pl'ans are under way to triple its capacity). 0 ~ t::r.:l !J> ~ I They do not have a Digester and do not plan to include one in their new.addition. Sludge is disposed of by pumping it into a storage tank where itis allowed to settle over night ( or longer if weather or other conditions make it impossible to remove it) the excess water is then pumped of;t' al}d returned to the Aireation Chamber :f'or re.,..treatment, .this reduces the moisture corttent to about 92% and so cuts down the amount o:f' ~· i I I Special Meeting -Page 3. Nov. 14/55, ,.,. ·,·1 sludge which must be disposed of by about.3%. The sludge is then pumped .into a Five Yd. (about 800 gallons) Tank mounted on a Four Wheel Drive truck which is equipped with a special tail gate which spreads a nine foot strip as the truck is driven over the fields. Mr. Theaker set up this s~em of disposing of the sludge over the farn'ls which is now being used as well by .s.uch municipalities as London, East York, Ki tchener, Brampton e:t.c. Before any deli very is made t.o ·a farmer he. must sign the following agreement which, while it is not always kept, is to protect Guelph. 11 I agree to work the fertilizer into the ground within three d!l.ys from the delivery of the same to me or my premises according to Provincial Board of Health regulationsn. They try to group their receiving farms in order to lessen any chance of complaint; if all in a district are using it none is likely to make any complaint. Where a farmer wants ij on worked land he must cultivate and harrow it smooth so that.there will be no danger of damage to the springs of the truck. When the plan was first started they had some d~tficulty in persuading farmers to try it but now results have been so good that the demand far exceeds the supply, and they have not had a complaint in more than four years, even though it is being shipped from a ci:ty to an adjoining township. The following are recommended rates of application:- Corn - Turnips or roots - Pasture - '10-14 loads per acre 8 loads per acre 5 loads per acre -While they have had good results applying it to wheatvits use with this crop, especially for fall wheat is not recommended as it might smother the small plants during the Winter months. · ·Other recommendations:- Use only.plunger type pumps for sludge. Maintain a storage tank for times when hauling away is not possible. Nov.l4/55. Always have a variety of lands ready to redeive the sludge so that a chamge in the weather does not make haulage impossible. Bills are sent out twice a year. With regard to the City of Guelph Water System it is particu).arly remarkable for one thing. One l:ialf their lvater is obtained,from springs. The city have about 30 acre!iJ of land full of springs about four miles away which they have planted in re-forestation. Water is collected here by'Di.eans of tile whi.ch enclo'&es· the top and sides but not the bottom which is gravelled; these tile run into a 24 inch gravity main running four miles back to the city to the pumping station where it is chlorinated. • · The other halt of the water is pumped from de~p wells. There is a million gallon storage in'two underground reservoirs and· a standpipe maintaining a pressure of about 80 p~i~ . • At the time of. our visit the City Engineer was away at a meeting of the Western Ontario Municipalities in connection with ti;e proposal to pipe water from Lake Huron. Brampton In order to learn something about the use'of a digester as is planned for Au:ilora we visited Brampton. This is a much newer plant than the one· at Guelph, having been remodelled and enlarged and a digester added 'within the last couple of years; in spite of this there was quite a disagreeable odour in the area of the plant, w:tlich is pretty well surrounded by houses. • · The Superintendent is Mr. Cooper who has been in charge for about 25 years. · The method of treatment is similar to that of Aurora and of Guelph except that the final treatment is the Digester and then the sludge is hauled out to farms as in Gue1ph. The temperature in the digester is maintained by burning oil o:& when it is available Metane:.gas produced by the Digester. The burners could be·switched from one fuel to another quite easily but upon enquiry the Superintendent did admit that when anything went wrong.with the burner as has happened, a service man had to-be brought in from· Chicago as there were none in Canada, the last time the burner·was off six weeks. 0 :::0 l-l-1 :l> :::1!1!
