THIRTHEENTH MEETING OF COUNCIL (SPECIAL)
Tuesday July 16th 1946
A special meeting of Council was held in the ~ouncil Chambers
Tuesday July 16th 1946 at 8.15 p-.m. with Mayor Linton in the chair
and the following members of Council present-Reeye c.E.Sparks,
Deputy Reeve A. A. Cook, CouncillorsA.N.Fisher, R.V.Smith,
E. Davis, S.G.:Patrick~
A letter from our auditors, Hillborn,Williams & Co. regarding
remuneration was left in the hands mf the chairman of the Finance
committee"
The question of purchasing a :Power Mower for the Waterworks, discussed
at the previous meeting was ordered,filed, as the supply is already
taken.
The Clerk was instructed to obtain a price on new equipment for the
disposal plant unit recently repaired"~
A letter received from Mrs. Jean Rhoten<regarding extention of sewer
at the north end of the Town was replied to.
Council was notified that the roof on the Town Hall needs repairing,
this was given th the :Property Committece<; for attention~
A letter from J. Goulding repurchase of Lot# 11 on the west side of
Gurnett St~ was disCJllssed and the clerk was asked -to report their
decision to Mr. Goulding.
Correspondence from Mrs. J. W. Morton Connaught Ave~ requesting
permission to operate a store at the residence was ordered replJI:ed to.
On motion of Deputy Reeve Cook and Reeve Sparks permission was granted
tow. J. Garfat to connect with the Tovm water main on Old Yonge St.
to serve a processing plant now under way~ carried;~
The Tenders for the construction of a street to serve the new Hart
Manufacturing Co. factory, and water mains and storm sewers were
opened , aecision as to the outcome was left mntil a meeting with
Mr~ w.B.Redfern could be arranged for further discussion.
'< On motion of Reeve Sparks and Patrick the matter of garbage collection
by Mr. Harrison NrutY< to collect same until the end of July, and at which
time Mr. J.E.Buchanan was to continue the contract for a period of one
year~ carried. <
Sparks, Cook. That<leave be given to intrmduce a BY-Law to provide a
contract for the collection, removal and disposal of ashes, garbage,
and other refuse and the same be now read a first time.
COOK DAVIS. That the By-Law now before the Council be read a second-
time a.nd that the Council dissolve itself into a committee of the whble
for that purpose~
SPARKS SMITH. That the By-Law now before the Council be read a third e
time this day and that Rule 22 of By-law # 862 be suspended for that purpos
The By-law was given its readings and passed~
SPARKS COOK That leave be given to introduce a By-law to authorize the
borrowing of Dollars to meet the needs until the taxes are collected
this year, and that the same be now read a first time~
COOK DAVIS That the By-law now before the Council be read a second
time and that the Council dissolve itself into a committee of the whole
for that purpose'~
SMITH PATRICK That the By-law now before the Council be read a third
time this day and that Rule 22 of By-law # 862 be suspended for that
purpose'~
The By-law was given its readings and passed~

SPARKS SMITH That if the monthly publication of Town employees wages
be not necessary, the same to be suspended from regular publication.
