Observa.tiQns i~ respect to the receipts and expenditures of 1941.
Qur Auditors Stat~ent reveals tnat our revenues tor 1941 were less $3614.43
than_ in 1940, .. yet our expendi:fsures were only $379.20 leas, which shows that
we expended $3235.23 in 1941 more than we did.in 1940, consequently our deficit
at the :Ust.of Deoember 1941 is $4765e70 against $1530.47 at the 3lst.of
December 1940. The increased deficit is on account of no transfer of $3000.00
:from the Waterworks as was in 1940.

We reeomm:end tll,at the By-laws Committee be instructed to b·ring in as soon as
possible the necessary. By-laws . with respect to authorizing payment of the
above appropriations and requisitions, and any other recommendations made by
this Collmi ttee, and approved in Council. That in order to care :Cor the deficit
of last year the rate be set at 40 mills •.
We would further recolllllllend that the utmost rigid ecenom.y be exercised by the
various Co:mm:i ttees so as not to exceed the appurrpriations allOtted. The Clerk
be instructed to get the i'ax Bills printed to inaJ.ude the Sub,sidy of l lllill,
arid provide :Cor the Provincial Statute re collection of arrears of taxes,
