The thirteenth meeting of the Council was held in the Council Chambers
on Tuesday Evening, July 2nd, 1940, at 8.15 P.M. Mayor Walton occupied
the chair with all Members present.
The minutes of the eleventh and twelvth meetings e,dopted on motion
of lvTr.Wilson & IvTr.Sparks.
The Helief Colll!Uittee respectfully submit the following •
]JTrs.Franais Waites. On June 21st. your Helief Officer was e.dvised that
Mrs.Waites was receiving Helief while having a Bank Account •.
~v.hen questioned on .Tune 22nd., after applying for
a relief voucher, li!Trs. Waites declared emphatic ally that she had no bank ace oun t
and that 11 none 11 was correct for that question reading "Bank Account""List
all accounts owned by you and all members of your family".
This question is contained in her Relief Applivation Form
signed by her under oath.
On investigation it developed that there was one bank
account in trust for JJ'rederick Waites, and the sole living signing party is Mrs
Francis Waites. Another bank account was e; joint account w:i.th li!Trs.Franctis
Waites and Haxel Waites as co-signers, all the afore-mentioned have been
receiving relief from the Tovm. During the entire ;period that relief has
been granted since 1938, the combined bank accounts have always exceeded
~~69 .oo
Your Committee felt that no action should be taken
due to her age, but that the Relief Officer's action of discontinuing
relief be approved.

receiving help from her married Daughters •

with relief. Your Committee felt that this was necessary to prevent
irregularities and abuses of the relief system being continued.
The above report received and approved on motion of Mr.Gunton and Mr.Stuart•
the same to be published.
SPARKS,Lil'fTON. That the action of the Mayor in issuing orders on the
Treasurer for payment of the following sums be, and the same is hereby
confirmed, and that the seal of the Corporation be attached hereto.

such information laid against Jllfr.R.Farley a.s shall be warranted from the
evidence produced to Council, regarding relief •
MULI.OY,IillNDERSOJlT. That the J3y-law now before the Council, a:ppointing
W.H.Taylor as Assessor, be read a second and third time this day, and
that Rule 33 of J3y-law No.lO be suspended for that purpose.
STUART,SPARKS• That a cement walk 2ft. 6in.wide be laid on the West side of
Y0 nge St. from Irwin Avenue to Jllfrs.C.Webster's gate. Approximate lemgth
100 ft., a1)proximate cost $30.00 • Carried.
Th.at a cement walk be laid on the East side of Yonge st. from the Waterworks
property to the North limit of Jllfr.FranE Teasdale's property. Approximate
length 75ft., approximate cost $50.00 Carried.
GUNTON, STUART. That a public meeting be called by the ll!Iayor for Friday
Evening, July 5th., at the Town Hall upstairs for the purpose of forming
a War A:x:tivities Coilllllittee for the Town and District, to order, unify, and
direct all services of Organizations in the Coilllllunity for promoj;ing the war,
the welfare of the Soldiers, and the needs of unfortunate Civilians, that all
Organizations, Ear Veterans, Civil Guard, Red Cross, Women's Institute, Service
Club branch of the Board of Trade, Refugee Children t s Aid, would be in vi ted
to send delegates, that all members of the Council be asked to attend and
co-operate. Carrlited.
MALLOY ,GUNTON. That the Relict of the late M.L .Andrews, receive the balance
of two months at half pay, being the remuneration as provided for in the
motion contained in the minutes of May 20th.l940, and that the seal of the
Corporation be attached thereto. Carried.
MAL:!LOY,LINTON. That the By-laws Conn11ittee be instructed to draft a buildi~
J3y-law for the Town of Aurora, ani!! submit same to Council for their consider-
ation as soon as possible. Carried.
