'l'he minutes of the eleventh meeting were adopted on motion of Mr.Baldwin and

Mr.Oram for the Tennis Club reported that the cost of lighting one court was
estimated e.t $118.09 .:Mr.Peterman asked permission to rebuild the entrance to his
Yonge St•house with the same encroachn1ent upon the street as formerly.:Mr.Kurtz
appeared regarding the marshy condition below the Billing Water Lot.

The letter was referred to the Streets Committee on motion of Messrs Farr& Baldwin•
A Letter from the Chairman of JJistrict 4 Electrical 0 olll!llissioners was read and
the members of the E.L.Coramittee asked to attend lilf at all possible,.on motion of
Messrs Sparks and ""enderson.
LEE BALDWIN that the Vfaterworks Committee be empowered to contact different well
diggers with a view to locating and sinlcing a wellor wells for the illllllediate supply
of water and that appointments be made with such men to meet the council for dis-
cussion at the call of the Clerk. Carried.
SPARKS HENDERSON that the account Of s.J.Brown for drilling the well on the
Billing site be paid,that the mayor issue cheque for the same,and that. the sea.l of
the corporation be attached hereto. CarTied.

in con:nnittee of the whole council;1t1'hat the co;ppora.tion of the town of Auro.ra pay to!
the E.L.Dept.the sum of $500.00,being the amount due on the electricity used by the
town for street lighting,disposal plant,public buildings and vmterworks departemnt
for the first five months.a.nd thlll:t $100.00 be paid monthly on the 2.0thoda.y of the
month for the balance of the year. That. the E.L.Dept.pay half of :Mr.LangBlllll!ls salary
instead of all as at present,as most of his work now is with the w.w.Dept.That Geo.

b.e left in charge for the balance of ·the year,and his assista.mts be kept on until
all the work planned for this year is completed.A list of supplies needed is hereto
appended.At the end of May the billing for the E.L.supplied continues as it hall
from the first of the year,.to be about $.3000.00 but for some reason the month of
April vras up about $350 .oo .The accounts are being well taken care of in so far as.
payments are concerned,only 43 unpaid for the month of May.and theses will likely
be all paid befl!lre the last. discount date~cThe arrea.rs are still decreasing,from

approximately $5100;,00 at end of January to $3600.00 at end of May;.Two of the
consmners now not being served have asked to be again connected,and ha.ve submitted
propositions for your consideration.In connection with Messrs.Smith .and Chapman,who
are now employed at rates of 35 and 25 cents per hour,these rates should be :Bevised
and we sug~~est that they be made 40 and 35 cents. 'I'he 0ommittee rose and reported

LEE SPARKS that the report of the E.L.Committee be adopted,and that the mayor
and treasurer be au~orised to pay the accounts referred to therein,and the seal of

The .l!'inance committee reported that the tax arrears have been considered abd that
progress is being made in collections.
FARR H]lT.DERSON that the council cooperate with the Orange Lodge for the 12th.July
celebration in regard to the following items,use of Yonge st.for dance between lillosley
and Wellington,Cleaning of Yonge St.erection of colored lights,erection of snow fence
use of council chamber for registration,chaira from the Mech.Hall,gate opening at
south side of park,erection of poles for amplifiers. Carried.

SPARKS LEE that the E.L.Committee be authorised to string colored lights on Yonge
St.from Church to Centre ats•beginning July lst•and continuing until after Cine
HolidaY• Carried;,
SPARKS liElT.DERSON that the services of Harry Naughton as solicitor for the to wn
be herewith discontinued,and that the clerk be instructed to inform. the solicitor
of the towns decision. Carried.
HENDERSON SPARKS,that permission be given to Mrs.Peterman to reconstruct on the
same area tha platform in front of her Yonge Steresidence. Cai::t:ied.
LEE BALDWIN that the Jubilee Committee be granted permission to use the arena
for t.he Mendelsohn Choir :Musicale on J-une 25th.l938 at fee of $1.00. Carried.
FARR HENDERSON that the E.L.Dept;,install lights on the Tennis Club Courts to the
extent of $?5.00 for one court or $150.00 for two,courts,the expenditure to be made
half from the E.L.a.ccount and half from the general accoun t Carried.

We have had the assistance and advice of one of the
best qualified Fire Insurance men, a representative of one of
the largest ana strongest insurance groups writing in Canaaa.
This man inspected the various risks ana checked the rates ana

Experience has shown this association from .aat!ll accum-
ulated that certain :standards should be maintained by cities
and towns with regard to their fire fighting equipment, water
system, installations, and congested area restrictions, for
the gener~;~,l welfare of the public, from both loss of life and
financial aspects.
Most of our cities and t aviJS have adopted these
standards.
Inspectors make periodical visists to practically
all communities for the purpose of checking up the general
conditions and to also keep watch on any dangerous changes
in existing structures and those under c omt rv.c tion.
Standard wordings which have been approved by the
best legal minds are supplied to member comp~nies, so that in the
event of a fire loss, the public and companies are both pro-
tected, against misunderst.snding and trouble when losses occur.
Finally, we may say that this association 'establishes
rates throughout the Dominion, and similar bodies do so in the
u.s . ..tt.
When reduced rates are quoted by Companies not
members of the Association, they are invariably simply a
percentage cut from rates established by this association's
activities.
In conclusion we would say that our insuranrce seems
to be in good order. All of it with tlB exception of that on
one or two risks is written in larger companies which are
members of the Canadian Underwriters Association and as th.e-
members of the Counci 1 are in a sense t:eustees of the property
insured, we recorm-nend t 1:a t we use only the best companies.
The small reduction in cost gained by using any but tbe best
of the companies which are Non Members of the Assoc:ill-tion does

We find that these trucks are not insured against
Fire, Theft and Collision.

There has been a very great increase in the premium
rate on Street Liability InsurE'nce, This is apparently due chiefly
to the bad claim records. Our paid clair~ in tbe last four years
were practically double the amount of premium collected. Three
years ago several companies would have been glad to write this
business but now most of them do not care to take the risk.
In our opinion t~~s Council should insist that the
insuring company make a thorough investigation of claims and, that
they should not pay any· claim until there is not the slightest
doubt of the Town's Liability. The Town Officials should give
every assistance possible both in the way of securing evidence
for the To~n's protection in case of a claim and by eliminating as
much as possible conditions which might lead to a claim. We
believe that with a little more. care and a little closer super-
vision over public property and public work we would have fewer
claims and eventually secure insurance at a more favourable rate.
We ~ind that there is no insurance of any kind on
the DISPOSAL PLAN.!: nor on the Building and Equipment at the New
Well and recommend tbat the Council take the matter into con-
sid era ti on.
Most of our insurance is now written by Companies
that are members of the Canadian Underwriters Association and
so we give a short resume of the benefits the public derive from
this Association as has been explained to us.
First of a 11 this Ass oc :ia tion ~s formed, and is
maintained by a body of strong and reliable insurance companies,
who work together for the stability of insurance generally.
One of its primary objects is the compilation of
insurance data so that the company members may ch3.rge the public
fair and equitable rates in accordance with tb3 hazard involved,

A fiat rate of $1.50 per $100,00 is charged on
this building.
Part of this building is fireproof ana part
ordinary brick construct ion and one amount without co-insurance
has been taken out on the risk at the above rate.
If separate amounts were issued on the two different
types of construct ion, t :he ordinary brick part would still take
a ra.te of *1. 50 per $100.00 but the fireproof section could be
written for .35¢ per $100.00 subject t-o 90% co-insurrmce.
We now carry $6000,00 on this building and the
apparatus c.ontained therein at a Premium of $90.00, This is in
two policies of $3000.00 each.
We recommend that the :Property Committee first
report as to the nature of construction of the buiading and
the amount of insurance which should be placed on the two types
of construction.
We find that this Municipality also carries the

We recommend to the 1936 Council that the Market at the
Town ReJ.l be changed. to the Mechanics Rall at the beginning of
the year and thus take advantage of the redu.ced premiums,

If however dances and all entertainments where a charge
is made to the public were prohibited three year lodge hall rates
would apply.
As this is practically the only source of revenue for
this building and as it is the only building we have for this
purpose we cannot recommend any change here.

recommend that $300,00 insurance be placed on contents.·

We have considered amount of insurance placed with
various agents in Town, particule,rs of which are furnished in
the yearly audit er' s report, and we do not recommend that any
change be made at the present time.
A.s a last recommendation we would suggest tJ:Jat all
tbe Towns insurance be adjusted t.o expire on the first day of
December so that it could be taken care of by the old Council
and paid for at a time wben taxes are coming in and tbe Town
has the funds available. This adjustment could be made without
difficulty and wit bout addi t io!Jil,l expense. However, in view of
the add:ii.tional premiums Which would J:Jave to be P.aid now,and
this fact not having been considered in our 1935 estimates, we
suggest ths.t the 1936 Council give consideration to this
recommendation by having the change made on the first day of
December, 1936 and provide for the additional premiums in
the estimates for tJ:Jat year.
