THE FOURTH MEETING OF THE COUNCIL FOR THE YEAR ~938 was he~d in the counci~
room on Monday eve~.l!'eb.2~st.with th~ mayor presiding and all members in attendance•
The minutes of t.he preceding meeting were read and approved,on motion of Messrs
Baldwin and .lVle.lloy.
A letter from the c.N.R. regarding the extension of a fire main under their
right of way was read and· referred to the Waterworks cornm:i.ttee~om motion of Messrs
Henderson and Sparks.
A letter forom the Department of Municipa~ Affairs regarding the payment for
menibers of council was read and referred to ihe Finance committee.

on motion of Messrs.Lee and Sparks.
After a lengthy discussion on the question of garbage collection and disposal
a resolution by Messrs BaJ.dwin and Henderson that commercial garbage s·hould be in-
cluded in the collection waa carried.
LEE SPARKS that the Streets Committee be a~quested to again approach W.G.~rent
with a view to his accepting a.more reasonable salary for the work than the sum
he has named.and.that fai~ing these negotiations the committee be emJ?owered to
call for tenders. Carried.
LEE FARR that the purchase of a stop watch for the chief constable be referred
to the mayor,the clerk,and the chief constable,.·.vi th power to purchase a watch
from one of the local jewellers~fter prices have been obtained from each,and that
the seal of the corporation be attached hereto. Carried.
Mr.Sparks for the Fire committee presented the following;"Whereas some mis-
understanding has arisen between the Fire Brigade and this council,.over the div-
ision of certain moniea arising out of fires occuring in outside municipalities
during

the year 1937,therefore,we,your fire committee recommend as follows;
by the Fire Brigade
of the ~mount of money received fllWlll Lady Eaton,in appreciation of the
splendid service rendered,this councmlaccept seventy dollars being in full of its
share,and that no account be presented to the Township of King,as per request of
Lady Eaton,and the Fire Brigade be paid the sum of $62e50,representing its share
of the proceeds received by the town,from the municipalitt"e& of "'-ing and '!Mttl'tifiJ
the Van Nostrand Estate for fires occurring at Geers,Sisters of St • .Tohn,and the.
Kingsley Farms respective1y.2.That the clerk be and he is hereby instructed to

KNOWLES BALDWIN that the report of the l!'ire Committee re payment of outside

Mr.Sparks for the Fire commi:btee further presented; "whreeas it has long been fel
the necessity of providing suitable quarters for the Aurar . Fire Brigade,in which
to hold its meetings for the purpose of discussing fire problems in pprtictilar and
transacting business generallyitherefore,we,your fire committee reconunend,as follows
that the room in front on the second. floor of this buil.d.ing be set apart and suita.bl.,
fitted up for the use of the fire brigade,the expense connected therewith not to
exceed fifty dollars.2.That the:i± quarters be under the direct supervision of this
co1mni.ttee.KNOWLES FARR that the report of the Fire committee re quarters for the
Brigade be adopted and the seal of t.he corp.be attached hereto.Carried.
Mr.nenderson submitted specifications tp be used if and when calling for tenders
for painting and papering :•.various sectio:(Js of town property~a.nd they wer-e approved,
KNOWLES FARR that tenders be called for painting as re specifications for the twt
a glass covered buildings at the disposal plant. Carried ..
Mr.Farr for the E.L.Committee submitted the following report on the activities
of the committee in respect to the accounting;-lfnotices were mailed to 79 consumers
who were in arrea.ra with accoutijts asking that they meet your committee here last
Tueaday and Friday nighta,and in reaponse to this we contacted 40,.who have made
promise to pay in one way or another.A few have paid their entire account.Others.,
whotprovided theyn live up to their arrangement will take considerable time to acco-
mplish the entire payment.The amount involved in regard to those we have seen amount:
to around $2ooo.oo.The remainder of those in arrears have been aaked to meet us to-
marrow night~~ complete report of the department cannot be had before the next reg-
ular meeting of the counciltbut it is interesting to note that while the billing for
the. month of February was about four hundred dollars less than January.,the cash
rec'eived up to last Saturday and credited to the bank amounts to $32Qo·.,oo as compare~
to $2900.00 for January,and we still have eight daya to go before the end of the moni
In referring to the Bylaw in regard to the collection of the E.L.Acoounts and servicE
the connnittee :find that the terms of the said bylaw have not been complied with in
any ~~y and strongly urge that a new bylaw be prepared to cover this item,and that
it be presented tc council. atn its next regular meeting,." adopted on motion of Messr<

Mr.Bal.dwin for the E.L.Committee submitted. the :following;11 that new #2 wire be
installed on the power line :l:~rrom the E.L.Plant to connect with the Collis Leather Co•

in town and if necessary,a Hydro Engineer be engaged for this purposeo3.That eight
meters be purchased.
KNOWLES HENDERSON that the report of the E.Light committee be adopted.and that
the seal of the co;pporation be attached hereto. Carried.
The ~uestion of the interpretation of the Transient Traders Bylaw was discussed.
It was decided that the solicitor be asked to put his opinion in writing and to
couple with the opinion a full statement of the conditions existing•
The council adjourned,at 11.20 on motion of Messrs Baldwin and Malloy.

and grm:nted relief to the Harvey Palmer fa.milyshe having gone to Toronto for
an operation.1.ri-rChas Sheard was granted relief in regard to a certain mortgage
e~uivalent to one half day.Mr.Ba.rfoot was also granted partial relief.Fuel
