"Your cailllldttee have carefully examined the auditors report es.pecia.lly with regard to tax arrears. In r.egard to tax arrears the committee recommend;a com.p~ete cheek of pe~ties &d<ied to tax arrears inm order that any s.ubsequent action taken may not be in error, by the auditor in the ordinary course of his duty•Mter a com.- p~ete check of pe~tiea has been made on all taxes .• that verification notices are to be sent out to all thoae in arrears,giving them. fifteen daya to enter protest if the acc.ount is incorrect.Noticea to thos.e owners living out of· town to be sent by regiatered.mai10 and to thoae in town to be personally delivered by town offic- iala;the taxpayer being w&rned that if no protest is entered,his account will be deem.ed to be correat.we consider it advisable to obtain an immediate opinion from. the town solicitor regarding the question of penalties added to tax arrears ,from. the recent em.endment to the assesam.ent act and on those properties in arrears which are assessed jointly for 'business tax as well as general. rates.1'he committee inter- ' viewed Mr.& Mrs.Patteraon,m.ortgagees of the property .known as the ma:l:ch factory, ••• ••n - and whi~e we have evecy sympathy for the Pattell!sons po 8 itipn,there is apparently no so~ution available except for the Pattersons to pay the taxes.or the property to be placed in a tax sale,and the committee recommend that failing payment after ' the verification notice,has been sent,the property should be inaluded in a tax salei . j l'our committee recommend to the Waterworks committee that they-consider transferrinl to a suspense acaount the s= oi.$224.00 deemed to be uncollecta.ble by your comm• the clerk and the audi tore. We commend the .,, .w .comm.for their efforts to collect arrears which are showing a decided improvement over past yeara.:vve commend the E.L.CO!lllli• for their efforts to collect ar11ears which are gradually being lessened. After verification motice has been sentnout if any protests are made your comm.O will deal with these cases on a set day.:l!'or those taxpayers making no protest,and who are over three years in arrears of taxes,a special meeting of the Finance comm will be held to which all those included in the list attached to this report will will be invited to attend .Your committee at the meeting will endeavor to arrange satisfactory and permanent arrangements to liquidate the arrears of taxes and to avoid a tax sale wherever possib~e.Anyone ignoring the meeting will receive no further aonsideration and we will recommend that a tax sale be held of the prop- 3 erties in these case~Your committee have. considered a tax sale of vacant lands, a list of which ia at ta.ched to thia report,and recommend that the penaJ. ties be chec, ked and verification notices. be sent _out without deley ,along with each notice will be a req_uest to attend a meeting of jlour collllllittee ,on a suitable date,to arra.age settlement wherever posaible • Those not a.ttenddtng or ~-rranging a sui table settlement will receive no further conaideration.and the lands will be imllledi:ately plaoect for tax sale.Notices. in this case are to be forwarded as in recollllllendation number two of this. report.after check and verification,a. tillle limit of 16 days• That the clerk be instructed to prepare a lis.t of all outstanding accounts for the , ~ena. and the Mechanics Hall for your collllllittee~Tha.t an opinion be obtained from I -· ' L the town aolioitor regarding the levying of a licence on all outside flitrma solieit-i ing business in town in competition with local citizena.Tha.t the Prop.Collllllittee ---be req_uested to prepare a sta.tement. outlining the revenues,ca.rrying charges,and dis.buraements for the ~ena since its opening.The report of the eollllllittee aa. preaented herewith after slight changes was adopted on motion of Messrs L.ee and -Ruls.e• The council adjourned,at 11.3.0 P.l\IL;. on motion of Mesars.Lee and :Baldwin • • ", a ---------· Mayor.
