Bylaw Number 772 wa.s prepared by the solicitor,Mr.l~aughton,given its several readings and passed,empowering the Mayor and Clerk to sign the assignment of the ... mortgage on the Patterson property,upon the return of the bonds held by Mrs.Patter- son.The solicitor was instructed to the return of the. bonds. The Bylaws committee ,Messrs •''ee .ciulse ·and :Malloy presented the following report " "Yo~r committee pursuant to report of council at its fourth meeting,has considered further the advisibility of amending the milk bylaw,to provide for the licencing of Da·iries in the town. The· maJority of your committee are of the opinion that such an amendment would not a-vail any useful purpose.Reoeived on motion of Mr.Knowles and :Mr.Baldwin. Lee. and Malloy submitted the report; "As '· ~ '· ··~ -... re~uested. by council the members of your comm.ittee have interviewed Mr.F.Underhill for the purpose of obtaining full details of the rates of relief insura~ci·e.The rat fo.r such is $3.00 per thousand. an.d the am.aunt on which the total premium. is arrived at is based. on the total num.aer of working hours of the relief men during the year at 25 cents per working hour.The minimum. is $75 .• 00 per year.Your comm.ittee has given very careful consid.eration to ways and means by which the arrears of taxes may be collected..In view o.f the large am.ount of arrears,we feel that strenuous measures must be adopted to collect such arrears.We ·therefore recomm.end that instr· uction go. forth to the cih.erk requiring him to make a -concentrated effort to collec1 all the tax arrears,and thatn persons owning properyy in the town which is rented and against which there are paid into the clerks office arrears of taxes,be notified that all rents must be until all tax arrea:as are fully paid.and that the clerl ' be instructed to notify all tenants of sue~ properties,to pay the rents into the Clerks offiae.We further recomm.end that unless satisfactory results be obtained in the payment of tax arreras that a tax sale be held.Your comm.ittee recommend that in addition to the allowance of a discount of 2% on the prepayment of one half of the current years taxes,by the end of the first working day in July,as favorable condition of the E •.
