MINUTES - Council - 19330116~ THE SECOND UEETING of the Council for the year 1933 was held in the Counci1 Room on :lfu:lndey eve.Jan.l6th.at 8.15 p.M.with the Mayor presiding and all the mem- bers in attendance. The minutes of the preceding meeting were read and adopted. A letter was ree.d from the High Schpol Board,certifying to a vacancy on that Board,and one from the Prov.Dept.of Agricul.ture,asking for the appointment of a weed inspector,and the insertion of a notice in the local paper announcing such appointment. STUART,BUNNtthat Mr.F.Dunham be appointed. weed inspector for the yean 1933, that t:his·n·o.tice be i.nserted in our local newspaper,according to law,and that the seal of the Corporation beattached hereto and signed by the Mayor. Carried. That the terminology "miscellaneous" be eliminated from the 1933 Financial statement. 4.That on any purchase exceeding five dollars,in any department, the requisition be o.K.'d by the Chairman of the Committee,prior to the order being placed,and . that-~6-employee of the town be authorised to make purchases,exceeding five dollars] without first receiving the authority of the Chairman of the Committee.We would j like the head of the Dep artment to issue approximate showing the amount on hanci and the amount a requisition for the material required, I required during the year;and strongly recommend that all purchases of supplies for the town of Aurora be made by one man, and this man,we suggest,be the Clerk of the town.In future,before invoices are passed for payment,it will.be necessary for the head of the department to o.K.the receipt of the goods a.rid show on the invoice where these were used .. The purchasing ~gent will Q.K.the invoice price,and the Chairman of Committee will place his o.K. I on the same. and be held responsible for prices paid and the 4isposition of the I various. supplies purchased.Considerable economy can be effected if these suggestion• 1 are followed,and with one man doing the entire purchasing,the requirements of all departments can be grouped and purchased at one time,in order to secure a lower quanjd ty price. 5. The Committee also recommend that the cooperation .of the School Boa.rds be req- ues ~;ed in order to effect any other savings possible. s.That all gasoline,oils,etc.necessary for the town truck,fire truck,and other municipally owned gasoline engines,be supplied from the tank and pump now operated by the town,and that Mr.Langman be held entirely responsible for the quantity of gasoline received.and pumped out,and that any persons receiving gasoline or oil from this pump will give the man in charge a receipt for the number of gallons received.The gasoline consumed will be checked by the Chairman of Committee against_ mileage shown on the trucks,and no gas or oil will be supplied for an~y other veh- icles,from this pump other than the abovementioned • 7 .That the ~·dtnan~ll!. That all pay sheets be approved by the Chairman of the Finance Committee before --payment ~s made,or until authorisation is given by Council as a whole covering such paysheets,and that in future all municipal employees will be paid by cheque at the office of the town Clerk,and only between the hours of eleven and twelve noon on Saturdays. 9.That only the Clerk or Treasurer,as bonded officials of the town,be permitted to officiate in the office of the town Clerk,and that any temporary assistants necessary must be authorised by the Council. lO.That the Treasurer be requested to submit clio the Finance <.:ommittee a monthly com- parative statement,showing the disbursements,month. by month,the bank balance at the end of eachmonth,and the amount owing to the Bankby the town.that all cheques issue be signed by the mayor and treas.urer,and all disbursements paid by cheque,except petty cash items,and the amount of petty cash carried to be limited to twenty five dollars,.and that the banking ·be done by the Treasurer with the Clerk's assistance .. ll.The finance committee believe that all these recommended cuts or adjustmentE: are in the best interests of the town,and are necessary in order to give the citizens of the town the best possible service at the least possible tax rate,and as Chairman of this Committee I will be very glad to sit in with you,or any other Committees and assist in any way possibl~,in effecting further economy than that already outlined in this report,and I would suggest at this time that the report be discussed clause b• clause in.order that every member of the Council will be familiar with the Finance Committee's recommendations. ·-._,_, '· The "'ommittee rose and reported the report as having been discussed,clause by · clause.· KNOWLES,DEL.AHAYEtthat the report of the Finance Committee with the marginally " -'-~ ' noted amendments be·accepted 0 and that the seal of the Corp.be attached hereto. Mr.Knowles,Chairman of the E.L.Committee submitted the following report,in Committee,signed by all the Committee including Messrs.Bunn~ and Stuart; "That an accounting be made of all outstanding E•L.accounts,three months or more outstanding,and thereafter monthly. That the question of free electricity and water mow being supplied a n~ber 5 of town officials be investigated and authority for such. That .i:iydra be asked to reduce voltage e.fter 10. or ll P.M •• This would reduce lamp renewals ... That high tension wire an Kennedy St.be replaced with #6 wire and that other high tension lines be overhauled e,t a cast eiitimated at ~~300.00. The Committee rose and reported the report as considered clause by clause. DELAHAYE MAI;LOY,that the report of the E.L.Co~nittee be adopted as amended a.nd that the seal-of the Corp.be attached hereto. Carried. Mr.Stuart of the w.w.committee submitted a report,signed by all the Committee Messrs.Knowles ::md Iilfa.lloy;"that the town water supply tank be painted or· sprayed, at the lowest cost coupled with efficiency,to make a lasting job. That the 70 H.P.electric motor be sent to Peterboro for repairs,estimated cost for which is seventy'five dollars. That the gasoline engine be replaced with a new one as the old one is not able to meet the test of the Underwriters.Est.cost $600.00 .. The Council,in co~ttee considered the report clause by clause and rose. The ]'ire Co~ t tee ,Mea srs DELAHaye Bunn and Legge, submit ted the following . . report 11 The firemen ask for three hundred feet of hose,Dominion preferred,one spare ' . tire,for truck;ask that the ladder waggon be kept in the market hall,and that ladders be locked on waggon. The report was considered clause by clause,in committee of the whole,Mr.DeLa Haye in the chair,and reported to Council KNOWLES,BLAY,thatM4;. the fire Committee along with the Finance Committee be req- uested to meet the Firemen with regard to their requests,and report back to this Council at its next regular meeting. Carried. Mr.Malloy,of the Property Co~nittee,having associated with him,Messrs.DeLaHaye and Blay submitted the following report; ''That eavestrough be put above the steps,at notth and south enis~ie&PeR~-of arenato prevent the steps becoming covered with ice~to the danger of the public. That the arena band be asked to cut down their charges as low as possible for skating nights. That the same percentage be granted hockey teams using the rink as in 1932 as follows,team,60% and town 4o% of gross receipts. ,_.,, .. : ···"". 6 The report was considered in committee of the whole,clause by clause,after which the Committee rose and reported their findings. BUlUI STUART, that the services of the Engineer be secured for the readjustment of the Sew~rage .system on Wells St.E.and that the seal of the Corpora.tion be attached hereto. BLAY,LEGGE,that a commission be appointed of three citizens,to thoroughly in- " . vestigate the proposed industry desirous of locating in Aurora,the standing of the present industry under consideration,and bring in their recommendations to the Council,.This commission will be requested to act without remuneration.
