The second meeting of the C01mcil for the year was held in the Council Room ou Wednesday evening J:wuary 11th. All the members present the Mayor in the chair. The minutes of the previous meeting read :~.nd confirmed. Communications were received and read from the following persons Namely:-Mr MacDonald County Treasurer re County tax.. Mr H D Ramsden re the Aurora Baby Farm. Mr George T Johuston applying for the position of Auditor for the year 1922, Mr Herbert J Burrows and Mr Sidney J Straker applying for the position of Assessor for 1922. The Striking committee presented the following report. Your committee appointed to strike the standing committees for the year beg leave to report as follows:- Road & Bridge Waterworks Electric Light Finance By-laws Fire Property Krwwles, @rey, Legge. Taylor, Knowles, Bilbrough. Matson, Taylor, Krwwles. h1drews, Legge, Grey. Grey, Bilbrough, Taylor. Bilbrough, h1drews, Matson. Legge, Matson, h1drews. All of which is respectfully submitted for your consideration. The Mayor to be Ex-offico member of all committees. C H Sheppard Chairman of striking committee. Moved by Mr .Knowles seconded by Mr. Bilbrough that the report of the striking committee be and the .same is hereby accepted and that the first name on each committee be chairman of the committee. Carried, Moved by Mr Matson seconded by Mr Bilbrough that this council do cause to be drafted· a suitable requisition form to be used as follows:- 1. In the purchase of any material with a value of ten dollars or over. 2 For the instruction to carry out any work of any costing ten dol- lars or over. ( (_ Second meeting continued • . That this requesition before being P.ffective must be signed by the Mayor or in his absence the Reeve and the Chairman of the Department where said material or laoor are necessary, or by any two of above in the absence or the other that the Clerk to sign requesition for a.mount under ten dollars. And the same to be kept on record in the Clerks office for reference to at any time by :my Ratepayer of this Corpora.tion. And that the seal of the Corporation be affixed to this resolution. Carried. And that the seal of the Corporation be !l.ffixed to this resolution. Carried. Moved by Mr Matson seconded by Mr Bilbrough that this Council do instruct the Clerk to h!l.ve public notice given to the Ratep9.yers of Aurora. That whereas the finance committee are oeing instructed to prepare a budget of expenditures required for ·the year 1922 so that the Coun- cil may be better qualified to gorven the Tax R!l.te that any petitions for any improvements deemed necessary by any number of Ratepayers that s!l.id peti tiousif any will be filed !l.S early as possible with this Council to assist in making above budget, also that all department chairman and School Boards etc. make their estimates as quickly as ..... ,--,----____ _;._-~;) ~) ', -W::~ Second Meeting continued. possibl.e to assist in this work. Moved by Mr Matson seconded by Mr Andrews that this douncil do hereby instruct the Clerk to prepare a memorandum of insurance pol'icies held by this Corporation eith the data giving who hela by, what covering, who placed with, premimums paid, and date of exprac;y etc. And the seal of the Corporation be affixed to this resolution. Le3.Ve W3.S asked to intro.duce a By-law to appoint an Assessor for the Town of Aurora for the year 1922. Leave granted and By&aw read a first time. Moved by Mr Knowles seconded by Mr Andrews that the By-law now before the Council be read a second and third time this day and that Rule 33 of By-law No 10 be suspended for that purpose. Committee rose and reported By-law with blank filled with the name of Sidney Straker when the yeas and nays were asked for. Yeas Bilbrough, Grey and Matson. Nays Andrews, Knowles, Legge and Taylor. Moved by Mr Matson seconded by Mr Grey that this Council ·do hereby instruct the Mayor and Reeve to get in touch with some professional valueator to assist the Assessor for the present year so that a more equal valueation of Town propert;j.es can be made as a base to fur- ther assessment work in future years.
