The follo1ving members being present:-namely Mayor Baldwin, Reeve Knowles, Councillors Andr<;3ws, Bassett, Crockart, H'ltlcock, and Murray. The Mayor in the chair. The minutes of the previous meeting were read and adopted. Communications were received and read from the following persons namely:~ George Case re overcharge on frontage tax in 1915. Gu.tta Percha & Rubber ¢o. re hose. Canadian Suffrage Association re vote for Married Women. c. L. Gulley re Fire ; Jl\il,atllh~ c , "c .U. Canadian Consolidated Rubber Co. re Hose. Bills were received from the following persons namely:- Dr W.J.Stevenson,Medical Helth O~ficier,salary $150.00 W.Ough & Son 60.80 C.Cook,teaming 22.25 Clerk, postage, express,expenses re Collis By-law, and expenses re foundling Child. 9.85 Moved by Mr Bassett seconded by Mr Hancock that the following accounts be paid and th2.t the Mayor issue orders on the trea- surer for the same and that the seal of the Corporation b,e Attached to this resolution,namely:- Dr Stevenson W.Ough & Son C. Moved by Mr· Hancock seconded by Mr Crocka.rt that the By-law now before the Council be read a second and third time this day and that Rule 33 of By-law No 10 be suspended for that purpose. Carried. By-law read a second time and Council went into committee of t the whole on the same Mr Murray in the chair. Committee rose and reported By-law with b:ianks filled. By-law read a third time and passed. Moved by Mr Knowles seconded by Mr Murray That the water rate for the Covered Skating Rink be placed at $20;00 for the skating s season the same to be paid in advance and the seal of the Cprporation be attached to this resolution. Carried. Moved by Mr Knowles seconded by Mr Murray That the Collector be and he is releived from collecting one dollar dog tax each from J.W.Holma.n and R.Matson.and Geo Case be refunded the sum of $1.52 error in his Taxes for 1914 and the Mayor sign an order for the same and the seal of the Corporation be attached to this resolutio~•· Carried, Moved By Mr Murray seconded by Mr Knowles That the Mayor be instructed to sign an order in favor of George Williams for the sum of twenty five dollars payment in full 'price of land on George Street and the seal of the Corporation be attached to this resolution Carried, Moved by Mr Crockart seconded by Mr Hancock That whereas the Municipalities of this Province are called upon to assume· extra. burdens in the matter of taxation by giving grants towards wsr pur- poses, and the amount of these grsi1ts are paid by rate payers whose names are on the .Assessment Roll, being assessed on realty or income.a_ .. and all persons assessed for statute labour only are not called upon to pay any part other than the small fee o:t' One Dollar, that in order to have said persons carry a porportiona.l share of the above mentioned cost,tha.t this Municipality hereby make application to the Legislative Assembly to amend Sec. 4, Chap. 196, an Act Respecting Statute Labour, so tha.t in future eyery male inhabitant of a city, town or village of the age of 21 years and up\vards and under 60 years of age, and not oyherwise exempted by law from performing statute labour,who has not been assessed on the Assessment Roll of the city, town or village,shall,instead of such labour,be taxed at Five Dollars yearly therefor, to be levied ant collected as the Council of the ~Aunicipa.li ty may direct,.
