MINUTES - Committee of the Whole - 19920601MINUTES TOWN OF AURORA COMMITTEE OF THE WHOLE MEETING NO. 26-92 Holland Room East Aurora Town Hall Monday, June 1, 1992 7:30 p.m. COUNCIL MEMBERS IN ATTENDANCE Councillor Weller in the Chair; Councillors Constable, Griffith, Healy, Jones, McKenzie, Pedersen and Timpson. Mayor West was absent representing the Regional Municipality of York at the Ontario Traffic Conference. STAFF MEMBERS IN ATTENDANCE Chief Administrative Officer, Municipal Clerk, Deputy Clerk, Director of Building Administration and Director of Leisure Services DECLARATION OF CONFLICT OF INTEREST There were no disclosures of interest under the Municipal Conflict of Interest Act. APPROVAL OF AGENDA #1. Moved by Councillor Pedersen Seconded by Councillor Constable THAT the content of the Agenda as circulated by the Clerk's Department be approved as outlined herein, with the addition of the correspondence from Ms. Parisi to the Delegation section of the Agenda. CARRIED DELEGATION Ms. Janice Parisi, Aurora Minor Softball Association Ms. Parisi disagreed with the Director of Leisure Services' recommendation in Report LS92-055-453 that Council take no further action with respect to resolving the dispute between the Aurora Diggers Girls' Softball Association (the "ADGSA") and the Aurora Minor Softball Association (the "AMSA"). She outlined the history of interaction between ADGSA and AMSA, noting that the former has vetoed the latter's efforts to make a presentation before the North York Womens' Softball League in order to request permission to field representative teams on this league from members of the AMSA. In addition she noted that the ADGSA refused to sign releases to permit girls from the AMSA to play for Oak Ridges teams in this league. Ms. Parisi then compared the two associations, commenting that the AMSA represents a significantly larger number of players and that its executive is accountable to its members, because the executive is elected. She suggested that many potential players avoid the ADGSA because of perceived problems with its method and its coaching staff. She indicated that the Town could readily support two girls representative associations. She stated that it was inappropriate for one association that represents the Town to block the efforts of another. She concluded by asking Council to consider refusing to all ow the ADGSA to use the Town's baseball diamonds unless the ADGSA stops using its veto power and permits the AMSA to make its presentation to field teams in the North York Womens' Softball League. #2. Moved by Councillor Jones Seconded by Councillor Healy THAT Report L$92-055-453 be removed from the Unfinished Business section of the Agenda for consideration at this time. Moved by Councillor Pedersen Seconded by Councillor Healy THAT the Town refuse to deny access to its diamonds to the Aurora Diggers Girls Softball Association; and THAT Staff be encouraged to continue to mediate discussions between the Aurora Diggers Girls Softball Association and the Aurora Minor Softball Association, with Council to be advised of progress in this regard. WITHDRAWAL: The motion was withdrawn with the consent of the mover and seconder. #4. Moved by Councillor Timpson Seconded by Councillor Jones THAT the report prepared by the Director of Leisure Services providing Council with information pertaining to the dispute between the Aurora Diggers Softball Association and the Aurora Minor Softball Association be received as information; THAT Council not take any further action with respect to resolving this internal dispute between the two (2) organizations; and THAT Council request the Aurora Diggers Girls Softball Association to re-evaluate its position in vetoing the Aurora Minor Softball Association's right to make representation to the North York Womens' Softball League to field representative teams in that League. CARRIED Mr. Basil Noels, Lake Simcoe Region Conservation Authority re: Presentation by Conservation Authority David Marquis, Chairman, and Basil Noels, Chief Administrative Officer, appeared before Council to provide an overview of the programs and internal structure of the Conservation Authority. They displayed a video to highlight different aspects of the work being done by the Conservation Authority within the area under its jurisdiction. Afterwards, they participated in a discussion of the budget implications for the Conservation Authority arising from significant Ministry financial cutbacks in recent and current years. #5. Moved by Councillor Healy Seconded by Councillor McKenzie THAT the presentation be received as information. CARRIED STAFF REPORTS BA92-010-449 -Revised Sign By-Law #6. Moved by Councillor Griffith Seconded by Councillor McKenzie THAT the draft By-law regulating the erection of signs or other advertising devices, and the posting of notices on buildings or vacant lots within the Town of Aurora be received as information. CARRIED CL92-021-450 -Closure of Town Stores for July 1, 1992 #7. Moved by Councillor Timpson Seconded by Councillor Jones THAT Council determine, with regret, to repeal By-law 2923-87; and THAT retailers in the Town be encouraged to respect the tradition of closure of Town stores on the July 1st holiday. CARRIED ' Aurora Committee of the Whole Minutes No. 26-92 Monday, June 1, 1992 #8. - 3 - Moved by Councillor Timpson Seconded by Councillor Healy THAT Council request the Government of Canada to introdue-e legislation which will declare July 1st to be a non-transferable national holiday. CARRIED CL92-022-451 -Places of Amusement By-law #9 Moved by Councillor Timpson Seconded by Councillor McKenzie THAT Bill No. 3401-92, being a draft by-law to licence and regulate places of amusement and billiard halls, proceed for future adoption by Council. AMENDMENT: Upon the question of the adoption of the recommendation, it was: #10. Moved by Councillor Timpson Seconded by Councillor Constable THAT Bill No. 3401-92 be amended such that there shall be a minimum penalty of $1,000.00 for those convicted of an offence therein. CARRIED The main motion CARRIED AS AMENDED. UNFINISHED BUSINESS Kennel Inn Animal Control Centre re: Lease of Box Traps for Wildlife; and Ministry of Natural Resources re: Nuisance Animals #11. Moved by Councillor Jones Seconded by Councillor Pedersen THAT Kennel Inn be encouraged not to lease box traps for wildlife where possible and to communicate instead to the public the merits of wildlife-proofing their properties; however, Kennel Inn may continue to lease box traps for wildlife where these are absolutely necessary or are insisted upon by members of the public. CARRIED QUESTIONS BY MEMBERS Councillor Jones Councillor Weller - ADJOURNMENT Requested a report from the Aurora Hydro Commission on power outages for the year, their comments as to whether the frequency of such outages was norma 1 and their expectations as to outages during the remainder of the year. Determined from the members of the Committee that the continued use of the Holland Room East was inappropriate, both for Committee of the Whole and for Planning Advisory Committee meetings, given the numbers of interested citizens who have been attending such meetings. #12.
