MINUTES - Committee of the Whole - 19910402. ---~-/ MINUTES TOWN OF AURORA COMMITTEE OF THE WHOLE MEETING NO. 17-91 Senior Citizens' Building Tuesday, April 2, 1991 7:15 p.m. COUNCIL MEMBERS IN ATTENDANCE Councillor Jones in Chair; Mayor West, Councillors Mcintyre, Ochalski, Pedersen, Timpson and Weller. Councillor Stewart absent on vacation. Councillor McKenzie absent. STAFF MEMBERS IN ATTENDANCE Chief Administrative Officer, Municipal Clerk, Director of Planning, Director of Leisure Services, Director of Personnel, Director of Public Works, Treasurer. DECLARATION OF CONFLICT OF INTEREST There were no disclosures of Interest under the Municipal Conflict of Interest Act, 1983. APPROVAL OF AGENDA #1. Moved by Councillor Ochalski Seconded by Councillor Weller THAT the content of the Agenda as circulated by the Clerk's Department be approved as outlined herein. AMENDMENT: Upon the question of the adoption of the recommendation, it was: #2. Moved by Councillor Weller Seconded by Councillor Ochalski THAT the report from the Regional Engineering Department concerning containers for the collection of organic yard wastes be added to the Agenda. CARRIED The recommendation CARRIED AS AMENDED. DELEGATION Mr. Michael MacNamara re: Vacant Lots on Batson Drive Mr. Michael MacNamara addressed the Committee on behalf of the group of residents who have opposed the 1 inking of the Va 1 ha 11 a Heights Subdivision with any form of access across the CNR tracks to the Aurora Family Leisure Complex. The concerns provided to Council in the early 1980's when the ,, ' matter was first con temp 1 a ted were reiterated for the benefit of those members not sitting at the time. They included potential for increased crime, vis i bi 1 ity, home security genera 1 safety of users, the detrimental appearances in the neighbourhood created by the vacant lands, and potential parking problems should a connection be constructed. Mr. MacNamara requested the lots be disposed of expeditiously by Council for the construction of two residential dwellings. #3. Moved by Mayor West Seconded by Councillor Ochalski THAT the submission made by Mr. MacNamara be considered in conjunction with the Staff report prepared on this subject. CARRIED Aurora Committee of the Whole Minutes No. 17-91 Tuesday, April 2, 1991 - 2 - STAFF REPORTS LS91-023-115 -Construction of a Pedestrian Walkway -Batson Drive to Industrial Parkway North #4. Moved by Councillor Pedersen Seconded by Councillor Timpson THAT the Town of Aurora not proceed with either an underpass or an overpass across the railway tracks connecting Batson Drive with Industrial Parkway North; and THAT the two lots held for this purpose be released for sale on the basis of two houses to be constructed on the lands. CARRIED PRESENTATIONS Ms. Elizabeth Mclaren re: ''Urban Structure Concepts Study" Ms. Mclaren outlined briefly for the benefit of the Committee some of the activities taking place within the office of the Minister Responsible for the Greater Toronto Area, with particular reference to the Urban Structure Concepts Study. The Study was produced in an effort to begin to analyze how to manage the growth anticipated within the Greater Toronto Area in the coming thirty years. The study examines three concepts for growth; continuing to allow sprawl; centralizing growth within existing areas and creating "nodes" 'or compact communities. Ms. Mclaren advised that based upon comments received, it appeared that the most reasonable approach to take is a compromise between the latter two concepts. The largest concern arising from the circulation of the document appears to be providing and financing the infrastructure required to support the population growth. Questions of the Committee on this and a variety of other subjects were answered by Ms. Mclaren. #5. Moved by Councillor Pedersen Seconded by Councillor Ochalski THAT the presentation be received as information. CARRIED Ms. Jean Monteith, Monteith Zelinka Ltd. and Report LS91-024-116 -Town of Aurora Culture and Recreation Master Plan Ms. Monteith reviewed with the Committee the contents of the Executive Summary of the Town of Aurora Recreation and Culture Master Plan. The Summary provides the overview of the major recommendation contained both within the Master Plan Document and the accompanying Background Report. Emphasis was placed on the need for rna intenance of the standards a 1 ready established for the provision of parkland/open space and recreational amenities within the Town. In addition, it was indicated the Master Plan recommended increased need for heritage issues to be addressed, the need for a forestry technician to maintain the Town's woodlots, and in general terms the cultural and recreational facilities that should be supplied to match anticipated population growth within the study's timeframe. #6. Moved by Mayor West Seconded by Councillor Mcintyre THAT the Town of Aurora Culture and Recreation Master Plan be accepted as a planning document to guide future direction of Leisure Services and facilities in the community; and THAT the Director of Leisure Services be required to annually review and update the Implementation Schedule, prior to budget submissions, and provide recommendations for schedule of items to be implemented. CARRIED UNFINISHED BUSINESS PW91-032-117 -Collection and Disposal of Refuse By-law No. 3261-91 and The Regional Municipality of York Engineering Committee Report -"Containers for the Collection of Organic Yard Wastes'' #8. Moved by Mayor West Seconded by Councillor Ochalski THAT the matter be referred back to Staff to determine whether there are alternatives to some of the recommended changes to the By-1 aw and whether the concerns as expressed by residents can be addressed. QUESTIONS BY MEMBERS Councillor Mcintyre Councillor Jones ADJOURNMENT CARRIED Enquired as to whether arrangements could be made to introduce a program of annual planting of a Swedish birch tree during Arbour Week to commemorate Aurora's twinning with Leksand. Provided the Committee with an outline of some of the upcoming sporting activities the visitors from Leksand will be participating in. #9.
