There were no disclosures of Interest under the Municipal Conflict of
Interest Act, 1983.
PRESENTATIONS
W. Walker, Director of Public Works
Mr. Wi 11 i am Walker, Director of Public Works, addressed the Committee and
expressed his support for the propos a 1 which provides that the watermeter
installation project be undertaken "in-house", with Town staff to supervise
contract staff. The estimated cost of the project, if administered by the
Public Works Department was estimated at approximately $385,400, with total
man hours at 22,000, for a completion time in approximately 104 weeks. It
was stressed that the total estimated costs would vary according to length
of time and contractors available.
Mr. M. Cosburn, Cosburn, Patterson, Wardman
Mr. Mac Cosburn outlined the proposa 1 as submitted by Cosburn, Patterson,
Wardman, to the Committee. Mr. Douglas McGill, and Mr. Dennis Desjardins
were introduced to those present. It was outlined that given their
extensive experience, they had been selected as ideal choices for assistance
in this project.
Under the proposal submitted by Cosburn, Patterson, Wardman, it was
indicated that the estimated cost of this project would be an estimated
$275,000, with an estimated man hour time of 4,860, and completion within 31
weeks.
Mr. D.A. Marucelj, Totten Sims Hubicki Associates
Mr. Duslan Marucelj, Vice President of Totten Sims Hubicki Associates (TSH),
addressed the Committee and outlined the propos a 1 of this firm for the
Management and Co-ordination of the Water meter installation project. He
reiterated the advice in the proposal that TSH would select the most diverse
professionals to support this project. The TSH proposal supports the Town's
goals for installation of the water meters in the shortest time possible.
Estimated completion of the project would be approximately 44 weeks, at a
cost of $174,000, man hours being approximately 8,040.
Questions posed by members of the Committee concerning all three
presentations were addressed by the staff and consultant representatives in
attendance. The Committee discussed the contents of Report ADM89-026,
deferred by Council at their August 23rd meeting.

Recommendation
#1. Moved by Councillor Ochalski Seconded by Councillor Jones
THAT the firm of Totten Sims Hubicki be retained to administer and
supervise the installation of water metres in Town residences; and
further
THAT Totten Sims Hubicki be asked to establish an upset limit for
their fees, above which no charges will be made without the prior
approval of Council; and
THAT the L.U.R.A. Group be retained to provide a public information
and communications program for water meter installations.
