Aurora Committee of the Whole Minutes No. 47 Wednesday, October 14, 1987 - 2 - Residents' Petition re: Signage and Speed Limits on George Street #6 Moved by Councillor Jones Seconded by Mayor West THAT staff be directed to prepare a brief report for the next meeting addressing the concerns of the citizens including the signage and speed limits. CARRIED Residents' Petition re: Parking inadequacy at Regency Acres Public School and safety concerns #7 #8 Moved by Councillor Weller Seconded by Councillor Buck THAT staff review the concerns of the residents in the areas outlined and have the information obtained available for the final review of the Traffic Operations Study. CARRIED Moved by Councillor Pedersen Seconded by Mayor West THAT a temporary crossing guard be engaged at an appropriate location as determined by staff in the vicinity of the Regency Acres Public School to remain in place until the construction activity at Murray and Seaton Drives is completed. AMENDMENT -Upon the question of the adoption of the recommendation it was: Moved by Councillor Timpson Seconded by Councillor Weller THAT the name proposed for Street "A" be replaced with Babcock Place and the name proposed for Street "E" be replaced with Hodgkinson Crescent. Rough, Aurora re: High risk traffic on Kennedy Street West #14 Moved by Councillor Pedersen Seconded by Councillor Jones THAT consideration of this 1 etter be deferred until the Traffic Operations Study has been reviewed by Council. CARRIED CORRESPONDENCE AND PETITIONS RECEIVED AS INFORMATION The Regional Municipality of York, Clerk's Department re: Speed Limits; Wellington Street East (Y.R. 15) Mayor West memo to Members of Council re: Tree Planting DELEGATIONS Mr. Stephen Granger, Aurora Men's Slo-Pitch League Mr. Granger outlined to the members present a concept for a four-diamond with clubhouse facility proposed to be constructed to accommodate the growing demand for Slo Pitch baseball in Aurora. An arrangement .similar to the present one with the Soccer Club which waul d see the 1 eague 1 ease 1 and provided by the Town was suggested. A request was made to allow staff to evaluate lands for present or future allocation. The organization indicated a future, more-detailed proposal would be presented after staff discussion which would address location, size feasibility, timing and financing. #15 Moved by Mayor West Seconded by Councillor Jones THAT this matter be referred to Unfinished Business. CARRIED STAFF REPORTS CHIEF ADMINISTRATIVE OFFICER Report ADM87-031-321 -Future Cemetery Operations #16 Moved by Councillor Buck Seconded by Councillor Weller THAT should the need occur, Council be prepared to immediately authorize the creation of an Ad Hoc Committee composed primarily of citizens with one or two Councillors acting as liaison and attaching one or two staff members to same for guidance. This will enable Council to react to cemetery plot needs in the municipality in the interim period should the Aurora Cemetery Board (Aurora Cemetery Company) cease to function as they have stated. AMENDMENT -Upon the question of the adoption of the recommendation it was: Aurora Committee of the Whole Minutes No. 47 Wednesday, October 14, 1987 #17 - 4 - Moved by Councillor Jones Seconded by Councillor Pedersen THAT the words "should the need occur" and "be prepared to" be omitted from the recommendation so that same would now read as follows: THAT Council immediately authorize the creation of an Ad Hoc Committee composed primarily of citizens with one or two Councillors acting as liaison and attaching one or two staff members to same for guidance. This will enable Council to react to cemetery plot needs in the municipality in the interim period should the Aurora Cemetery Board (Aurora Cemetery Company) cease to function as they have stated. PLANNING DEPARTMENT Report PL87-146-322 -Parks and Recreational Facilities Planning; Aurora Southwest #18 Moved by Mayor West Seconded by Councillor Jones THAT the Director of Planning be authorized to obtain prices from several landscape architects/park planners as outlined in the text of the report. The review to be undertaken by the successful firm to address the issues of provision of adequate parking for schools, school pickup/dropoff areas and bus turning movements. CARRIED UNFINISHED BUSINESS Canadian Radio-television and Telecommunications Commission (CRTC) News Release re: Proposed changes to EAS criteria (Pending from Council Sept. 16 I Mayor West gave a brief verbal report concerning the conversation held with the Bell Canada representatives concerning the revised criteria. It was reiterated that under the EAS proposal, it was the Mayor's information that calls from Aurora to the 889 and 884 exchanges would still incur long distance charges. It was stated that a letter was to be provided by Bell to fully address the issues raised. #19 Moved by Mayor West Seconded by Councillor Timpson THAT this matter be deferred and an effort be made to obtain a written response from Bell Canada for Wednesday, October 21st. Rodger, Chief Administrative Officer re: Disposal of the Parks Department's Pick-up Truck #21 Moved by Mayor West Seconded by Councillor Pedersen THAT the current Town half-ton truck not be traded in when the new vehicle is purchased for the Parks Department as was outlined in Report No. TR87-040-300; and THAT the Chief Administrative Officer determine the future use of the vehicle after discussion with the Director of Public Works and Community Centre Foreman. CARRIED Delegation of Mr. Stephen Granger re: Aurora Men's Slo-Pitch League #22 Moved by Councillor Jones Seconded by Mayor West THAT staff be authorized to discuss with representatives of the Slo-Pitch League their proposal as presented this evening with a more comprehensive submission to be made to Council in the future. Cerswell, Treasurer memo to Mayor and Members of Council re: Treasury Department Staffing #23 #24 Moved by Mayor West Seconded by Councillor Jones THAT staff be authorized to advertise the position of Treasury Clerk as outlined in the memorandum of the Treasurer. DEFERRAL -Upon the question of the adoption of the recommendation it was: Moved by Councillor Buck Seconded by Councillor Weller THAT approval of the new position be deferred until Council has an opportunity to review the responsibilities contained within the revised job descriptions. Procedural By-law No. 2885-86 provisions relative to speaking once to a motion The Committee members held a brief discussion concerning the merits of the present provisions, the practices of Council in general, the opportunities available within the current By-law to provide clarification and the wording which would allow the movers of a main motion to respond a second time. #25 Moved by Mayor West Seconded by Councillor Jones THAT the current By-law remain as written and the concerns raised be received as information. CARRIED ',",' Aurora Committee of the Whole Minutes No. 47 Wednesday, October 14, 1987 QUESTIONS BY MEMBERS Councillor Buck - 6 - -concerns re: alleged intoxication of members of Aurora Volunteer Fire Department during the Food Drive held Saturday, October lOth; -concerns re: the alleged distribution of alcoholic beverages through the soft drink vending machine located in the Aurora Fire Hall; and -response of Fire Department to a Councillor's home for the purpose of catching wild animals. Councillor Weller -paint evidently dumped into storm sewer upon completion of tennis court markings; and -status of jog elimination at Edward Street, Harrison Avenue intersection.
