Mayor West advised that this meeting had been called as a Public Meeting for
an application for amendment to the Zoning By-law for Vincenzo Freda
(Glenowen Properties Ltd.), Z-26-90 (D14-26-90), and for a General By-law
Amendment, Z-41-89.
The Public Meeting procedure and the opportunities available for concerned
residents to ask questions of the proponents of the various applications
scheduled for consideration were explained.
Mayor West requested that any person wishing to receive Notice of the
Passage of any of the proposed amendments should sign the forms ava i1 ab 1 e
before they leave the meeting.
The Clerk advised that the required Notice of Meeting for application Z-26-90
was mailed in compliance with the Planning Act (1983), by First Class mail
to the addresses within 120 metres of the area as shown on the last revised
assessment roll of the Town of Aurora, to which the proposed By-law would
apply. The necessary signs were posted on the property in accordance with
the rules of the procedure under the Planning Act (1983).
The notice for application for Z-41-89 (General Amendment) was placed in the
September 5, 1990 issue of the Era/Banner in camp 1 i ance with the rules of
procedure under the Planning Act (1983).
DECLARATION OF CONFLICT OF INTEREST
Councillor McKenzie declared a possible Conflict of Interest in the item to
be added to the Agenda -Application Z-27-90, Diana Leeming, in trust.
APPROVAL OF AGENDA

THAT the content of the Agenda be approved as outlined herein, with
the addition of Zoning Amendment Z-27-90, Diana Leeming, in trust.

PLANNING APPLICATIONS
Proposal Z-26-90 (D14-26-90) -Vincenzo Freda (Glenowen Properties Ltd.)
The Public Meeting began with the Director of Planning reviewing the
contents of Report PL90-127-281, prepared concerning the subject application.
Applicant's Comments
Mr. Robert Downes spoke on beha 1 f of the Owner of the property. He stated
they were here to request exemptions to the By-law which were needed if the
Tailor's House was to be retained.

Mr. Downes stated that under present Zoning, the provisions would allow a
maximum gross floor area 1.5 times the Lot area (15,522.66 sq.ft.). The
requested amendment is to permit a building of only 8,42g sq.ft. Mr. Downes
said he would like to work with Staff and residents to have this development
go ahead.

THAT approval be given to this proposal, subject to the developer
continuing to work with Staff to resolve residents' concerns; and
further, that the application be referred to the Planning Advisory
Committee to address the concerns contained in the Planning Report.

Moved by Councillor Pedersen Seconded by Councillor McKenzie
THAT a Citizen Committee be struck so that the process of
continuing dialogue with the residents can continue. The Committee
to be comprised of three Council Members, four residents of the
area and one representative of the Historical Society.

Proposal Z-41-89-General By-law Amendment (PL90-128-282)
#608. Moved by Councillor Timpson Seconded by Councillor Pedersen
THAT the appropriate By-law to implement the outlined proposals be
prepared:
1. Accessory Buildings and Structures
2. Air Conditioning Units
3. Swimming Pools
4. Special Mixed Density Residential (R5) Zone
5. Corner Lots
6. Existing Buildings
7. Satellite Dishes in Urban Residential Zones
and, further the matter of Satellite Dishes in Estate Residential
and Rural Zones be referred back to Staff for further discussion.

NEW BUSINESS
Ms. Diana Leeming, in trust re: Z-27-90 -Rezoning, 5 Industrial Parkway

It is resolved that an Official Plan Amendment would be required
for Application Z-27-90, Ms. Diana Leeming, in trust.
CARRIED
Councillor McKenzie, having previously declared a possible Conflict of
Interest in Application Z-27-90, Ms. Diana Leeming, in trust, did not take
part in the vote called for adoption of this resolution.
