MINUTES - Special Council - 19900830MINUTES TOWN OF AURORA SPECIAL COUNCIL -PUBLIC PLANNING MEETING NO. 39-90 Boardroom York Region Board of Education Administrative Offices Thursday, August 30, 1990 7:30 p.m. COUNCIL MEMBERS IN ATTENDANCE Mayor West in Chair; Councillors Jones, McKenzie, Ochalski, Pedersen, Stewart (7:37p.m.), Timpson (7:40p.m.) and Weller. STAFF MEMBERS IN ATTENDANCE Councillor Mcintyre absent due to ill ness. Clerk, Administrative Assistant, Director of Planning and Senior Planner. Mayor West advised that this meeting had been called as a Public Meeting for an application for amendment to the Official Plan for Old Yonge Aurora Inc. and 852739 Ontario Ltd.; OP-09-90 and for amendments to the Zoning By-law for Old Yonge Aurora Inc. & 852739 Ontario Ltd.; Z-23-90, and Willow Farm, Z-25-90. The Public Meeting procedure and the opportunities available for concerned residents to ask questions of the proponents of the various applications scheduled for consideration were explained. Mayor West requested that any person wishing to receive Notice of the Passage of any of the proposed amendments should sign the forms avai 1 ab 1 e before they leave the meeting. The Clerk advised that the required Notices of Meeting for applications Z-23-90 and OP-09-90 were mailed in compliance with the Planning Act (1983) by First Class Mail to the addresses within 120 metres of the area as shown on the last revised assessment roll of the Town of Aurora to which the proposed By-laws would apply. The necessary signs were posted on the property in accordance with the rules of the procedure under the Planning Act (1983). The Notice for application Z-25-90 (General Amendment) was placed in the August 10, 1990 issue of the Era/Banner in compliance with the rules of procedure under the Planning Act (1983). Councillor Stewart entered the Council Chamber at 7:37 p.m., and Councillor Timpson at 7:40 p.m. DECLARATION OF CONFLICT OF INTEREST There were no disclosures of Interest under the Municipal Conflict of Interest Act, 1983. APPROVAL OF AGENDA #538. Moved by Councillor Jones Seconded by Councillor Weller THAT the content of the Agenda be approved as outlined herein. CARRIED PLANNING APPLICATIONS Proposa 1 OP-09-90 and Z-23-90 -01 d Yonge Aurora Inc. and 852739 Ontario Ltd. The Public Meeting began with the Director of Planning reviewing the contents of Report PL90-110-267, prepared concerning the subject application. Aurora Special Council -Public Planning Minutes No. 39-90 Thursday, August 30, 1990 - 2 - Applicant's Comments: Mr. Len Gull ens, who resides in the Red House, formerly known as 11 0akl and Hall 11 addressed Council on behalf of the Owners of the properties. He explained that the plan they are presenting is an evolution from the original concept which was to have a building across the whole 3 parcels. Neighbouring residents had expressed concerns regarding road widenings, loss of mature trees, and preservation of the Red House. Mr. Gullens felt most of these problems had been addressed. Mr. Gull ens intends to remain living in the Red House, continue restoration of the house, and felt Provincial and Municipal easements and Heritage designation could be provided to guarantee preservation of the building. Ms. Connie Jeffrey, the architect, showed conceptual drawings of the project showing an 11 L11 shaped building with bays, turrets and a bell tower. The six-storey structure on Yonge Street reduces to four storeys at the rear areas. There is to be 103 underground parking spaces, and 27 outside visitor spaces for visitor parking. Many mature trees will be saved and there will be a 100 foot buffer from Yonge Street to the building. The 11 L 11 shaped building will not go in front of the Red House. The building has a prestige look. The Owners hope to camouflage the garage wall with landscaping and streetscapes on the 01 d Yonge Street area and between the building and the Red House. Mr. Mike Smith, Planning Consultant, spoke briefly on land use and planning objectives. He felt the concept they were di splaying was an acceptable compromise from the original plans. There is buffering between the proposed units and the townhouses to the south. Some aspects of the application could be referred back to staff, as the proposal is a departure from the Official Plan Amendment now in place. Most issues could be addressed through the Site Plan stage. The clients were prepared to work with the Town in resolving issues of concern. Mr. Smith requested Council to give support to the Official Plan application and refer the Zoning matter to the Planning Advisory Committee. Residents' Concerns: Mr. John Mcintyre of Aurora and District Historical Society spoke in favour in principle of the proposal stating 3 issues: project does attempt to ensure preservation of the Red House (Oakland Hall); preserves significant open space; building well designed -developer interested in historical significance of area. Other Concerns: amount of underground parking; parking on street on Old Yonge Street -because of number of cars per household; access point of underground parking hazardous; access point of visitor parking -proximity to Yonge Street and St. Johns Sideroad intersection; back-up of traffic -bottle neck at intersection; to designate no parking on Old Yonge Street would create a problem for the Tara Hill townhouses. The Public Meeting closed, and Council's consideration began: #539. Moved by Councillor Jones Seconded by Councillor Pedersen THAT given the merits of the proposal in respect of the applicants' efforts to facilitate the preservation of 'Oakland Hall', Council direct staff to continue to work with the applicants to address the identified concerns and refer the applications to the Planning Advisory Committee to provide the opportunity to obtain the additional information required for a more detailed evaluation and to allow for investigation of mechanisms to secure the long term retention of ''Oakland Hall''. A new By-law would correct the situation. There were no concerns with the proposal. The Public Meeting closed, and Council's consideration began: #540. BY-LAW #541. #542. #543. Moved by Councillor Weller Seconded by Councillor McKenzie THAT Council grant approval to the proposed amendment to Zoning By-law 2213-78 to replace Schedule "G" applying to the Willow Farm subdivision 1 ands and that given the administrative nature of the required amendment, that Council consider giving three readings to the implementing by-law. CARRIED Moved by Councillor Jones Seconded by Councillor Weller THAT leave be given the Mover and Seconder to introduce the following by-law for First Reading: 3226-90 Being a By-law to amend By-law No. 2213-78 (Willow Farm). AND THAT the same be taken as read a First Time.
