Central York Fire Services 2015 Budget

RECOMMENDATIONS
THAT Report No.CFS15-020 be received;and
THAT the authority to provide the Town of Newmarket with comments on the
Central York Fire Services draft 2015 Budget be delegated to General Committee.
PURPOSE OF THE REPORT
To advise Council that the Town of Newmarket Committee of the Whole (“Newmarket’s
COW”)will be considering the Central York Fire Services draft 2015 Budget (“CYFS
Budget”)on April 13,2015,and to request that General Committee be delegated the
authority to provide comments on the CYFS Budget
BACKGROUND
The Joint Council Committee (“JCC”)approved draft 2015 Budget for the Central York
Fire Services (“CYFS”)will be considered by Newmarket’s COW on April 13,2015.
Report CFS15-016,titled 2015 Central York Fire Services Budget for Aurora Comment,
(“Report CFS15-016”)is on the General Committee Agenda for April 7,2015.Report
CFS-15-016 requests Council provide comment on the CYFS Budget to Newmarket by
adopting resolutions.Under the Procedural By-law any resolution adopted by General
Committee must be approved by Council before they take effect.
COMMENTS
Newmarket is the final budget approval authority for the CYFS.Under the agreement
between Newmarket and Aurora,Aurora must be given the opportunity to provide
comments on any CYFS Budget prior to adoption by Newmarket Council.Newmarket’s
COW will consider the CYFS budget on April 13,2015.Recommendations from the
Newmarket’s COW meeting are expected to be adopted at the Newmarket Council
meeting on April 20,2015.

The Town’s Procedural By-law requires that any recommendation of General
Committee be approved by Aurora Council.Report CFS15-016 will be considered by
General Committee on April 7,2015 and by Council on April 14,2015,or one (1)day
after Newmarket’s COW considers the CYFS Budget
In order to ensure that Aurora’s comments on the CYFS Budget are available for
consideration at both the Newmarket’s COW and Newmarket Council meeting,it is
recommended the General Committee be delegated the authority to provide comments
to Newmarket on behalf of Council.

ALTERNATIVE TO THE RECOMMENDATIONS
Council may choose not to delegate to General Committee the authority to provide
comment on the CYFS Budget in which case Aurora Council’s Comments would not be
considered when Newmarket’s Committee of the Whole meets to consider the CYFS
Budget on April 13,2015.
FINANCIAL IMPLICATIONS
None.
CONCLUSIONS
Aurora Council must be given the opportunity to comment on the CYFS Budget.
Newmarket’s COW e will consider the draft 2015 CYFS Budget on April 13,2015.It
would be appropriate for Council to delegate the authority to provide Aurora comments
on the CYFS Budget to General Committee.

BEING A BY-LAW to Confirm Actions by Council
Resulting from a Special Council Meeting on April
7, 2015
THE COUNCIL OF THE CORPORATION OF THE TOWN OF AURORA HEREBY
ENACTS AS FOLLOWS:
1. THAT the actions by Council at its Council meeting held on April 7, 2015 in
respect of each motion, resolution and other action passed and taken by
the Council at the said meeting is, except where prior approval of the
Ontario Municipal Board is required, hereby adopted ratified and confirmed .
2 . THAT the Mayor and the proper officers of the Town are hereby authorized
and directed to do all things necessary to give effect to the said action or to
obtain approvals where required and to execute all documents as may be
necessary in that behalf and the Clerk is hereby authorized and directed to
affix the corporate seal to all such documents .
READ A FIRST AND SECOND TIME THIS 7TH DAY OF APRIL, 2015.
