RECOMMENDED:
THAT the agenda as circulated by Legal and Legislative Services be approved.
3. CONSIDERATION OF BUSINESS FOR WHICH NOTICE WAS GIVEN
(Closed Session)
RECOMMENDED:
THAT Council resolve into a Closed Session meeting pursuant to subsection
239 (3.1) of the Municipal Act, 2001 for the educating or training of members of
Council; and
THAT the Closed Session meeting agenda (Attachment 1) be approved; and
THAT the following non-Town staff members be authorized to attend during the
Closed Session meeting:
1. Kim Mullin and Bruce Engell, Weir Foulds LLP;
2. Dr. David Williams;
3. Charles Painter, PM Law; and
4. Brian Lambie, Redbrick Communications; and
THAT the Special Council Meeting of January 9, 2015 and January 10, 2015 be
deemed adjourned upon adjournment of the Closed Session meeting.

Speakers: Kim Mullin and Bruce Engell, Weir Foulds LLP
Kim Mullin and Bruce Engell, partners with Weir Foulds, will cover
all the bases including:
• Municipal powers and jurisdiction
• The role and responsibilities of Council, Members of Council
and the Mayor
• Council procedures, including closed meetings
• The Municipal Conflict of Interest Act and avoiding conflicts
of interest
• Councillor accountability and transparency (Bill 8); and
• Municipal records and the Municipal Freedom of Information
and Protection of Privacy Act
• Municipal elections finance rules
After the break, Kim will look at trends in municipal law using real
(you won’t believe it when we tell you) cases.

your role as Councillor.
