The Council of the Corporation of The Town of Aurora hereby enacts as follows: 1. That the actions by Council at its Special Council meeting held on August 30, 2016, in respect of each motion, resolution and other action passed and taken by the Council at the said meeting is, except where prior approval of the Ontario Municipal Board is required, hereby adopted ratified and confirmed. 2. That the Mayor and the proper officers of the Town are hereby authorized and directed to do all things necessary to give effect to the said action or to obtain approvals where required and to execute all documents as may be necessary in that behalf and the Clerk is hereby authorized and directed to affix the corporate seal to all such documents. Geoffrey Dawe, Mayor Lisa Lyons, Town Clerk Town of Aurora Additional Items for Special Council Meeting Tuesday, August 30, 2016 7 p.m. Council Chambers • Delegation (a) Bob McRoberts, Resident Re: Item 1 – GO Temporary Parking • Item 2 – CAO16-007 – Metrolinx Parking Coordination Plan Additional Items to Special Council Meeting Agenda Tuesday, August 30, 2016Delegation (a) Page 1 of 1 Town of Aurora Council Report No. CAO 16-007 Subject: Metrolinx Parking Coordination Plan Prepared by: Ilmar Simanovskis, Acting Chief Administrative Officer Department: Office of the CAO Date: August 30, 2016 Recommendation 1.That Report No. CAO16-007 be received; and 2.That staff install additional traffic control measures to minimize traffic from the Our Lady of Grace Roman Catholic Church parking lot into the North East Quadrant heritage area along Catherine Avenue and Mark Street; and 3.That staff request that York Regional Police provide additional traffic management support for the North East Quadrant heritage area to minimize traffic infiltration along Catherine Avenue and Mark Street during the hours of 5:00 am to 7:00 pm; and 4.That staff report back to Council on the analysis and inventory of parking areas that can be made available to Metrolinx to offset any lost parking during station reconstruction as needs arise. Executive Summary The purpose of this report is to provide Council with a plan to develop a parking accommodation strategy in consultation with Metrolinx. •Our Lady of Grace Roman Catholic Church has entered into an agreement with Metrolinx to provide temporary overflow parking which will be investigated further with Metrolinx to determine if alternate solutions will still be considered •Metrolinx activities are expected to require further overflow parking in the future Additional Items to Special Council Meeting Agenda Tuesday, August 30, 2016 Item 2 Page 1 of 6 August 30, 2016 Page 2 of 5 Report No. CAO16-007 • Recognizing Council’s desire to participate in parking solutions, it is recommended that an analysis of available spaces be undertaken by staff to inform Council of potential parking opportunities and risks Background To address future population growth and demand for more readily available commuting options, Metrolinx is undertaking significant improvements to the regional rail commuter network across the Greater Toronto Area. This plan includes significant improvements to the Aurora portion of this network which will involve major reconstruction of the current station along with the introduction of two additional tracks. The benefit of these improvements will be all day, 15-minute commuter service to Toronto. This program is proceeding at a rapid pace and Metrolinx has been making efforts to deliver significant amounts of new infrastructure to meet aggressive schedules. In doing so, there have been many presentations and meetings with various project teams from Metrolinx and staff on the various phases of a number of projects. Being a Provincial agency, Metrolinx has the ability to proceed with projects of this nature without local approval. However, they have been actively engaged in cooperating with staff. Recognizing that the pace and scope of projects will increase in the near future, there is a need to apply a more coordinated approach that will allow for better information management and communication to Council and the community. Analysis Status of Our Lady of Grace Roman Catholic Church Parking Agreement Metrolinx has confirmed that they have executed an Agreement with the Church and are unlikely to move away from that agreement. They have recognized the significant community concerns this arrangement has created for the local community and are committing to an extensive communication and a safety plan. This includes signage to direct users through arterial roads, as well as customer care staff to direct their customers to the new parking area. As the Town is not party to this agreement, staff are only aware of principles of the agreement that have been communicated through various channels. Staff will be revisiting parking needs with Metrolinx to determine if there are any opportunities to Additional Items to Special Council Meeting Agenda Tuesday, August 30, 2016 Item 2 Page 2 of 6 August 30, 2016 Page 3 of 5 Report No. CAO16-007 accommodate these vehicles at other locations and if Metrolinx will consider alternative solutions to the current agreement with the Church. Metrolinx Construction Activity at the GO Station Will Further Impact Parking Capacity The planned activities in the existing GO station site will further impact parking capacity. Metrolinx has confirmed that they are open to negotiating other parking arrangements with the Town. They have not been able to commit to negotiating at this time, however, it is anticipated that additional temporary parking will be required as to accommodate future construction activities considering the significant expansion being planned. These needs will be communicated to the Town in advance to allow for due process for staff and Council. Staff Recognize Council’s Desire to Participate in Providing Parking Solutions Recognizing that Council has recently expressed an interest in having the Town participate in the Metrolinx parking program, staff will be investigating temporary parking accommodation opportunities in the area around the station. Metrolinx is not currently seeking additional parking capacity, however investigations on available spaces can proceed at this time. The attached map provides highlighted Town-owned parking areas that will be further investigated. Through the evaluation, considerations for availability will include Town needs, peak period timing and coordination with commuter needs, seasonal impact, and accessibility. If directed by Council, Staff will prepare a report on potential parking spaces and seek direction to engage Metrolinx in negotiating access agreements for overflow parking needs. Advisory Committee Review There is no advisory committee requirement for this report. Financial Implications Providing overflow parking to Metrolinx can be an additional source of revenue for the Town. Communications Considerations Construction activities planned by Metrolinx will have significant impacts in Aurora over the next decade. There is a need for Metrolinx to drastically improve their communication and public education programs and to assist Council and staff in better anticipating and responding to their activities. Going forward, an internal project coordination team has been established to better manage information flow that is currently occurring from multiple Metrolinx project teams and on multiple projects and issues. Communications will be provided to Council on a regular basis based on information collected through Metrolinx as well as planned regular presentations from Metrolinx to update staff and Council on upcoming activities and decisions. Link to Strategic Plan The introduction of an improved commuter system will improve economic activity and development growth as Aurora becomes a much easier place to access from all areas across the GTA. Alternative(s) to the Recommendation As directed by Council. Conclusions Metrolinx will be creating significant infrastructure within Aurora as part of its Regional expansion plans over the next 10 years. Although long-term benefit will be realized, there will be a significant impact to the community as various projects are undertaken. Recognized that concerns raised by Council and the community on recent actions taken by Metrolinx to secure temporary overflow parking at the Church.
