MINUTES - Committee of the Whole - 19950306II TOWN OFAURORA COMMITTEE OF THE WHOLE MEETING NO. 02-95 Council Chambers Aurora Town Hall Monday, March 6, 1995 7:30p.m. MINUTES II COUNCIL MEMBERS IN ATTENDANCE Councillor McKenzie in the Chair; Mayor Jones, Councillors Griffith, Healy, Morris, Ochalski, Sorley, Wallace and Weller. STAFF MEMBERS IN ATTENDANCE Municipal Clerk/Acting CAO, Deputy Clerk/Solicitor, Director of Planning, Director of Public Works and Treasurer. Councillor McKenzie welcomed the 5th Aurora Cubs who were in attendance to observe the proceedings this evening. DISCLOSURES OF INTEREST There were no disclosures of interest under the Municipal Conflict of Interest Act. APPROVAL OF AGENDA #1. Moved by Councillor Morris Seconded by Councillor Griffith THAT the content of the Agenda as circulated by the Clerk's Department be approved as outlined herein. CARRIED DELEGATIONS Healthy Communities Coalition for York Region re: Healthy Communities Awards Program and Request for Donation./ Two representatives of the Coalition indicated that their intentions were to provide Council with information respecting the Coalition, to request Council's nomination of appropriate persons or organizations for Coalition awards and to seek a $200 grant toward the cost of such awards. It was pointed out that the Coalition is an association of individuals and organizations having as their goal Aurora Committee of the Whole Minutes No. 02-95 Monday, March 6, 1995 Page 2 the support and encouragement of community initiatives in York Region to promote, foster and maintain individual and community health and social well- being. Participants include service clubs, the business sector, ratepayers associations and municipal entities. The Coalition has been in existence since 1993 and its initiatives focus upon such matters as basic material needs satisfaction, environmental sustainability and health related matters. It was pointed out that on May 11, 1995, the Region will be holding an awards function. Examples of award categories might include community economic development, the physical environment, recreation, leisure, arts and culture. Council was requested to nominate projects, individuals and organizations that might be appropriate for awards and to give consideration to supporting the Coalition's awards program with a $200 grant. #2. Moved by Councillor Healy Seconded by Councillor Sorley THAT the request for a grant be denied; THAT the delegation be provided with a copy of the Town's grants application policy; THAT the delegation submit an application for a grant, if it wishes, specifying the manner in which it fits within the grant's policy; and THAT the application for a grant be referred to the next fiscal budget discussions. CARRIED Ms. S. Reiner and Ms. B. Fraleigh. Residents re: Safety Issues Concerning McClellan Way and Tamarac Trail Ms. Reiner expressed appreciation to Council for its prompt response to her delegation of February 22, 1995. She referred to Report PW95-015-069 and indicated that she was in agreement with the proposal to remove the pedestrian-activated traffic signals on McClellan Way and to install multi-way stop signs on McClellan Way at Allenvale Drive. She also requested Council to install a multi-way stop sign at Tradewind Terrace. Noting that there will be over 400 children, below the age of seven, using these roads to attend the schools, she requested Council to provide for crossing guards and to reduce the speed on McClellan Way and on Tamarac Trail to 40 km/hr. She provided a map to Council highlighting the other areas within the Town that have speed reductions to 40 km/hr. Noting that traffic on McClellan Way has been an area of concern since 1992, she requested Council to take action upon her suggestions. #3. Reiner and Ms. B. Fraleigh. Residents re: Safety Issues Concerning McClellan Way and Tamarac Trail and Report PW95-015-069 -Traffic Concerns -McClellan Way and Tamarac Trail Page 3 #4. Moved by Councillor Healy Seconded by Councillor Griffith THAT Council approve the installation of multi-way stop signs on McClellan Way at Allenvale Drive and at Tradewind Terrace; THAT the existing pedestrian-activated traffic signals on McClellan Way be removed concurrently with the installation of the aforementioned multi-way stop signs on McClellan Way; THAT the speed limit on McClellan Way be reduced to 40 km/hr.; and THAT Staff carry out crossing guards studies in the spring of 1995 in order to determine whether crossing guards should be implemented at this location in September, 1995. CARRIED Moved by Mayor Jones Seconded by Councillor Ochalski THAT Council amend Procedural Bill 3609-95.C to provide that the appointment and term of Chair for the Business Development Committee shall accord with the appointment and term of Chair for the Leisure Services Advisory Committee. CARRIED Moved by Councillor Healy Seconded by Councillor Ochalski THAT Council require the Clerk to keep a record of attendance of all Council members at all Council, . CARRIED Moved by Mayor Jones Seconded by Councillor Morris THAT Procedural Bill 3609-,95.C be amended to provide in Part Ill that all Local Boards and Committees of Council shall be deemed to adopt the Council Procedural Byelaw, except to the extent that Provincial legislation or a Council by-law relating to such Local Board or Committee provides otherwise. CARRIED Moved by Councillor Griffith Seconded by Councillor Ochalski THAT Procedural Bill 3609-95.C be amended to provide a "basic practice" that the Chair of its Local Boards and Committees {except for the standing committees of Council's Procedural By-law, being the COW, PAC, LSAC and BDC) be selected by Committee members, recognizing that for certain entities other arrangements may override based upon Provincial legislation or a Council by-law relating to that Local Board or Committee. Moved by Councillor Griffith Seconded by Councillor Wallace THAT Council deny the request of the Ontario Head Injury Association to conduct a media bingo from April 15, 1995 to October 7, 1995 in the Town of Aurora. CARRIED Aurora Committee of the Whole Minutes No. 02-95 Monday, March 6, 1995 Page 6 QUESTIONS BY MEMBERS Councillor Healy Councillor Weller Councillor Wallace ADJOURNMENT Requested Staff to review purchasing policies in relation to accounts payable in respect of cheques no. 6625, 6651 and 6757. Noted that the Cat-Tail development contains a pedestrian-activated traffic signal located between the two proposed schools and requested Staff to ensure that this is not installed if it will generate the same concerns as were raised by the delegates in respect of McClellan Way. Indicated that he had received a call from a resident in the vicinity of Royal Road praising the work performed by a contractor undertaking road reconstruction in that area. Requested a comprehensive breakdown of the operating costs for each of the Town's facilities. Questioned the reasoning and the enforceability of installing a no-right turn sign on Ransom Street at the exit from the Country Style Donut premises. #18.
