MINUTES - Committee of the Whole - 19960205II TOWN OF AURORA COMMITTEE OF THE WHOLE MEETING Holland Room East Aurora Town Hall Monday, February 5, 1996 7:45p.m. REP 0 R T N 0. 0 1 -9 6 II ATTENDANCE i COUNCIL MEMBERS STAFF MEMBERS· Mayor Jones in the Chair; Councillors Griffith, Healy, McKenzie, Morris and Ochalski Councillor Sorley was absent due to business commitment. Councillor Weller was absent on vacation and Councillor Wallace was absent on Town business. Chief Administrative Officer, Municipal Clerk, Deputy Clerk/Solicitor, Director of Planning, Director of Building Administration, Director of Public Works, Fire Chief and Treasurer. DECLARATIONS OF INTEREST Councillor Healy declared a potential interest in aspects of the discussion that might arise from the Memorandum of the Chief Administrative Officer re: GT A Reform with respect to education taxes by virtue of employment with the York Region Board of Education and undertook not to take part in or vote on any questions in this regard or attempt in any way to influence the voting on such questions should this issue arise. APPROVAL OF AGENDA #1. Moved by Councillor Healy Seconded by Councillor Griffith THAT the content of the Agenda as circulated by the Clerk's Department be approved as outlined herein. CARRIED CORRESPONDENCE AND PETITIONS Memorandum from Marc Neeb, Chief Administrative Officer re: GTA Reform The Chief Administrative Officer provided an overview of a draft letter to be forwarded under the Mayor's signature to the Minister of Municipal Affairs and Housing. The letter responds to recent developments generated by the GTA Task Force Report by building upon Aurora's original "Form Must Follow Function" document. Highlights of the letter include Council's endorsement of the concept of a City Region; however, Aurora does not support the pooling of commercial and industrial education taxes and would keep the Region as a direct service provider. It is important that Aurora should Aurora Committee of the Whole Report No. 01-96 Monday, February 5, 1996 Page2 have at least one representative on the Greater Toronto Council and that the issue of redefined boundaries should be deferred for the time being~ The Chief Administrative Officer. concluded by requesting the Committee's review and endorsement of the letter and authorization to send it forthwith to the Minister and to place it on the Agenda for the February 16, 1996 meeting of the GT A Mayors. #2. #3. Moved by Councillor McKenzie Seconded by Counc/llor Healy THAT the Minister of Municipal Affairs and Housing be invited to come to Aurora to personally receive Aurora's response. CARRIED Moved by Councillor Ochalski Seconded by Councillor Morris THATJ the proposed letter to the Minister of Municipal Affairs and Housing, incorporating the textual. revisions proposed by Council members be endorsed; and THAT the letter be forwarded as soon as possible to the Minister of Municipal Affairs and Housing along with the invitation for him to come to Aurora to meet with Council and citizens of the community to discuss the responses therein. Moved by Councillor McKenzie Seconded by Councillor Griffith THAT the February 1996 Calendar be received as information, subject to adjustments that may be necessary to accommodate schedule constraints as March break approaches. CARRIED ADJOURNMENT #5. Moved by Councillor Griffith THAT the meeting be adjourned at 8:21 p.m. to discuss In Camera matters relating to litigation and personnel/labour relations.
