APPROVAL OF AGENDA
#1. Moved by Mayor West Seconded by Councillor Pedersen
THAT the content of the Agenda as circulated by the Clerk's
Department be approved as outlined herein, with the addition of
correspondence from Mr. & Mrs. Gonsalves and from Coventry Manor
for consideration along with Report LS92-004-077 and with the
addition of Report LS92-022-080 to the New Business Section of the
Age.nda.

DELEGATIONS
Mr. Klaus Wehrenberg, resident re: Construction of a
Pedestrian Underpass -Batson Drive to Industrial
Parkway North
Mr. Wehrenberg spoke on behalf of the Aurora Friends of Nature to ask
Council to consider the construction of an underpass or an overpass from
Batson Drive to Industrial Parkway North and to establish a Greenways Plan
for the Town of Aurora. Mr. Wehrenberg noted that the Report prepared by
the Director of Leisure Services offered no statistics to support the
propositi on that vandalism and de vi ant behaviour are commonplace on such
under or overpasses. Thus, costs and users hip are the real issues. He
noted that the Town has spent no money on a Greenway System. He also noted
that 90% of the residents surveyed in the northeast quadrant would use such
an under or overpass. Mr. Wehrenberg showed a series of slides which
illustrated successful trail locations in the Town and other locations
wherein opportunities were missed to link trails and greenspace areas.

Mr. William. Hall, resident re: Construction of a
Pedestrian Underpass -Batson Drive to Industrial
Parkway North
Mr. Hall indicated that he represented the residents on Batson Drive who
were opposed to the proposed under or overpass for reasons of vandal ism,
noise, litter and safety. He noted that when residents originally purchased
in this subdivision they thought that these two lots would be used for the
construction of compatible residences. They opposed plans to construct a
level crossing and were told that a final decision would be made, based upon
the need for an under or overpass, three years after the leisure Complex was
opened, Mr. Hall indicated that there is no such need. He presented an
evaluation of Mr. Wehrenberg's survey of adjacent residents, prepared by ISl
International Surveys limited, which indicated that the survey was of little
va 1 ue, because it did not present those surveyed with the opportunity to
express alternate viewpoints and because the person conducting the survey
was interested in obtaining a certain result. Accordingly, Mr. Hall asked
Council to confirm its decision not to proceed with the proposed under or
overpass and to proceed instead with the sale of the lots, so that homes
compatible with the neighbourhood could be constructed.

Mr. Ken Molyneux, York Condominium #692 re: Garbage
Pick-up at the "High-Rise" Condominiums in Aurora
Mr. Molyneux spoke on behalf of residents of Highland Green, Devonshire
Place and the Citadel, being 334 adult taxpayers, to take issue with the
recommendations in Report PW92-014-078 that residential apartments using
garbage dumpsters do so at their own cost and that present methods of tax
collection for refuse and recycling be maintained. Mr. Molyneux indicated
that condominiums are not apartments and that condominiums pay taxes per
residential unit, which are comparable to the taxes paid per single detached
dwellings. He noted Section 60(3) of the Assessment Act, requires that
condominiums be assessed in the same manner as single family residences in
the vicinity. For these reasons, he asked why condominium units should be
treated differently from single family residences and forced to pay extra
for garbage pick-up. He concluded by noting that Newmarket includes
condominiums in its garbage service and asked Council not to proceed with
the recommendations in the Report.

the terms and conditions that the homes to be constructed shall be
compatible with the adjacent neighbourhood.
