MINUTES - Committee of the Whole - 19920406\ MINUTES TOWN OF AURORA COMMITTEE OF THE WHOLE MEETING NO. 15-92 Holland Room East Aurora Town Hall Monday, April 6, 1992 7:30 p.m. COUNCIL MEMBERS IN ATTENDANCE Councillor McKenzie in the Chair; Mayor West, Councillors Constable, Griffith, Healy, Jones, Pedersen and Timpson (7:35p.m.). STAFF MEMBERS IN ATTENDANCE Councillor Weller was absent. Chief Administrative Officer, Municipal Clerk, Deputy Clerk, Director of Public Works, Director of Leisure Services, Director of Planning and By-law Enforcement Officer. Councillor McKenzie welcomed the 1st Aurora Girl Guide Company as observers to the meeting. DECLARATION OF CONFLICT OF INTEREST Councillor McKenzie declared a possible Conflict of Interest in Report PL92-031-130, due to ownership of property in the vicinity and did not take part in or vote on any questions in this regard, or attempt in any way to influence the voting on such questions. APPROVAL OF AGENDA #1. Moved by Mayor West Seconded by Councillor Constable THAT the content of the Agenda as circulated bY the Clerk's Department be approved as outlined herein. CARRIED DELEGATIONS Ms. Yvonne Hamlin, Goodman and Carr re: Granada Investments Limited, Development Applications Aurora Highlands Golf Course This delegation was withdrawn by the delegate prior to the meeting. Ms. Christine Mason, Ontario Society for the Prevention of Cruelty to Animals re: Lease of Box Traps for Wildlife Ms. Mason informed Council that the SPCA had discontinued its practice of routinely loaning out animal box traps between February 28th and June 31st of each year. This practice was discontinued because it can spread disease from one location to another and because a significant number of the animals trapped in the spring months are mothers, leaving their young unprotected. Instead, Ms. Mason advocated educating people to live in harmony with anima 1 s and teaching them to undertake measures to prevent anima 1 s from nesting in unwelcome areas. Noting other municipalities who agreed with this policy, Ms. Mason asked the Town of Aurora to discontinue the practice of its animal control contractors routinely loaning out box traps, particularly in the spring and summer months. #2. Moved by Mayor West Seconded by Councillor Constable THAT the correspondence be received as information. CARRIED STAFF REPORTS CL92-016-123 -Consolidated Parkinq By-Law 3377-92 #4. Moved by Councillor Griffith Seconded by Mayor West THAT the Report be referred back to Staff for further consideration. CARRIED LS92-011-124-Anne Bartley Smith Property Lots 72 and 73, Concession 1, Town of Aurora Custodianship Agreement with Ontario Heritage Foundation #5. #6. Moved by Councillor Pedersen Seconded by Mayor West THAT Council approve, in principle, entering into a custodianship agreement with the Ontario Heritage Foundation on the Anne Bartley Smith Property; and THAT once all matters pertaining to the custodial agreement are agreed upon to the satisfaction of both parties, that this agreement be placed before Council for final approval. CARRIED Moved by Councillor Timpson Seconded by Mayor West THAT the Director of Leisure Services be authorized, while in the process of negotiating a custodial aqreement with the Ontario Heritage Foundation, to require that a maintenance fund in perpetuity be established by the Foundation from the proceeds of disposition of the house and a portion of the property, in order to pay the costs of the municipality arising from the custodial agreement. Moved by Mayor West Seconded by Counci 11 or Timpson THAT the Director of Lei sure Services prepare a Report to indicate whether the costs of keeping the Community Centre open for the various events that might be booked there exceed the expenses of operating the Community Centre for such events and that alternatives, such as the use of part-time help, be further explored. Moved by Mayor West Seconded by Councillor Griffith THAT Council approve proceeding with plans for the construction of a trail system from Edward Street to Gurnett Street which is through Jack Woods Park, Cousins Park and Rotary Park, as outlined in a report from the Director of Leisure Services. CARRIED Aurora Committee of the Whole Minutes No. 15-92 Monday, April 6, 1992 - 3 - PW92-024-127 -OMMRI/OSDA Subsidy Proposal for Recycling Program #9. Moved by Councillor Timpson Seconded by Councillor Griffith THAT the Town endorse the concept of an operating cost subsidy (or top up grant) for all soft drink container materials collected by Town Blue Box Program as proposed by the Ontario Multi-Material Recycling Inc. (OMMRI) and the Ontario Soft Drink Association (OSDA); THAT a copy of this Report be forwarded to the Minister of the Environment, OMMRI and OSDA; and THAT the Town encourage the Minister of the Environment and OMMRI to adopt a similar approach requiring other industrial/commercial waste generators in addition to the soft drink industry, to subsidize costs incurred for other materials recovered by municipal Blue Box programs. Moved by Mayor West Seconded by Councillor Griffith THAT Council defer cons i deration of requests to permit the sa 1 e of Nevada tickets from premises other than those owned or leased by the applicants ("third party locations") until such time as current uncertainties in lottery legislation have been resolved. CARRIED Memo from Director of Planning re: Terms of Reference Golf Course Design Analysis-Granada Investment Ltd.; and PL92-030-129 -Terms of Reference, Golf Course Design Analysis, Granada Investments Limited Part of Lots 77 and 78, Concession 1 W.Y.S. D14-19-91 and D09-12-91 #11. Moved by Mayor West Seconded by Councillor Jones THAT further consideration of the issue be deferred until the Planning Advisory Committee Meeting schedu 1 ed for Apri 1 21, 1992 on the understanding that the Golf Course Design Analysis is to be on the basis of the Terms of Reference as recommended by Staff. CARRIED Councillor McKenzie surrendered the Chair to Mayor West at this point in the Meeting. PL92-031-130 -Steering Committee -Wellington Street Corridor Study #12. Moved by Councillor Jones Seconded by Councillor Griffith THAT the advertisements for a Steering Committee to guide the preparation of the Wellington Street Corridor Study be placed as soon as confirmation from the various applications that they will pay for the study has been received. Moved by Mayor West Seconded by Councillor Constable THAT the Clerk request the York Region Roman Catholic Separate School Board to implement on-site traffic measures at Our Lady of Grace School on Aurora Heights Drive to facilitate the private vehicles discharging and picking-up student passengers; THAT suitable revisions to the school on-site traffic be instituted by the Board prior to September 1992; and THAT existing parking regulations adjacent to Our Lady of Grace School on Aurora Heights Drive be revised such that no stopping be permitted between 8:30 a.m. and 4:30 p.m., Monday through Friday on the south side, and to be effective September 1992. Moved by Mayor West Seconded by Councillor Timpson THAT the Town's animal control contractor, Kennel Inn, be requested to comment on the subject matter of the delegation, including information on the numbers of box traps loaned out and how animals are relocated; and THAT Staff solicit the comments of the Ministry of Natural Resources on the subject matter of the delegation.
