DECLARATION OF CONFLICT OF INTEREST
There were no disclosures of Interest under the Municipal Conflict of
Interest Act, 1983.
APPROVAL OF AGENDA
#1. Moved by Mayor West Seconded by Councillor McKenzie
THAT the content of the Agenda as circulated by the Clerk's
Department be approved as outlined herein.

DELEGATION
Community Services Council re: Presentation of "Child Care Education
Module"
Three persons from the Community Services Counci 1 appeared to update the
Committee on the status of child care in the Town of Aurora and in the
Region generally, and to ask for Council's assistance in improving such
services. Ms. Gayle Whitehead noted that the ideal format for child care
may be described as the Neighbour Hub Model. She noted that this model
contains eight elements and that several of these elements are insufficient
in the Town of Aurora, including sources of Emergency and Sick Child Care,
Parent Child Drop-in Centres and Workplace Child Care. Ms. Whitehead a 1 so
handed out child care statistics for York Region, noting that the dramatic
increase of women in the work force with young children had created a
shortage of services.
Ms. Pat Henry, from York Professional Daycare in Aurora, indicated that her
experience in the Town has led to the conclusion that there is a pressing
demand for increased 1 i censed group and private daycare centres for both
infants and toddlers. In addition, the waiting list for Fee Assistance for
parents is increasing.
Ms. Lisa Macey discussed the Municipal role in child care, and asked the
Committee to endorse the recommendations, which would:
1. Urge Regional Council to expand funding for fee assisted child care
services,
2. Require that adequate child care be provided as a condition of the
Official Plan,
3. Permit Private Home Daycare in all dwelling units; and
4. Provide grants for Parents/Child Resource Centres.

In response to questions, the delegees agreed that Regional Council may be
the correct source to approach for additiona 1 funding, but the de 1 egees
thanked the Committee for clarifying that Private Home Daycare is permitted
in residences in the Town of Aurora.

STAFF REPORTS
CL91-035-311 -Parking By-law Amendment -Hourly Parking Prohibition
#3. Moved by Councillor Timpson Seconded by Councillor McKenzie
REFERRAL:

THAT the provisions of the Parking By-law be amended to incorporate
a five hour maximum parking provision on all streets, in addition
to the seasonal prohibition in place between November 15th and
Apri 1 15th annually.
Upon the question of the adoption of the resolution, it was:
Moved by Mayor West Seconded by Councillor Mcintyre
THAT the matter be referred to Staff for a further report on the
quantity and nature of complaints with respect to extended parking
on Town roads, and for alternate solutions to the issue.

Works to ensure that dead sod on
Town boulevards is replaced.

to place the report pertaining to
the costs of the meter reading
service on the next Council or
Committee meeting.

numbers of full-time men that
would be hired for the new Town
Hall.
-Asked the Director of Building
Administration what steps might be
taken with regard to the current
condition of the McDonnell
Investments Lands on Wellington
Street, East.
Asked the Director of Public
Works when the recycling program
for aluminum cans might commence
in Town apartment buildings and
schools.
-Asked Mayor West to enquire at the
Region as to whether the advanced
green signal light on Wellington
Street at Yonge Street might be
complemented by a delayed green
signal light, in order to clear
the traffic moving in the opposite
direction.

ADJOURNMENT

-Informed Council that the Region
is asking for public input on the
upcoming widening of Wellington
Street West.
-Noted that he might have a
possible Conflict of Interest in
the upcoming widening of
Wellington Street West by virtue
of ownership of lands affected and
did not take part in any vote
related to this matter.
THAT the meeting be adjourned at 8:10 p.m.
