COMMITTEE OF THE WHOLE MEETING

COUNCIL MEMBERS IN ATTENDANCE Councillor Pedersen in the Chair;
Mayor West, Councillors Jones,
Ochalski, Stewart, Timpson and
Weller.
Councillors Mcintyre and McKenzie
were both absent.

DECLARATION OF CONFLICT OF INTEREST
There were no disclosures of interest under the Municipal Conflict of
Interest Act, 1983.
APPROVAL OF AGENDA
#1. Moved by Councillor Ochalski Seconded by Councillor Weller
THAT the content of the Agenda as circulated by the Clerk's
Department be approved as outlined herein.
CARRIED
Upon Councillor Timpson arriving, Councillor Pedersen surrendered the Chair.
STAFF REPORTS
CL91-007-035 -Implementation Program, 9-1-1 Emergency Response Municipal
Numbering System
#2. Moved by Mayor West Seconded by Councillor Jones
THAT the Committee approve the delineation of the area of the
Municipality as shown on Appendix "A" for the purpose of receiving
green reflective number plates; and
THAT the physical installation of the number plates be undertaken
by the Public Works Department in the spring of 1991; and
THAT the Deputy Fire Chief work with the Clerk's and Public Works
Departments to coordinate the installation program in accordance
with the Regionally prescribed criteria; and
THAT the total cost of the rural numbering program estimated at
$10,000.00 be included in the 1991 Clerk's Department budget with
no fee to be charged to the rural property owner for either
provision of the number plate or its installation in accordance
with our specifications.
THAT the By-law necessary to prescribe the numbers as communicated
to the affected residents be considered by Council; and
THAT the Regional Municipality of York be requested to clarify
through a renaming process, if necessary, that the portions of York
Region Road 15 within the boundaries of Aurora be named Wellington
Street.

LS91-007-037 -Leisure Services Department Internal Reorganization
#3. Moved by Councillor Jones Seconded by Councillor Pedersen
THAT the internal reorganization of the Leisure Services
Department, as outlined in the report from the Director of Leisure
Services, be adopted.

LS91-010-038 -Church Street School Proposals -Architectural, Structural,
Mechanical, Electrical and Landscaping Assessments
#4. Moved by Councillor Jones Seconded by Councillor Weller
THAT the recommendation for an assessment of the Church Street
school building at a cost of $30,000.00 be referred to capital
budget discussions.

UNFINISHED BUSINESS
PER91-012-423 -Sick Leave Policy Review (Pending from Council Meeting,
December 20/90 1
#5. Moved by Councillor Jones Seconded by Councillor Pedersen
THAT Council authorize the accumulation of sick leave credits to
its non-bargaining unit full-time permanent employees in the amount
of 1.25 days per month to a maximum of 85 days; and
THAT any unused sick time, to the credit of existing employees, be
carried over from 1990 into 1991; it being pointed out that no
payout factor upon termination, would apply; and
THAT the revised Administration Procedure #14, be adopted.

PW91-001-039 -Larmont Street -Parking By-law Amendment (Pending from
Council Meeting, December 20/90)
#6. Moved by Councillor Pedersen Seconded by Councillor Ochalski
THAT the parking by-law be amended to prohibit parking on the west
side of Larmont Street from Wellington Street to a point 67 meters
south.

PW91-010-040 -Speed Zones Adjacent to Elementary Schools (Pending from
Council Meeting, January 16/91'
#7. Moved by Mayor West Seconded by Councillor Pedersen
THAT the report be received as information.
AMENDMENT: Upon the question of the adoption of the recommendation, it was:

THAT staff prepare a report as to the costs of installing
illuminated signs indicating that the speed on roads adjacent to
school properties is reduced to 40 km/hr.
CARRIED

Memo, G. Whicher re: Council Procedures on Motions Arising from Delegations
(Pending from Council Meeting, January 30/91)
Council noted that the Procedura J By-1 aw provides Counci 1 with fl exi bil i ty
to deal with motions arising from delegations immediately after the
delegation or to refer the motion to a later time or date, as appropriate in
the circumstances.
QUESTIONS BY MEMBERS
Councillor Ochalski asked the Director of Public Works to report as to
whether telephone books used in the municipality may be recycled.
