There were no disclosures of Interest under the Municipal Conflict of Interest Act, 1983. APPROVAL OF AGENDA #1. Moved by Councillor Weller Seconded by Councillor Ochalski THAT the content of the Agenda be approved, with the addition of Report No. ADM90-013-388 and the question of removing the access barriers to St. Andrews on the Hill (Storrington Gate) to the New Business section of the Agenda. CARRIED PRESENTATION Mr. Kenneth E. Fagan, Assessment Region No. 14 re: Tax Impact Study Mr. Fagan, the Regional Assessment Commissioner for the York Assessment Office, appeared in response to the Town's resolution of December 7, 1988, along with his associates, Mr. Edgar and Mr. Kreppner, to present a report on the impact of updating the Town's 1980 market value tax assessment base to 1988 market values pursuant to section 63(3) of the Assessment Act. This section enables a municipality, which is concerned that parcels of real property within classes of real property are paying an inequitable proportion of tax, to redistribute the tax burden in an equitable manner, without altering the relative percentage of the total tax paid by each class. The report profiles the impact of reassessment within five classes of property. In the first class (Residential, 1-6 units) there are 8,299 properties. Of these, 50.3% will experience a tax decrease and 49.7% will experience a tax increase. Of these, 88.2% will experience a decrease or increase of 20% or less. Mr. Fagan indicated that where such large numbers experience a relatively small impact, the reassessment may be less objectionable to those subject to the tax. However, the remaining parcels will experience more significant tax changes. Such significant shifts in assessment are due to factors such as the eight year gap between the 1980 and 1988 reassessment, land rezonings and market developments, which cause certain areas to alter in value faster than others. The second class (Residential, 7 units and over) contains 765 units. Of these, 47% will experience a tax decrease and 53% a tax increase. Of these, a total of 90.5% will experience a decrease or increase of 20% or less. The third class (Commercial) contains 178 properties. Of these, 28.7% will experience a tax decrease while 71.3% will experience a tax increase. Of these, only 32.7% will experience a decrease or increase of 20% or 1 ess. The remaining 67.3% will experience more significant tax changes. Mr. Fagan Aurora Committee of the Whole Minutes No. 56-90 Monday, December 10, 1990 - 2 - noted that this class clearly requires reassessment to promote equity; however, the numbers of properties subject to tax increases may 1 ead to a number of appeals, which will be handled by the Assessment Office. The fourth class (Industrial) contains 223 properties. Of these, 27.4% will experience a tax decrease, while 72.6% will experience an increase. Of these, 58.3% will experience a decrease or increase of 20% or less. The fifth class (Farm) contains 32 properties. Of these, 63.5% will experience a tax decrease and 37.5% will experience an increase. Of these, .. 40.7% wi 11 experience a decrease or increase of 20% or 1 ess. Should the Town determine to implement the reassessment, the Ministry has a schedule of events, commencing January, 1991, which includes informative Open Houses, run by the Assessment Office. #2. CARRIED NEW BUSINESS ADM90-013-388 -Development of New Cemetery Lands #3. Moved by Councillor Jones Seconded by Councillor Pedersen THAT Council approve fencing of the west, south and east perimeters of the new cemetery lands with a fencing type that matches that of the existing cemetery; THAT Staff award the contract to the lowest bid that has been received by Staff, and have the contractor commence work immediately; THAT Staff formally request an easement for access purposes to the new cemetery lands from the Aurora Cemetery Company. CARRIED Access Barriers to St. Andrews on the Hill (Storrington Gate) #4. Moved by Councillor Timpson Seconded by Councillor Ochalski THAT Staff be authorized to remove the access barriers and implement snow plowing operations on Storrington Gate from Tribbling Crescent to Hodgkinson Crescent.
