There were no disclosures of Interest under the Municipal Conflict of
Interest Act, 1983.
APPROVAL OF AGENDA
#1. Moved by Councillor Pedersen Seconded by Councillor Mcintyre
THAT the correspondence from the Mayor concerning a meeting to
discuss the proposed Ward System be added to the Agenda.

#2. Moved by Councillor Ochalski Seconded by Councillor Pedersen
THAT the content of the Agenda be approved as amended.

#3. Moved by Mayor West Seconded by Councillor Pedersen
THAT the correspondence be received as information.

CL90-029-333 -Parking -Larmont Street
#4. Moved by Councillor McKenzie Seconded by Councillor Pedersen
THAT the recommendation to amend the By-law to provide for one-hour
parking between 8 o'clock a.m. and 6 o'clock p.m. on Monday to
Saturday be adopted for the portion of Larmont Street between
Wellington and Mosley Streets; and,

THAT the appropriate By-law to implement the change be prepared
with third reading held until the owners of properties abutting the
affected area are advised and their comments solicited.

Councillor Timpson entered the Committee Room and advised of a potential
Conflict of Interest in the correspondence already considered regarding the
widening of Wellington Street West due to residing adjacent to the area
affected by the proposed works.

#5. Moved by Councillor Pedersen Seconded by Councillor Timpson
THAT the grant policy and procedures format, adopted by Council in
June, 1989, remain as approved.

LS90-042-335 -Town of Aurora Bands hell --Request for Report on Vi abi 1 ity
of Saving the Structure
#6. Moved by Mayor West Seconded by Councillor Pedersen
THAT the Report be referred back to the Director of Leisure
Services with the structural adequacy of the Bandshell to be
determined by a qualified engineer.
In the interim, permission be granted to install fencing to
prohibit access to the structure if deemed necessary by Staff.

PER90-009-336 -Workplace Smoking Policy Review
#7. Moved by Mayor West Seconded by Councillor Ochalski
THAT the policies respecting smoking in the workplace, adopted by
Council January 10, 1990, be confirmed;
THAT financial assistance be extended to full-time permanent
employees who wish to enroll in an individual smoking cessation
program, of 50% of the cost to a maximum of $100.00 and after
successfully comp 1 eti ng the program for a period of three months,
subject to 1991 budget considerations;
THAT Admi ni strati on Procedure No. 43, appended to this report, be
added to the Admi ni strati on Procedures Manu a 1 of the Town, as a
means of codifying and referencing the Municipality's pol icy with
respect to smoking in its workplaces;
With respect to the new Civic Administration Complex:
THAT a well-ventilated room be set aside for the sole purpose of
providing an environment for those persons who have a desire to
smoke;
THAT, upon the move to the new Civic Complex, all private offices
in all buildings become smoke-free environments;
THAT, the practi ca 1 ity of providing enhanced ventilation in Town
workplace buildings (other than the new Civic Complex) be
investigated and pursued where feasible in 1991, with a view to
providing one workspace in each facility that would be designated
as its "smoking" area.

PW90-100-337 -Removal of Construction Barriers
#8. Moved by Councillor Timpson Seconded by Councillor McKenzie
THAT in order to accommodate snow removal equipment and service
vehicles, such as garbage removal, the following construction
barriers will be removed:
a) Sisman Avenue at interface of Tannery Creek and Aurora Manor
Subdivision.
b) Lensmith Drive at interface of Aurora Manor and Twice Elegant.
c) Spence Drive and McClellan Drive at interface of Aurora
Country Estates and Darkwood Subdivisions.
d) Willow Farm Lane at interface of St. Andrew's on the Hill and
Chatterly Subdivision.
THAT Public Works notify the appropriate developers to have their
barricades removed by November 15, 1990.
THAT under the direction of the Works Department, the developers
will post "No Heavy Truck" signs at the three entrances off of
Henderson including Tamarac Trail east and west and McClellan and
at all interface locations as per a), b), and d) above.

PW90-104-338 -Three Year Road Construction Program 1991-1993
#9. Moved by Mayor West Seconded by Councillor McKenzie
THAT the attached Three Year Road Construction Program, 1991 to
1993, be accepted for information.
THAT the proposed 1991 Road Construction Program be approved in
principle to permit the design phase for the 1991 program.

LS90-035-339 -Centra 1 Ontario OHA Junior B League Aurora Eagles,
(Pending from October 10, 1990 Council Meeting) and;
LS90-038-340 -Aurora Eagles Junior B Hockey Team --Use of Community
Centre Auditorium at Home Games
#10. Moved by Mayor West Seconded by Councillor Mcintyre
THAT Council approve the use of the Community Centre Auditorium
during Junior B league games, for the comfort of the general
public, at no rental charge to the Aurora Eagles and further that
there be no admission fee charged by the Eagles for pub 1 ic use of
the auditorium.

TR90-014-341 -Establishment of Metered Water Consumption -Water and
Sewer Rates to be Imposed, Pending from October 24, 1990 Council Meeting
#11. Moved by Mayor West Seconded by Councillor Pedersen
THAT the inclusion of a sewer surcharge on metered water billings
be deferred until January 1, 1992.

THAT the issue of the imposition of a minimum billing/service
charge be referred back to Staff for further information and
examination of the policies of other utilities related to this
matter.

#13. Moved by Mayor West Seconded by Councillor Pedersen
THAT a Committee comprised of Mayor West, Councillor Pedersen and
Councillor Weller be formed to discuss the Ward System with the
proponents.
