MINUTES - Committee of the Whole - 19900402MINUTES TOWN OF AURORA COMMITTEE OF THE WHOLE MEETING NO. 17-90 Victoria Hall Monday, April 2, 1990 7:30 p.m. COUNCIL MEMBERS IN ATTENDANCE Councillor McKenzie in the Chair, Mayor West, Councillors Jones, Mcintyre (7:36p.m.), Ochalski, Pedersen, Stewart, Timpson and Weller. STAFF MEMBERS IN ATTENDANCE Chief Administrative Officer, Clerk, Acting Deputy Clerk, Fire Chief, Director of leisure Services, Director of Planning and Director of Public Works. DECLARATION OF CONFLICT OF INTEREST There were no disclosures of Interest under the Municipal of Conflict of Interest Act, 1983. APPROVAL OF AGENDA #1. Moved by Mayor West Seconded by Councillor Jones THAT the content of the Agenda as circulated by the Clerk's Department be approved as outlined herein. CARRIED DELEGATIONS Mr. Lawrence Bourassa, A One Cabs re: Taxi Service in Aurora Mr. Lawrence Bourassa addressed Council with respect to forming a new Company to operate a taxi service in Aurora. Mr. Bourassa stated he had operated a travel agency in Aurora, owns a tour company called "Happy Day Tours" and started the Air-York Airport Service for York Region. This successful service is 1 i censed under the Department of Transportation of Ontario and Transport Canada. He has many requests for taxis and would like to run this service in conjunction with his airport service. Mr. Bourassa's partner, Symcha Brodt, owns a taxi service in Markham and a transport company in Gormley, operating over 50 school buses. Their combined experience would assist them in operating a business properly. Mr. Bourassa requested some 1 i cences now and more added in 6 months or so. He a 1 so stated they would provide new units and would be willing to work with the Town for supplying a vehicle for the handicapped. #2. Moved by Councillor Ochalski Seconded by Councillor Weller THAT the delegation by Mr. Bourassa be received and referred to the Unfinished Business section of the Agenda. D. Kim, Forest Management Supervisor, and Mr. Michael Rosen, District Forester of the Ministry of Natural Resources -Maple Division. Mr. Ron Kanter, M.P.P., the co-ordinator of the Greater Toronto Area Greenlands Strategy, was unable to attend and sent his regrets. Aurora Committee of the Whole Minutes No. 17-90 Monday, April 2, 1990 - 2 - Mr. Thomas Farrell, Greater Toronto Area Greenl ands Strate re: reenspace 1n reater Toronto rea Mr. Farrell, policy co-ordinator, explained that Mr. Kanter had been appointed by the Premier in October of 1989. The areas involved are Halton, Peel, Durham, Metro and York. The Committee is to look at open space issues, identify geographically, examine mechanisms to protect green areas, the acquisition of 1 ands, deve 1 opment contra 1 and to study the Planning Act. The Committee is to study alternate arrangements for the following: (1) Existing organization -Region Greenlands System. (2) Possibly create a new level of organization to implement strategy, a mechanism to secure greenlands. (3) Co-ordinate functions of diverse groups and other institutional arrangements. The Committee is particularly interested in the Oak Ridges Moraine, the river valley connecting Lake Ontario and Lake Simcoe -the connecting 1 ink to the systems. The definitions of Greenlands are significant areas, areas that are a natural entity, open space -people movement - a trails system; and rural 1 andscapes and urbanization. The Committee is to submit a report in June for Cabinet review. Mr. Farrell answered questions from Council. #3. Moved by Mayor West Seconded by Councillor Pedersen THAT the presentation by Mr. Farrell be received as information. CARRIED Mr. Michael Rosen, Ministry of Natural Resources -Maple Division re: Trees Act Mr. Michael Rosen, Management Forester for Maple District, spoke on behalf of the Ministry of Natura 1 Resources. The Trees Act is a mandate of the Ministry of Natural Resources. The Act is less clear in Southern Ontario than in Northern Ontario. They encourage better forest management and are concerned with sedimentation, siltation, wildlife habitat, aesthetics, ground water recharge and percentage of forest cover. Urbanization causes many pressures. The Ministry of Natural Resources is working along with the Association of Municipalities of Ontario to form a Trees Act Committee. A By-1 aw passed under the Trees Act should be used as more than a pen a 1 ty. The By-law should be used as a deterrent for indiscriminate cutting of trees and to educate the public. The Ministry of Natural Resources has a particular interest in the Oak Ridges Moraine in seeing that tree cover remains in this area. Mr. Rosen explained that a draft By-law should be submitted to the Ministry of Natural Resources for acceptable wording. Then the Region would pass the By-law on behalf of the Municipality. Mr. Stephen Clarke, the Town of Aurora Solicitor, enquired as to why it was necessary to have the By-law passed by the Region instead of the Municipality. Mr. Rosen explained that the Regional Solicitor had advised it was his opinion that Aurora is not a Municipality under the Trees Act. Councillor McKenzie thanked Mr. Rosen for his presentation. #4. Moved by Councillor Jones Seconded by Councillor Weller THAT the information be received and referred to the Unfinished Business section of the Agenda. CARRIED Aurora Committee of the Whole Minutes No. 17-90 Monday, April 2, 1990 - 3 - Councillor Weller -Smoking at the Workplace Counci 11 or We 11 er spoke briefly of the problems regarding smoking, second hand smoke -additional costs to provide smoking areas -and whether we should have a smoke-free building. #6. Moved by Councillor Weller Seconded by Mayor West THAT the smoke-free building issue be deferred and staff prepare a report regarding this issue. CARRIED Mr. Dushan Marucelj, Totten Sims Hubicki re: Update on Water Meter Ins1aTTations Mr. Dushan Marucelj of Totten Sims Hubicki Associates submitted a Progress Report on Water Meter Installations in Aurora. A total of 1,378 meters had been installed by March 26, 1990. The company had started with two i nsta 11 ers, now have six men working. The company plans to speed up the process with the improved weather conditions and hopes to complete the work before the deadline, which is September 22, 1990. Mr. Marucelj maintains the Public seem satisfied with their work. #7. Moved by Mayor West Seconded by Counci 11 or Jones THAT the Report on water meter installations be received as information. CARRIED UNFINISHED BUSINESS Delegation of Mr. Lawrence Bourassa, A One Cabs re: Taxi Service in Aurora #8. Moved by Councillor Timpson Seconded by Councillor Jones THAT the request for a taxi service in Aurora be referred to the By-law Department as to the following: number of licences available; does the applicant meet the Town's requirements; any other matters the By-law Department feel should be addressed. And that the Report be presented to Council at the April 25, 1990 Council Meeting. CARRIED Delegation of Mr. Michael Rosen, Ministry of Natural Resources -Maple Division re: Trees Act #9. Moved by Councillor Jones Seconded by Councillor Mcintyre THAT our existing draft By-law be reviewed by our Solicitor, the Ministry of Natura 1 Resources and returned to Counci 1 for consideration; THAT the Town of Aurora support Mr. Kanter, Ministry of Natura 1 Resources, and the Association of Municipalities of Ontario in their endeavours; and THAT Mr. Charles Beer, M.P.P., be notified of the action taken by Council of the Town of Aurora. CARRIED -·-;-(;;;,-- Aurora Committee of the Whole Minutes No. 17-90 Monday, April 2, 1990 QUESTIONS BY MEMBERS Councillor Weller ADJOURNMENT - 4 - Thanked the Director of Leisure Services for his efforts in removing ramps at the Complex that were not suitable. The Canadian National Railway station is in need of repairs, especially requiring a new roof. What is the status of the report of the Committee? Mayor West replied that the report had been forwarded to Canadian National Railway and we are still waiting for a reply from them. #10.
