STAFF MEMBERS IN ATTENDANCE Chief Administrative Officer, Director of Planning, Director of Leisure Services, Chief Building Official, Director of Public Works, Clerk, and Deputy Clerk. APPROVAL OF AGENDA #1 #2 Moved by Councillor Paivio Seconded by Councillor Jones THAT the content of the Agenda be approved as outlined herein. AMENDMENT -Upon the question of the adoption of the recommendation it was: Moved by Councillor Weller Seconded by Councillor Buck THAT the matter of crosswalk signage at the Wellington Street and Haida Drive intersection be discussed under New Business. CARRIED The recommendation CARRIED AS AMENDED. CORRESPONDENCE RECEIVED AS INFORMATION a) Wayne E. Keech, Aurora re: safety at intersection of Haida Drive and Wellington Street West b) Anthony Roman M.P. re: proposed Amendments to the Radio Act -Federa 1 Bi 11 C-3 c) York, Clerk's Department re: speed limit - DELEGATIONS Mr. Tim Boland -Face Lift Construction re: Rezoning Application for 64 Temperance Street, Aurora Mr. Tim Boland, appearing as agent for the principle of Face Lift Construction, Mr. Paul Shiner, presented photographs of the subject building indicating how eight parking spaces could be provided at 90°. The recommendations of the staff report under consideration were reviewed and the possible alternative of providing cash in lieu of parking for one (1) space was mentioned. #3 Moved by Councillor Jones Seconded by Councillor Pedersen THAT this matter be discussed with the Planner's Report No. PL87-010-34 concerning this subject. Aurora United Church re: Site Plan Agreement -Proposed Building Renovations Mr. David Hill and Mr. Jack Witherspoon both appeared on behalf of the United Church addressing the recommendations contained within the report of the Planner concerning the proposed addition to the Church building. A brief history of the present addition, summary of proposed uses and an overview of the new addition were provided. #4 Moved by Councillor Jones Seconded by Councillor Timpson THAT this matter be discussed with the Planner's Report No. PL87-013-35 concerning this subject. CARRIED STAFF REPORTS BUILDING DEPARTMENT Report No. BLDG87-002-33 -Sign By-law request for extension to 60 days from 30 days for a trailer sign at 1 Henderson Drive #5 Moved by Councillor Jones Seconded by Councillor Paivio THAT the Sign By-law provisions allowing a Trailer Sign to be displayed on a premise for a peri ad of 30 days, every six months, for "special events" be adhered to. CARRIED PLANNING DEPARTMENT Report No. PL87-010-34 -Application for Amendment for Zoning By-law 2213-78, Z-39-86 Mr. and Mrs. L. Shiner #6 Moved by Councillor McKenzie Seconded by Councillor Paivio 1. THAT Council approve the application on the basis that the 3 metre buffer be waived so that a total of 8 cars can be parked in front of the building; 2. THAT parking be fully paved, curbed and marked; 3. THAT the applicant enter into a site plan agreement with the Town which should be completed prior to 3rd reading of any amending by-law; 4. THAT the owner agree in the site plan agreement to be responsible for the installation of a safety mirror positioned and hooded to the Town's satisfaction; 5. THAT the owner convey a 5.0 metre road widening to the Town free of all encumbrance; and 6. THAT Council agree to lease back for a nominal fee the 5 metre widening strip until such time as the street is reconstructed when the Town will work with the owner to find a solution to the parking need. THAT the implementing zoning by-law contain a temporary use provision not to exceed a period of two (2) years as permitted by Section 38 of the Planning Act, 1983. CARRIED The recommendations CARRIED AS AMENDED. (COUNCIL AT ITS MEETING OF FEBRUARY 4, 1987 RECEIVED THE FOREGOING RECOMMENDATIONS AND FURTHER AMENDED NUMBER 7 UNDER "NEW BUSINESS ARISING FROM COMMITTEE OF THE WHOLE REPORT".) #8 Moved by Councillor Timpson Seconded by Councillor Jones THAT the hour be extended and the agenda completed. CARRIED Report No. PL87-013-35 -Request by United Church for exemption to Site Plan Agreement #9 Moved by Councillor Pedersen Seconded by Councillor McKenzie THAT the requirement for a site plan agreement be maintained on the understanding that the agreement will deal only with the addition and that it will be dealt with expeditiously. AMENDMENT -Upon the question of the adoption of the recommendation it was: #10 Moved by Councillor Timpson Seconded by Councillor Weller THAT the following be added to the recommendation: THAT the site plan agreement application fee in the amount of $500.00 be waived in this instance.
