THAT a letter be forwarded to Mr. and Mrs. Casselman clarifying
what has transpired since the authorization to prepare the rezoning
by-law for the proposed commercial site was rescinded by Council.

THAT staff be authorized to inform the Town Solicitor of the date
of the O.M.B. Hearing respecting the commercial site and that legal

DELEGATIONS
Brian Corbett, 8 Candac Valley Drive, Aurora re: proposed expansion of the
Aurora Cemetery
Mr. Corbett appeared before the Committee and expressed his opposition to
any changes to the dimensions of the lands to be conveyed to the Cemetery
Board as set out in the provisions of Official Plan Amendment 35 and the
recently enacted Zoning By-Law Amendment. Concern was further expressed
about the rate the existing plots were being purchased and that certain of
these plots may be acquired by citizens outside the Town of Aurora.

under Unfinished Business on the Agenda.

1. THAT the Planning Department be requested to develop such
objectives, policies and guidelines as are appropriate for the
renewa 1 of public thoroughfares in the historic core of the
Town, taking into account the issues raised in the attached
report, and reflecting the best urban design practice for the
enhancement of mature neighbourhoods;

Schedule "I" of the new Official Plan be amended to be
consistent with the objectives and policies for heritage as
reflected in other parts of the document;
5. THAT Schedule "I" be revised in light of the study by the
Planning Department to create guidelines for renewal of
thoroughfares in the historic core (recommendation 1); and
6. THAT the guidelines be developed by the Planning Department in
consultation with provincial government officials, including
those at the Ministry of Transportation and Communications and
the Ministry of Citizenship and Culture.

THAT the following pol icy be adopted for dealing with return of
matters which the consideration of is deferred or referred to
future Council agendas:
1. That with respect to items which consideration of is deferred
at any Council or Committee of the Whole meeting, there shall
be a report fi na 1 i zing the matter received from the
appropriate department head and included on a future Council
or Committee of the Whole meeting agenda as determined by the
Chief Administrative Officer within thirty (30} days of the
date of the deferral adopted by Council;
2. That with respect to items which consideration of is referred
to a department head for further information, alternative or
supplementary report, there shall be a subsequent report
prepared including recommendations to finalize the matter.
The subsequent report shall be included in a future Council or
Committee of the Whole agenda as determined by the Chief
Administrative Officer within thirty (30) days of the date of
the referral adopted by Council;
3. Where a report finalizing the matter cannot be prepared within
the thirty (30) day period as set in Recommendations 1 and 2,
the appropriate department head shall prepare an informational
report updating the status of the matter and same shall appear
on a Council or Committee of the Whole agenda as determined by
the Chief Administrative Officer within thirty (30} days of
the adoption of the referral or deferral as the case may be;
4. Where the matter deferred or referred is not one arising from
a particular departmental report, is one of general council
policy; and/or the reports as outlined in Recommendations 1, 2
and 3 are not forthcoming within the thirty (30) day time
period, the Clerk's Department shall automatically list the
matter under Unfinished Business in the next subsequent
regularly scheduled meeting after the expiration of the thirty
(30} day period for the information or further action by
Council; and

5. The above four recommendations would be superseded by any
recommendations expressly set out by resolution of Council in
dealing with the deferral or referral of particular items.
The item would be automatically listed on the Unfinished
Business section of the agenda for any meeting as may be
determined by Council.

Report No. CL87-004-47 Council Commitment To Participate Financially In the
Vehicular and Pedestrian Traffic Operations Study

THAT the Ministry of Transportation and Communications be advised
that the Town of Aurora is willing to participate in the sharing of
costs for the proposed Vehicular and Pedestrian Traffic Operations
Study with the Province of Ontario on a 50/50 basis with the total
cost to the Town not to exceed $15,000.00.

THAT the two licenced cab operators be approached to determine if
they are interested in acquiring a livery licence.

THAT Council approve the attendance of two Building Department
Inspectors, Joe Nemeth and Chad Foreshew, at two education seminars
from February 16-20 and March 2-6, 1987 at Stratford for Joe
Nemeth; and from March 9-13 and March 23-27, 1987 at Windsor for
Chad Forshew;
THAT Council approve the registration fee of $350.00 for each two
week course to be charged to Account No. 2100-49 and the seal of
the Corporation be attached hereto.

THAT the proposed budget for the Parks operation remain as
submitted by the Department.

THAT By-law 2867-86 be forwarded to the Ontario Municipal Board so
that a hearing may be held; and
THAT if Council wishes to alter its position respecting the road
pattern that the Region of York be requested to refer condition #1
of the draft approval to the Ontario Municipal Board so that both
matters can be heard together.

THAT the wording of the second paragraph of the recommendation be
altered to read:

THAT a copy of this report be forwarded to the landowners to assist
them in revising their application.

UNFINISHED BUSINESS
1. Main Street Canada Program
Mayor West verbally recapped the meeting held earlier in the evening
with Mr. Stephen Lauer, the Region a 1 Coordinator of the Main Street
Program. At the conclusion of the meeting it was determined that
Heritage Canada will, with the assistance of staff, conduct a survey
dealing with the program and prepare a report to Council. It is
intended that the report will be completed within a month.

2. Mr. Brian Corbett re: Aurora Cemetery Board
#21 Moved by Councillor Jones Seconded by Councillor Weller
THAT staff investigate the concerns of Mr. Corbett regarding the
utilization of available plots within the cemetery by persons other
than residents of Aurora and that a report on this matter be
submitted to Council.

NEW BUSINESS
Mayor John West memo to All Members of Council re: Transit Operation
#22 Moved by Mayor West Seconded by Councillor Weller
THAT staff be authorized to implement the recommendations set out
in the report as follows:
i) That the bus service for Saturday be reduced to a single bus
operating only between 9:00a.m. and 4:00p.m.;
ii) That detailed consideration be given to reducing the two bus
service to a single bus service after the end of the current
school year;
iii) That as an alternative to a two bus system, a dial a bus
service be investigated; and
iv) That authorization be given to implement a system of printed
bus passes for various age groups. The passes to be purchased
at the Municipal Office, Community Centre and Library.
