Being a By-law to amend By-law Number 6579-24, as amended, to adopt
Official Pfan Amendment No. 13 (File No. OPA-2025-03).
Whereas on January 30, 2024, the Council of The Corporation of the Town of Aurora
(the "Town") enacted By-law Number 6579-24, as amended, to adopt the Official Plan
dated January 2024 as the Official Plan for the Town of Aurora (the "Official Plan"),
which Official Plan was appealed to the Ontario Land Tribunal (the "Tribunal" or the
"OLT");
And whereas on April 9, 2026, the Tribunal made an order, in accordance with
subsection 1 7(30.1 ) of the Planning Act, R.S.O. 1990, c. P.13, as amended (the €'Planning
Act", that the Official Plan shall come into effect, as the result of a partial withdrawal of
one or more appeals;
And whereas the Council of the Town deems it necessary and expedient to further
amend the Official Plan;
Now therefore the Council of The Corporation of the Town of Aurora hereby enacts as
follows:
1. Official Plan Amendment No. 13 to the Official Plan, attached and forming part of
this by-law, be and is hereby adopted.
2. This by-law shall come into full force subject to compliance with the provisions
of the Planning Act and subject to compliance with such provisions, this by-law
will take effect from the date of final passage hereof.

Part I – The Preamble
1. Introduction
This part of the Official Plan Amendment No. 13 (the “Amendment”), entitled Part I –
The Preamble, explains the purpose and location of this Amendment, and provides an
overview of the reasons for it. It is for explanatory purposes only and does not form part
of the Amendment.
2. Purpose of the Amendment
The purpose of this Amendment is to redesignate the subject lands to permit the
relocation of a heritage home and the development of a 5 storey apartment building
with a total of 148 units.
3. Location
The lands affected by this Amendment are located on the east side of Yonge Street,
west of Old Yonge Street, south of St. John’s Sideroad, municipally known as 255 Old
Yonge Street, 16003 Yonge Street and 219 Old Yonge Street having a total lot area of
approximately 1.72 ha (4.27 acres), and are legally described as follows:
(collectively, the “Subject Lands”).
4. Basis of the Amendment
The basis of the Amendment is as follows:
4.1 The Amendment is privately initiated and is intended to facilitate the relocation of
an existing heritage home and the development of a 5 storey apartment building
with a total of 148 units.
4.2 Applications for Official Plan Amendment and Zoning By-law Amendment were
submitted to the Town of Aurora for consideration.
4.3 The Official Plan Amendment was submitted to enact site-specific policies to re-
designate the subject lands.
4.4 A Statutory Public Planning Meeting was held on November 18, 2025, to obtain
input from the public and Council.
4.5 The proposed development was presented to the Heritage Advisory Committee
on October 6, 2025, to obtain feedback on the relocation of the heritage home to
255 Old Yonge Street.
4.6 The full basis for this Amendment has been set out in the Planning Justification
Report and related supplementary reports submitted in support of this
Amendment and the related Zoning by-law Amendment.
4.7 The Amendment is considered to be compatible and appropriate with the

existing surrounding community and will result in a complementary built form.
4.8 The Amendment is consistent with Provincial and Municipal Policies and Plans.
4.9 The Town of Aurora is the approval authority for the Amendment.
Part II – The Amendment
1. Introduction
This part of the Amendment, entitled Part II – The Amendment, consisting of the
following text and attached map, designated as Schedule “A” constitutes Amendment
No. 11 to the Official Plan.
2. Details of the Amendment
The Official Plan be and is hereby amended, attached hereto and forming part of this
Amendment as follows:
Item (1): Schedule “B” – Land Use Plan, being part of the Town of Aurora Official
Plan, be and is hereby amended by changing the land use designation for
the Subject lands as follows and as shown on Schedule A of this by-law:
255 Old Yonge Street from “Stable Neighbourhoods” to
“Stable Neighbourhoods” and
“Environmental Protection”
16003 Yonge Street from “Community Commercial
Centre” to “Medium-High Urban
Residential” and “Environmental
Protection”
219 Old Yonge Street from “Stable Neighbourhoods” to
“Medium-High Urban Residential”
and “Environmental Protection”
Item (2): Schedule “E” – Cultural Heritage Resources, being part of the Town of
Aurora Official Plan, be and is hereby amended by removing the
“Designated Heritage Property Part IV-OHA” from 16003 Yonge Street and
designate 255 Old Yonge Street as “Designated Heritage Properties, Part
IV-OHA”.
Item (3): Schedule “H” – Site Specific Policy Area, being part of the Town of Aurora
Official Plan, be and is hereby amended by removing site specific policy
area #3 from 255 Old Yonge Street and remove site specific policy area #
11 from 16003 Yonge Street.
Item (4): Schedule “H” – Site Specific Policy Area, being part of the Town of Aurora
Official Plan, be and is hereby amended by adding site specific policy area
#75 to 16003 Yonge Street and 219 Old Yonge Street.
Item (5): Schedule “H” – Site Specific Policy Area, being part of the Town of Aurora
Official Plan, be and is hereby amended by adding site specific policy area
#75 to 16003 Yonge Street and 219 Old Yonge Street.
Item (6): Section 20 – Site Specific Policies of the Town of Aurora Official Plan, be

and is hereby amended by removing subsections 20.3 and 20.11 in their
entirely.
Item (7): Section 20 – Site Specific Policies of the Town of Aurora Official Plan, be
and is hereby amended by adding subsection 20.75, as follows:
“Permitted uses:
i. The lands municipally known as 16003 Yonge Street and 219 Old
Yonge Street may hereby be developed to permit a five (5) storey
residential apartment building, with a maximum density of 250
units per net residential hectare.
ii. Notwithstanding any other policies in this Plan to the contrary, the
maximum building height shall be 5 storeys.
iii. Notwithstanding any other policies in this Plan to the contrary, the
maximum permitted residential density shall be 250 units per net
residential hectare.”
3. Implementation
This Amendment has been considered in accordance with the provisions of the Official
Plan. The implementation and interpretation of this Amendment shall be in accordance
with the respective policies of the Official Plan.
