Call to Order The Chair called the meeting to order at 10 a.m. The Tribunal recessed the hearing to deliberate Appeal 5.1 at 10:29 a.m. and reconvened the hearing at 10:36 a.m. The Tribunal recessed the hearing to deliberate Appeal 5.2 at 10:55 a.m. and reconvened the hearing at 11:03 a.m. 1.1 Appointment of Chair Moved By Dan Winters Seconded By Balpreet Grewal Aurora Appeal Tribunal Hearing Minutes Thursday, April 23, 2026 2 1. That Balpreet Grewal be appointed as Chair of the Aurora Appeal Tribunal. Carried 2. Land Acknowledgement The Committee acknowledged that the meeting took place on Anishinaabe lands, the traditional and treaty territory of the Chippewas of Georgina Island, recognizing the many other Nations whose presence here continues to this day, the special relationship the Chippewas have with the lands and waters of this territory, and that Aurora has shared responsibility for the stewardship of these lands and waters. It was noted that Aurora is part of the treaty lands of the Mississaugas and Chippewas, recognized through Treaty #13 and the Williams Treaties of 1923. 3. Approval of the Agenda Moved By Dan Winters Seconded By Cameron Chong That the agenda as circulated by Legislative Services be approved. Carried 4. Declarations of Pecuniary Interest and General Nature Thereof There were no declarations of pecuniary interest under the Municipal Conflict of Interest Act, R.S.O. 1990, c. M.50. 5. Appeals for Consideration 5.1 119 Pointon Street - Dangerous Dog Order - Animal Services By-law No. 6197-19 Hailey MacGillivray, Animal Services Officer and the Town's Case Presenter, provided an overview of the events leading up to the incident between the Appellant and the Witness' dog, Yoda, and reviewed Officer notes of interviews with the Appellant and the Witness' dog. The Case Presenter outlined that an Administrative Monetary Penalty and Dangerous Dog Order (DDO) were issued on March 10, 2026, as well as a Aurora Appeal Tribunal Hearing Minutes Thursday, April 23, 2026 3 summons under the Dog Owners' Liability Act, R.S.O. 1990, seeking a province-wide Dangerous Dog Designation and Restriction. The Appellant provided an overview of the events of the incident, including an interview with the Case Presenter. The Witness provided their statement regarding the incident with the Appellant's dog. The Appellant requested that an additional family member provide an overview of the events following the interaction with the Witness's dog. The Case Presenter provided a closing statement of the outcome that is being requested. The Appellant provided closing remarks. The Tribunal discussed the incident and exhibits entered into evidence. Carried 5.2 340 Falconwood Hollow - Dangerous Dog Order - Animal Services By-Law No. 6197-19 Shelby Jarvis, Animal Services Officer and the Town's Case Presenter, provided an overview of the events leading up to the incident between the Appellant's dog, Teddy and the Witness' dog, Kaya. The Case Presenter noted that a Dangerous Dog Order (DDO) was issued on the Witness' dog, Kaya on March 26, 2026. The Tribunal queried details within the evidence submitted. The Appellant provided their statement regarding the incident. The Case Presenter responded to remarks made by the Appellant. The Witness was absent. The Case Presenter provided a closing statement of the outcome that is being requested.
