Minutes - Property Standards Committee - 20190808 Town of Aurora Property Standards Committee Appeal Hearing Minutes Date: Thursday, August 8, 2019 Time and Location: 5:45 p.m., Council Chambers, Aurora Town Hall Committee Members: Tom Plamondon (Chair), Clarence Lui (Vice Chair), Steven D’Angeli, Michele Boyer, and Daniel Lajeunesse Members Absent: None Other Attendees: Alexander Wray, Manager, By-law Services, Eric Schafranek, By-law Officer, Alena Sarjoo, Appellant, Samantha Yew, Deputy Town Clerk, Ishita Soneji, Committee Coordinator 1. Call to Order The Deputy Town Clerk called the meeting to order at 5:47 p.m. 2. Election of Committee Chair and Vice Chair The Deputy Town Clerk opened the floor to nominations for the Chair and Vice Chair of the Property Standards Committee for the 2018-2022 Term. Michele Boyer nominated Tom Plamondon as Chair. There being no other nominations, Tom Plamondon was appointed Chair of the Committee. Tom Plamondon nominated Clarence Lui as Vice Chair. There being no other nominations, Clarence Lui was appointed Vice Chair of the Committee. Tom Plamondon assumed Chair at 5:50 p.m. and outlined the process that would be followed in the conduct of the appeal hearing. 3. Adoption of Committee Rules of Practice and Procedure Property Standards Committee Meeting Minutes Thursday, August 8, 2019 Page 2 of 3 Moved by Clarence Lui Seconded by Steven D’Angeli 1. That the memorandum regarding Property Standards Committee Rules of Practice and Procedure be received; and 2. That the Rules of Practice and Procedure attached to this memorandum are adopted. Carried 3. Declarations of Interest None 4. Appeals for Consideration 1. 45 Aurora Heights Drive – Orders to Comply CE20190899 Mr. Alexander Wray, Manager, By-law Services introduced the matter before the Committee. Mr. Eric Schafranek, By-law Officer presented exhibits and made submissions with respect to the state of the basement apartment flooring, bedroom closet door, electrical lights, and bathroom ventilation fan at the subject property at two separate visits, and outlined the needed repairs and the proposed timelines. The Committee sought clarification on the Order to Comply and requested details on which repairs were completed at the time of the second visit, and Mr. Schafranek provided clarifications. The Appellant, Ms. Alena Sarjoo, claimed that property has been brought to a condition of compliance with the prescribed standards in the Order and presented exhibits and made submissions supporting the claim. The Committee inquired about the time of completion of noted repairs and if further inspection was requested to notify the Town of compliance, and the Appellant provided clarifications. The Committee recessed to deliberate the matter at 7:01 p.m. and reconvened at 7:21 p.m. Property Standards Committee Meeting Minutes Thursday, August 8, 2019 Page 3 of 3 The Vice Chair stated that upon hearing the evidence of the Appellant and Town staff on behalf of The Corporation of Town of Aurora and reviewing any evidences submitted, it was the decision of the Property Standards Committee: Moved by Clarence Lui Seconded by Steven D’Angeli 1. That the Property Standards Order No. CE20190899, dated June 19, 2019 be confirmed in its entirety; and 2. That the Notice of Decision be mailed to the new address of the Appellant, posted on the subject property and provided to the new property owners; and 3. That the requirements of the said Order be carried out within fifteen (15) days of the Notice of Decision being posted on the subject property. Carried The Vice Chair provided the rationale behind the Committee’s decision and the Committee informed the Appellant of the next steps required to close the Order. 6.
