Matters for Consideration 6.1 Memorandum from Accessibility Advisor; Re: Site Plan Application OPA- 2021-06 & ZBA-2021-08 (Submission 1), 200 Wellington Street West Staff provided an overview of the site plan and comments submitted to the Planner on behalf of the Committee. The Committee and staff reviewed various aspects of the site plan and further suggestions were made regarding consideration for: additional width for exterior path of travel from Wellington Street West and curb depression at the end of the path on the laneway side. The Committee and staff reviewed the site plan and further suggestions were made regarding consideration for an addition of sidewalk on the road connecting to Yonge Street. Carried 6.3 Memorandum from Accessibility Advisor; Re: Site Plan Application SP-2021- 12 (Submission 1), 377 Hartwell Way Staff provided a detailed overview of the site plan and comments submitted to the Planner on behalf of the Committee. The Committee and staff reviewed and discussed various aspects of the site plan such as Page 3 of 17 4 appropriate washroom types for a school setting and the proposed sensory room requirements and components. The Committee made further suggestions regarding consideration for: replacing any lifts with elevators, making wall padding or de-escalation rooms more equipped to accommodate various sensory needs, update the term "de-escalation room" to a more inclusive term, and installation of accessible door operators in all community classrooms. Carried 6.4 Round Table Discussion; Re: Town of Aurora Accessibility Plan 2018 to 2024 Staff provided an update on capital and operating projects for 2021 noting that there are no pending projects. It was mentioned that the Facility Accessible Design Standards will be posted to the Town website soon. Staff sought the Committee's input about the possibility of having Snoezelen multi-sensory mobile carts available at various special events at Town facilities and noted that more information will be provided in future meetings in 2022. Staff provided an update on the Engage Aurora survey regarding improving accessibility in Aurora. The Committee and staff reviewed the survey responses which included suggestions regarding availability of inclusive programming, making social media platforms and the Town website content more accessible, inclusive hiring practices, and parking enforcement for barrier-free parking spots. There were further suggestions made regarding the need for an accessible planning committee for special events, possibility of scooter charging stations at Town facilities, accessible park standards, and more awareness for accessible programming and content. The Committee and staff further Page 4 of 17 5 discussed about improvements required to the Town website and provided suggestions regarding the Browse Aloud feature and easier navigation. Staff noted that the suggestions from the Committee and survey would be incorporated into a future report to Council regarding the Multi-Year Accessibility Plan 2022-2026. The Committee further reviewed various title page options for the Multi- Year Accessibility Plan 2022-2026 and suggested a preferred title page. Moved by Hailey Reiss Seconded by Matthew Abas 1. That the memorandum regarding the SARC Gymnasium Addition – Project Update be received; and 2. That the Accessibility Advisory Committee comments regarding the SARC Gymnasium Addition – Project Update be received and referred to staff for consideration and further action as appropriate. Background The Parks and Recreation Master Plan (2016), recommended the construction of an additional gymnasium for community use. Current gymnasium space is well used and offers programs for all ages and abilities. A new gymnasium would allow for the expansion of program offerings to the community in all areas of general programming such as fitness classes, children’s programs, preschool programs, summer day camp, sports programs, and leagues, special events such as fairs and trade shows, along with sport community use for game play, practice, small tournaments, dryland training and more. This project also addresses the lack of multipurpose space and administration and customer service space and functionality in the facility. This project was tabled during the 2021 capital project deliberations and included options for a single gymnasium and a double gymnasium. A budget of 8.2 M was approved at that time for the project which included a single gymnasium, multipurpose space and administration space. Page 6 of 17 SARC Gymnasium Addition – Project Update February 8, 2022 Page 2 of 2 Analysis CS&P Architects have been retained as the design consultants for this project. One of the first steps undertaken by the Consultants and staff was community consultation. Four sessions were held with potential user groups along with a written survey for those who could not attend a consultation session. Through these discussions, it was revealed that there was a strong desire from potential user groups for a double gymnasium. A double gymnasium would allow for more practice play, competitive play and access for the community. A double gymnasium would also contribute to achieving the goals in the Sport Tourism strategy. However, there are challenges with a double gymnasium with respect to site fit, and the proximity to environmentally sensitive wetlands and floodplain considerations. Parking and traffic may also be issue with respect to a double gymnasium. Several studies need to be completed to address and ascertain the extent of these issues. At this time, staff are recommending the project proceed as a single gymnasium as it more closely aligns to the initial budget and is a better fit within the designated space. As this project progresses, staff are seeking input from the committee on design features, amenities and potential uses/programming. The final design will of course, adhere to the Facility Accessibility Guidelines. A short presentation will be shared during the meeting to outline the space and potential layout of the addition. Background The Accessibility Advisor has made comments on behalf of the Accessibility Advisory Committee. The following comments are conditions that must be met:  Automatic door openers for all public access locations, including proper timed door delays;  Installation of proper tactile indicators at the proposed staircases;  Consideration for emergency evacuation chairs to be provided at all staircase locations;  Ensure that a minimum of 1,500 mm clearance is provided between the south located bicycle spaces and staircase entrance. The following comments are considerations:  Consideration for a rest/seating area to be provided along exterior path of travel, as long as it does not impede the minimum exterior path (sidewalk) clearance of 1,500 mm.
