Minutes - Public Planning - 20140129 (2) TOWN OF AURORA SPECIAL COUNCIL – PUBLIC PLANNING MEETING MINUTES Council Chambers Aurora Town Hall Wednesday, January 29, 2014 ATTENDANCE COUNCIL MEMBERS Mayor Dawe in the Chair; Councillors Ballard, Gallo, Humfryes, Pirri and Thompson MEMBERS ABSENT Councillors Abel, Buck and Gaertner OTHER ATTENDEES Director of Planning and Development Services, Deputy Clerk/Manager of Administration, Council & Committee Coordinator/Deputy Clerk, Senior Policy Planner, Manager of Long Range and Strategic Planning, and Council/Committee Secretary Mayor Dawe called the meeting to order at 7:03 p.m. 1. DECLARATION OF PECUNIARY INTEREST AND GENERAL NATURE THEREOF There were no declarations of pecuniary interest under the Municipal Conflict of Interest Act. 2. APPROVAL OF THE AGENDA Moved by Councillor Ballard Seconded by Councillor Gallo THAT the agenda as circulated by the Legal and Legislative Services Department be approved. CARRIED 3. PLANNING APPLICATIONS Mayor Dawe outlined the procedures that would be followed in the conduct of the public meeting. The Deputy Clerk confirmed that the appropriate notice had been given in accordance with the relevant provisions of the Planning Act. 1. PL14-005 – The Aurora Promenade Community Improvement Plan (CIP) Planning Staff Mr. Marco Ramunno, Director of Planning and Development Services, advised that the Community Improvement Plan was an initiative of the municipality that was initiated approximately a year ago and that It was developed as a means to provide financial Special Council – Public Planning Meeting Minutes Wednesday, January 29, 2014 Page 2 of 3 incentives to allow for redevelopment within the downtown core. Mr. Anthony Ierullo, Manager of Long Range and Strategic Planning, provided an overview of the process that had been followed to date noting that the CIP process began with a number of consultation sessions with the public, a community survey and a series of site visits in the subject area to gauge the community’s interest and views on the key directives for the plan. Consultant Mr. Jon Hack, Sierra Planning and Management, presented an overview of the CIP including the programs to be offered and a map of the proposed Community Improvement Project Area boundaries, noting that the CIP had been endorsed by the Ministry of Municipal Affairs and Housing. Public Comments Ms. Angela Doust, resident of 31 Tyler Street, expressed her concerns regarding the Tannery property as it is being redeveloped and inquired whether application approvals for the CIP would take into consideration the existing character and zoning of the neighbourhood. Mr. Klaus Wehrenberg, resident of Cedar Crescent, expressed his disappointment in the narrow scope of the CIP. He noted that traffic problems with the division of the Town by the rail corridor and existing mall shopping nearby are issues that should have been addressed to help improve the community. Town Staff Mr. Ramunno advised that the CIP was only one component of a much broader plan for redevelopment of the Town noting that other components include a second Heritage Conservation District, a Promenade Streetscape Improvement Plan, and others that have yet to be implemented. Consultant Mr. Hack noted that the CIP was a tool to be used to encourage the private sector to invest in their own community. He also noted that all approvals under the plan would be discretionary. Main Motion Moved by Councillor Thompson Seconded by Councillor Pirri THAT report PL14-005 be received; and THAT comments received at the Public Planning Meeting be addressed by Planning & Development Services and Council direct staff to bring the proposed Aurora Promenade Community Improvement Plan forward to the General Committee Meeting scheduled for February 18, 2014 for final approval, subject to the resolution of any outstanding issues. Amendment Moved by Councillor Thompson Seconded by Councillor Humfryes THAT the Council member who sits on the Economic Development Advisory Committee also sit on the Community Improvement Plan Evaluation Committee. READING OF BY-LAW Moved by Councillor Ballard Seconded by Councillor Thompson THAT the following confirming by-law be given first, second, and third readings and enacted: 5583-14 BEING A BY-LAW to Confirm Actions by Council Resulting from Special Council – Public Planning Meeting on January 29, 2014 CARRIED 5.
