Call to Order The Deputy Clerk called the meeting to order at 10:01 a.m. Balpreet Grewal assumed Chair at 10:04 a.m. 1.1 Appointment of Committee Chair Moved by Dan Winters Seconded by Cameron Chong 1. That Balpreet Grewal be appointed as Chair of the Property Standards Committee and Aurora Appeal Tribunal for a two-year term (2025-2026). Carried Property Standards Committee Meeting Minutes April 24, 2025 2 1.2 Appointment of Committee Vice Chair Moved by Wayne Hartman Seconded by Vadym Sukhin 1. That Cameron Chong be appointed as Vice Chair of the Property Standards Committee and Aurora Appeal Tribunal for a two-year term (2025-2026). Carried 2. Land Acknowledgement The Committee acknowledged that the meeting took place on Anishinaabe lands, the traditional and treaty territory of the Chippewas of Georgina Island, recognizing the many other Nations whose presence here continues to this day, the special relationship the Chippewas have with the lands and waters of this territory, and that Aurora has shared responsibility for the stewardship of these lands and waters. It was noted that Aurora is part of the treaty lands of the Mississaugas and Chippewas, recognized through Treaty #13 and the Williams Treaties of 1923. 3. Approval of the Agenda Moved by Wayne Hartman Seconded by Dan Winters That the agenda as circulated by Legislative Services be approved. Carried 4. Declarations of Pecuniary Interest and General Nature Thereof There were no declarations of pecuniary interest under the Municipal Conflict of Interest Act, R.S.O. 1990, c. M.50. 5. Appeals for Consideration 5.1 84 Kennedy Street East - Order to Comply CE20250114 The Chair provided an overview of the hearing process. Mario Munguia, Bylaw Enforcement and Licensing Officer/Town Case Presenter provided evidence including a synopsis of the events leading to the hearing, the Property Standards Committee Meeting Minutes April 24, 2025 3 details of the Order to Comply issued on January 29, 2025, and exterior photos of the condition of the exterior rear yard tree on the subject property. It was noted that upon the Town arborist's inspection, the subject tree was declared dead. The Appellant's Representative provided an overview of their concern and events leading up to the hearing noting that the subject tree is not in a state of complete death or decay as confirmed by a private arborist and the safety concerns previously raised in relation to the tree have been addressed. The representative sought further clarification from the Town case presenter on the Town's arborist report. The Committee inquired about the timing of the inspection of the tree by both the Town arborist and private arborist and sought clarification on the violations as stated on the property standards order. The Committee recessed the hearing to deliberate at 10:57 a.m. and reconvened the hearing at 11:23 a.m. The Committee concluded that the Order to Comply CE20250114 will be rescinded in its entirety as the safety concerns that were raised have been addressed including the removal of overhanging limbs encroaching the neighbouring property. Moved by Dan Winters Seconded by Vadym Sukhin That the Property Standards Committee confirms that the Order to Comply CE20250114 be rescinded in its entirety. Carried 6.
