Call to Order That the meeting be called to order at 7:02pm 2. Land Acknowledgement The Town of Aurora acknowledges that the Anishinaabe (A-nishshaw-na-bee) lands on which we live, and work are the traditional and treaty territory of the Chippewas of Georgina Island, as well as many other Nations whose presence here continues to this day. As the closest First Nation community to Aurora, we recognize the special relationship the Chippewas have with the lands and waters of this territory. They are the water protectors and environmental stewards of these lands, and as a municipality we join them in these responsibilities. 2 We further acknowledge that Aurora is part of the treaty lands of the Mississaugas and Chippewas, recognized through Treaty #13 as well as the Williams Treaties of 1923. 3. Receipt of the Minutes 5.1 Committee of Adjustment Meeting Minutes of November 9, 2023, Meeting Number 23-11 Moved by Jane Stevenson Seconded by Michael Visconti That the Committee of Adjustment Minutes from Meeting Number 23-11 be adopted as circulated. Carried 6. Presentation of Applications 6.1 MV-2023-36 - CCM-Engineering Inc - 36 Machell Ave Planning Staff are requesting a deferral of the above noted minor variance application for 36 Machell Avenue (MV-2023-36). Additional time is needed for the Lake Simcoe Region Conservation Authority (LSRCA) to review the subject application. The LSRCA has identiffed that the subject property is within their regulatory ifoodplain area and requires a topographic survey from the applicant to conffrm whether the site is subject to ifooding hazards. Carried 6.2 MV-2023-37 - First Step Design Ltd. - 14 Wenderly Drive The applicant is requesting relief from the requirements of the Town’s Comprehensive Zoning By-law 6000-17, as amended, to facilitate the construction of a new 46.5 square metre detached accessory garage. The proposed site plan is attached as Appendix ‘B’ to this report for reference. The following relief is being requested: 24. Section 24.497.8 of the Zoning By-law allows a maximum gross ifoor area of 40 square metres for any accessory detached structure. The applicant is proposing a detached garage with a gross ifoor area 46.5 square metres. The Chair invited the Applicant or Owner to address the Committee. In attendance was Cindy McPhee the agent. The agent provided a brief introduction to their application. The Chair invited members of the public to provide comments. There were no public delegates in attendance for this application. The Committee had no comments or concerns for the application. Moved by Jane Stevenson Seconded by Michael Visconti That the Minor Variance application MV-2023-37 be APPROVED. Carried 6.3 MV-2023-34 - 2352107 Ontario Inc. - 1588 St. John's Sideroad The applicant is requesting relief from the requirements of the Town’s Comprehensive Zoning By-law 6000-17, as amended, to facilitate the development of a ffve (5) storey commercial self-storage building. The proposed site plan is attached as Appendix ‘B’ to this report for reference. The following relief is being requested: 1. Section 24.503.6 of the Zoning Bylaw states that the maximum Gross Floor Area of all buildings and structures for all uses outlined 4 in Section 24.503 shall be 250% of the lot area or portion of the lot within the E-BP (503) Zone for each individual lot. The applicant is proposing a Gross Floor Area of 251.81% of the lot area. 2. Section 10.2 of the Zoning By-law requires a maximum lot coverage of 50%. The applicant is proposing a lot coverage of 55% 3. Section 5.4 of the Zoning Bylaw requires a minimum of 113 parking spaces for commercial self storage facilities. The applicant is proposing 8 parking spaces. 4. Section 5.8.2 of the Zoning By-law requires a minimum of 4 barrier free parking spaces. The applicant is proposing 1 barrier free parking space. 5. Section 10.3.2 of the Zoning-law requires a minimum of 4 loading spaces. The applicant is proposing 3 loading spaces. The Chair invited the Applicant or Owner to address the Committee. In attendance were the Applicant and Agent, Declan Sinclair, and Claudio Brutto. Declan and Claudio provided a presentation and introduction to their application. The Chair invited members of the public to provide comments. There were no public delegates in attendance for this application. The Committee inquired about the workstations provided within the building and whether the parking proposed will be sulficient. The committee proceeded to inquire about the provided amenity spaces and whether the public would have access. The committee also inquired about the tralfic and parking study to see if the study will show alternative results if conducting at another time of the year.
