The Chair called the meeting to order at 7:02 p.m.
2. Land Acknowledgement
The Committee acknowledged that the meeting took place on Anishinaabe lands,
the traditional and treaty territory of the Chippewas of Georgina Island,
recognizing the many other Nations whose presence here continues to this day,
the special relationship the Chippewas have with the lands and waters of this
territory, and that Aurora has shared responsibility for the stewardship of these
lands and waters. It was noted that Aurora is part of the treaty lands of the

Mississaugas and Chippewas, recognized through Treaty #13 and the Williams
Treaties of 1923.

7.2 Memorandum from Accessibility Advisor; Re: Zoning By-law Application
ZBA-2024-06 (Submission #1) 240 Industrial Parkway South
Staff provided an overview of the Zoning By-law amendment application,
including an Accessibility Design Standards analysis for the proposed
private school, and comments to be submitted to the Planner on behalf of
the Committee. The Committee and staff discussed various aspects of
the application and further suggestions were made regarding consideration
for (1) a safety crossing at the barrier-free parking spaces; and (2) a higher
safety fence along the west side of the property facing the railroad track.

7.4 Round Table Discussion; Re: Town of Aurora Multi-Year Accessibility Plan
2022 to 2026

Staff provided an update on matters including (1) Town Hall and Aurora
Seniors Centre parking lot upgrades to meet Accessibility for Ontarians
with Disabilities Act (AODA) compliance have commenced and will be
completed by 2025; (2) Aurora participated for a second year in support of
the Treat Accessibly initiative to provide an accessible Halloween trick-or-
treating experience; (3) Accessibility Advisor attendance and provincial
update at the Ontario Network of Accessibility Professionals (ONAP)
conference in October 2024 at London, Ontario; (4) AccessNow trails and
facilities accessibility assessments to be completed this month; and (5)
Purchase of Priority Seating covers for persons with disabilities for the
Performance Hall at Aurora Town Square and other Town events.
The Committee expressed concerns regarding the lack of available
parking at the Aurora Seniors Centre during certain programming and
suggested that extra time be built into the schedule between programs to
free up space for arriving participants. Staff agreed to share this feedback
with the programming staff.

9. New Business
Staff advised that the AODA Customer Service Standards review report is open
for public review, noting that the matter of service animals has been a major
discussion point in many municipalities and provinces. Committee members
were encouraged to review the initial recommendations and submit their feedback
by early January 2025. The Committee inquired about the requirements for the
use of service animals and staff provided clarification.
Staff advised that the Province’s Accessibility Advisory Committee (AAC) Forum
for all AAC members across Ontario, which was postponed from October 2024, is
now planned for the first quarter of 2025 and details will be shared with the
Committee once confirmed.

Recommendation
1. That the memorandum regarding the Public Art Strategy be received; and
2. That the Accessibility Advisory Committee comments regarding the Public Art
Strategy be received and referred to staff for consideration and further action as
appropriate.
Background
The Town’s Cultural Services Division is developing the Town of Aurora’s first Public Art
Strategy, to be presented to Town Council on April 8, 2025.
Analysis
The Public Art Strategy (PAS) will direct the development and implementation of a
successful public art program in Aurora from 2025 to 2029, including prioritizing
potential sites and opportunities for new public art practices within our municipal
boundaries. It also establishes transparent processes for the administration and
implementation of public art projects that foster strong partnerships, embrace diverse
perspectives, showcase artistic creativity, and prioritize accessibility.
Public Art refers to original works of any medium that is:
a) Planned in alignment with the Town’s Public Art Vision and Values.
b) Informed through established processes that gain community feedback through
a range of online and in-person engagement tools.

c) Created by one or more Professional Artists, with priority given to Artists with
relevant knowledge of the Town, its diverse communities, and its histories.
d) Planned and executed for the specific purpose of being placed and experienced
in a public space.
e) Relevant to the site or context in which it is placed and experienced by the public.
f) Acquired using the Town’s established processes and community engagement
channels.
In its effort to implement the PAS, the Town will view the public art process as a
community effort that builds bridges between diverse backgrounds, values and
aspirations. The Town will also strive to create a community of practice that supports
the growth of local artistic talent, prioritizes an equitable engagement with our diverse
communities, and centres accessible public art practices.
During the implementation process, the Town will incorporate the belief in universal
design that recognizes the broad diversity of people so that municipal public art
projects are accessible to residents and visitors without creating additional barriers.
When selecting artists to undertake public art projects, the Town will ensure the call for
artists and artist selection process is as inclusive and barrier-free as possible. Staff will
include any necessary accommodations so that all artists have a fair and equitable
opportunity to participate in these projects.
Furthermore, the Town will strive to apply an accessibility lens when undertaking
community engagement and selecting sites for public art to ensure easy access and
safety for community members and visitors with disabilities.
Town staff will continue to consult with the Accessible Advisory Committee for
comment on all accessibility-related elements of future public art projects.

The following comments have been submitted on January 24, 2025, and are
recommendations made on behalf of the Accessibility Advisory Committee:
It’s unclear where access to the Rooftop Patio is. Please ensure this access has a
barrier-free path of travel to it.
Ensure accessible outdoor seating options by the main entrances.
Automatic door openers for all public access locations, including proper timed door
delays.
Installation of proper tactile indicators at the proposed staircases.
Consideration for all customer services counters to have an allocated accessibility
spot and induction loop.
Consideration for emergency evacuation chairs to be provided at all staircase
locations.
