Call to Order The Chair called the meeting to order at 10:02 a.m. 2. Land Acknowledgement The Committee acknowledged that the meeting took place on Anishinaabe lands, the traditional and treaty territory of the Chippewas of Georgina Island, recognizing the many other Nations whose presence here continues to this day, the special relationship the Chippewas have with the lands and waters of this territory, and that Aurora has shared responsibility for the stewardship of these lands and waters. It was noted that Aurora is part of the treaty lands of the Property Standards Committee Meeting Minutes Thursday, December 7, 2023 2 Mississaugas and Chippewas, recognized through Treaty #13 and the Williams Treaties of 1923. 3. Approval of the Agenda Moved By Julian Yang Seconded By Maricella Sauceda That the agenda as circulated by Legislative Services be approved. Carried 4. Declarations of Pecuniary Interest and General Nature Thereof There were no declarations of pecuniary interest under the Municipal Conflict of Interest Act, R.S.O. 1990, c. M.50. 5. Appeals for Consideration 5.1 46 Rush Road - Order to Comply CE20232031 The Chair provided an overview of the hearing process. Ashmeed Khan, Bylaw Enforcement and Licensing Officer/Town's Case Presenter provided evidence including a synopsis of the events leading to the hearing, the Order to Comply issued on October 5, 2023 with the reference of Section 5.8.2 of the Property Standards By-law, and exterior photos of the peeling paint on the subject property including the windows and deck. They further advised that the intention to appeal from the Appellant was received on October 23, 2023. The Appellant provided a verbal account of the events leading up to the hearing noting that they rented out the property to tenants and they received complaints from other residents about the peeling paint. They expressed interest to replace exterior parts of the subject property and requested for the Order to be rescinded due to exterior work on the property being difficult during the winter months and high replacement costs. The Committee inquired about the communication between the Appellant and the Town's Case Presenter and the proposed timeline to complete the repairs to the exterior of the subject property. Property Standards Committee Meeting Minutes Thursday, December 7, 2023 3 The Committee recessed the hearing to deliberate at 10:40 a.m. and reconvened the hearing at 10:58 a.m. The Committee concluded that the Order to Comply CE20232031 will be upheld and stated that the Appellant must replace the paint and ensure that it is maintained when it is damaged or deteriorated. The Committee extended the compliance deadline to June 29, 2024. Moved By Tom Plamondon Seconded By Julian Yang 1. That the Property Standards Committee confirms Order to Comply CE20232031 with a modified compliance date of June 29, 2024 for items 1, 2, 3, and 4. Carried 5.2 2 Bluegrass Drive - Order to Comply CE20232100 Steven Hunter, Bylaw Enforcement and Licensing Officer/Town's Case Presenter, presented their inspection of 2 Bluegrass Drive and evidence including the Order to Comply issued on October 25, 2023, a synopsis of the events leading to the hearing, the certified Arborist’s report, and photos of the 3 trees on the exterior of the subject property. The Appellant provided a verbal account of the events leading up to the hearing and noted that the property is being rented out to tenants. The Appellant was unclear if the 3 trees on the property are deceased. After receiving further information on the Order to Comply, the Appellant agreed to have the order upheld. The Committee inquired about the trees and their location on the property. The Town's Case Presenter confirmed that the trees are within the property line of 2 Bluegrass Drive. The Committee recessed the hearing to deliberate at 11:32 a.m. and reconvened the hearing at 11:34 a.m. Moved By Tom Plamondon Seconded By Balpreet Grewal 1.
