Call to Order The Chair called the meeting to order at 9:33 p.m. The Chair advised that Michael Wright, the Appellant, was not in attendance. The Tribunal recessed the hearing to deliberate at 9:54 a.m. and reconvened the hearing at 10:00 a.m. 2. Land Acknowledgement The Tribunal acknowledged that the meeting took place on Anishinaabe lands, the traditional and treaty territory of the Chippewas of Georgina Island, recognizing the many other Nations whose presence here continues to this day, the special relationship the Chippewas have with the lands and waters of this territory, and that Aurora has shared responsibility for the stewardship of these lands and waters. It was noted that Aurora is part of the treaty lands of the Aurora Appeal Tribunal Hearing Minutes November 22, 2023 2 Mississaugas and Chippewas, recognized through Treaty #13 and the Williams Treaties of 1923. 3. Approval of the Agenda Moved By Maricella Sauceda Seconded By Balpreet Grewal That the agenda as circulated by Legislative Services be approved. Carried 4. Declarations of Pecuniary Interest and General Nature Thereof There were no declarations of pecuniary interest under the Municipal Conflict of Interest Act, R.S.O. 1990, c. M.50. 5. Appeals for Consideration 5.1 23 Tribbling Crescent - Muzzle Order - Animal Services By-law No. 6197-19 Lindsay Clarke, the Town's Case Presenter, provided an overview of the events leading up to the incident with the Appellant’s dog, Chloe, and the Witness' dog, Ruby, and reviewed the exhibits which included Officer notes of interactions with the Appellant and Witness' dogs, witness statements, pictures of Ruby's injuries, and dog records. The Witness provided their statement regarding the incident between their dog and the Appellant's dog, and the altercation that occurred with the Appellant. The Chair confirmed that the Appellant was absent. The Tribunal discussed the incident and inquired about the exhibits entered into evidence.
