1. Call to Order
The Chair called the meeting to order at 10:08 a.m.
The Tribunal recessed the hearing to deliberate at 11:06 a.m. and reconvened the
hearing at 11:24 a.m.
2. Land Acknowledgement
The Tribunal acknowledged that the meeting took place on Anishinaabe lands,
the traditional and treaty territory of the Chippewas of Georgina Island,
recognizing the many other Nations whose presence here continues to this day,

the special relationship the Chippewas have with the lands and waters of this
territory, and that Aurora has shared responsibility for the stewardship of these
lands and waters. It was noted that Aurora is part of the treaty lands of the
Mississaugas and Chippewas, recognized through Treaty #13 and the Williams
Treaties of 1923.

4. Declarations of Pecuniary Interest and General Nature Thereof
There were no declarations of pecuniary interest under the Municipal Conflict of
Interest Act, R.S.O. 1990, c. M.50.
5. Appeals for Consideration
5.1 142 Crane Street - Training Order - Animal Services By-law No. 6197-19
The Chair provided an overview of the hearing process.
Lindsay Clarke, the Town's Case Presenter, provided an overview of the
events leading up to the incident with the Appellant’s dog, Hexa, and
reviewed the exhibits which included Officer notes of interactions with the
Appellant and witness, pictures of the dog and the witness' family
member's injuries, and dog records and license.
The Appellant and interpreter provided their account of the altercation on
May 19, 2023 and their interaction with the Witness, provided background
information on their dog, and expressed that the Training Order is
unnecessary. The Appellant noted that they were not present for the
altercation.
The Witness provided their statement regarding the incident between their
daughter and the Appellant' dog, and the altercation that occurred with the

Appellant's family member who was responsible for the dog at the time of
the incident.
The Tribunal, Town Case Presenter, and Appellant discussed potential
solutions and options for Hexa including supervision over the age of 16
and a muzzle order.
The Town’s Case Presenter and the Appellant provided closing remarks.
The Town’s Case Presenter requested that the Training Orders be upheld.
The Appellant requested that the Training Orders be rescinded.
