Call to Order The Vice Chair called the meeting to order at 7:01 p.m. 2. Land Acknowledgement The Committee acknowledged that the meeting took place on Anishinaabe lands, the traditional and treaty territory of the Chippewas of Georgina Island, recognizing the many other Nations whose presence here continues to this day, the special relationship the Chippewas have with the lands and waters of this territory, and that Aurora has shared responsibility for the stewardship of these lands and waters. It was noted that Aurora is part of the treaty lands of the Mississaugas and Chippewas, recognized through Treaty #13 and the Williams Treaties of 1923. Matters for Consideration 7.1 Memorandum from Accessibility Advisor; Re: Site Plan Application CDM- 2023-02 (Submission #1), 115, 135 and 155 Addison Hall Circle Staff provided an overview of the site plan and comments submitted to the Planner on behalf of the Committee. The Committee and staff discussed various aspects of the site plan and further suggestions were made regarding consideration for: two additional barrier-free parking spaces in the proximity of units C10 and C11; and ensure automatic doors do not impede on access to the automatic door operator buttons. The Committee and staff discussed various aspects of the site plan and a further suggestion was made regarding consideration for: ensure any potential tripping hazards are identified and clearly visible with control measures in place. The Committee and staff discussed various aspects of the site plan and further suggestions were made regarding consideration for: enclose the space at the bottom of stairways; clarify/provide access to upper levels; provide larger washrooms; have washroom doors open outward toward wall if possible; and ensure minimum turning radius inside washroom does not include door path if door cannot open outward. Carried Page 4 of 45 Accessibility Advisory Committee Meeting Minutes Wednesday, May 10, 2023 5 7.5 Round Table Discussion; Re: Town of Aurora Multi-Year Accessibility Plan 2022-2026 (Link to Multi-Year Accessibility Plan) Staff provided an update on the accessibility audit completed by AccessNow, which included a review of eight Town facilities: Stronach Aurora Recreation Complex; Aurora Family Leisure Complex; Aurora Community Centre; Town Hall; Joint Operations Centre; Petch House; Aurora Seniors’ Centre; and Lind Realty Team Sports Dome; which will be verified on the AccessNow platform by May 29, 2023. It was noted that other facilities, parks, and trails will be reviewed next year. Staff provided an update on the events of National AccessAbility Week being celebrated from May 28 to June 3, 2023. The Committee inquired about the opportunity to review the site plan for Aurora Town Square, and staff agreed to include this information at the next meeting. The Committee and staff discussed various matters including: the Committee’s opportunities, and missed opportunities, to provide input on Town projects such as Aurora Town Square at early stages of the project; encouraging and enabling local businesses to be accessible through education, videos and toolkit; grants and fundraising options; providing Town online resources; and future open houses to engage the community and gain feedback on the needs of the community. That the memorandum regarding Recreation Needs Assessment for Persons with Disabilities be received; and 2. That the Accessibility Advisory Committee comments regarding Recreation Needs Assessment for Persons with Disabilities be received and referred to staff for consideration and further action as appropriate. Background The Town of Aurora is committed to creating an inclusive and accessible community for all residents, including persons with disabilities. As part of this commitment, the Town has recognized the importance of providing accessible and inclusive recreational facilities, programs, and services to meet the needs and preferences of persons with disabilities. To achieve this goal, the Town has commissioned a Recreation Needs Assessment for Persons with Disabilities in the Town of Aurora. The assessment will identify the current and future recreational needs and preferences of persons with disabilities and develop a comprehensive plan to address these needs. Analysis The Recreation Needs Assessment for Persons with Disabilities in the Town of Aurora will provide an opportunity to gain insights into the specific recreational needs and preferences of persons with disabilities in the Town. Through engagement with interested parties, including persons with disabilities, families, caregivers, disability organizations, service providers, and community groups, the assessment will gather input and feedback on existing recreational facilities, programs, and services in the Page 7 of 45 Recreation Needs Assessment for Persons with Disabilities June 7, 2023 Page 2 of 2 Town. The study will also identify gaps in current services, as well as barriers to access, and provide recommendations for improvements or new services. The results of the assessment will be used to develop a comprehensive plan that will include recommendations for improving access to recreational facilities, programs, and services for persons with disabilities in the Town of Aurora. The plan will be presented to the Town of Aurora Council and other interested parties for review and feedback prior to implementation. The implementation of the plan will help to ensure that persons with disabilities have equitable access to recreational opportunities and can fully participate in community life. Prior to starting the process, we would like to hear from the Accessibility Advisory Committee, to obtain any specific requests, areas of review, or comments with this Recreation Needs Assessment for Persons with Disabilities, to ensure the feedback is implemented in the initial stages of creating the scope of the project. Background Shining Hill Estates Collection Inc. (Shining Hill) holds the lands in the northwest corner of St. John’s Sideroad and Yonge Street, formerly known as the Dunin Estate, and are currently in the process of developing the lands. Council approved Shining Hill’s applications, including a draft plan of subdivision on March 28, 2023 (Report PDS23- 019). Parkland has been allocated as per the Town’s Parkland Dedication By-law. St. Andrew’s College (SAC) school approached the Town to discuss the future Town parkland adjacent to property they were purchasing within the Shining Hill development. The future school property would become a new private school for girls. SAC expressed interest in opening discussions with the Town on a potential partnership on the development of the parkland, specifically related to an artificial turf sports field that would serve both the schools and Town’s sport objectives. Since the initial dialogue with the school, staff have continued discussions with representatives from St. Anne’s School and Shining Hill on the parkland partnership. As a result, staff have worked to develop a concept plan for the park incorporating the proposed artificial turf and other park amenities desired by the Town. Page 31 of 45 Shining Hill Neighbourhood Park - Preliminary Design June 7, 2023 Page 2 of 3 Analysis The proposed concept design plan incorporates several amenities, not typical of servicing a Neighbourhood Park, including a multi-use artificial turf and hard surface courts. The land allocated within the Shining Hill development for a future park (Block 94 on the draft approved plan) is bordered by SAS to the west and residential properties to the southeast with roads along the other frontages. The block of land is 1.61 hectares (approximately 4 acres) in size and is classified as a neighbourhood park on the draft approved plan. The proposed parkland will include 0.13 ha of land owned by the Town of Newmarket, who have agreed to the use of those lands by the Town for the park. The Parks and Recreation Master Plan defines the parkland classification hierarchy:  Community Parks servicing the entire community and visitors to the Town, of which the minimum size is 4-8 hectares to allow for facilities such as playgrounds, major sports fields, skateparks, hard court surfaces, outdoor aquatics etc.  Neighbourhood Parks servicing the immediate surrounding residential area, of which the minimum size is 1.6 to 4 hectares to allow for facilities such as playgrounds, splash pads, sports fields, outdoor skating rinks, picnic area etc. The amenities being proposed in the park are more in line with the level of service that would be provided in a Community Park rather than a Neighbourhood Park, including an artificial turf field and hard surface courts.
