The Chair called the meeting to order at 7:01 p.m.
2. Land Acknowledgement
The Committee acknowledged that the meeting took place on Anishinaabe lands,
the traditional and treaty territory of the Chippewas of Georgina Island,
recognizing the many other Nations whose presence here continues to this day,
the special relationship the Chippewas have with the lands and waters of this
territory, and that Aurora has shared responsibility for the stewardship of these
lands and waters. It was noted that Aurora is part of the treaty lands of the

6.1 Christopher Watts, The Aurora Heritage authority; Re: Proposal for Heritage
Enhancements to 9 Wellington Street East - Knowles Butcher Shop
The Committee consented to consider item 6.1 following item 7.1.
Christopher Watts presented a proposal to honour the historical
prominence and significance of the property known as Knowles Butcher
Shop by enhancing the heritage characteristics at 9 Wellington Street
East. The presentation highlighted the history of the Knowles family and
butcher shop through three generations, subsequent ownership and uses

of the property, fire damage and repair, and the proposal to restore the
former signs “W.J. Knowles” and “Butcher” to the second-storey facade.
Staff confirmed they have direction to consult with the owner regarding
the heritage designation of this property and the Committee expressed
support for further consideration of the delegation’s proposal.

7. Matters for Consideration
7.1 CMS24-005 - Petch House – Considerations
Staff provided background on the staff report and presented an overview
of proposed minimal improvements to the Petch House to accommodate
a seasonal wedding chapel use including accessibility, electrical, security,
and flooring considerations, and other cosmetic and décor upgrades.
The Committee and staff discussed various aspects including frequency
of use, operating costs, wedding ceremony fees, public consultation,
alternative uses and historical prominence, upgrade funding sources,
previous proposals to relocate the Petch House, and ways to share the
historical significance of the Petch House. The Committee was generally
supportive of the proposed use, but split on the use of the Heritage
Reserve Fund as a funding source.

conceptual renderings. The Committee requested that consideration be
given to include coniferous trees in the developer’s landscape screening
on the shared boundary to ensure year-round protection of the importance
and serenity of the Aurora War Memorial and Peace Park space.

9. New Business
The Committee inquired about the Provincial Plaque Program and staff advised
that this year’s theme is music for the blue plaques administered through the
Ontario Heritage Trust.
The Committee suggested that the Aurora Community Centre (ACC) should be
considered for a blue plaque in recognition of it being a historic music venue and
its impact on the music scene and community due to the number of iconic bands
that have played there since 1967. Staff agreed to assist with the application
process.
The Committee provided an update on the progress of the interactive mapping
and research project noting there is much interest in the student co-op program
opportunities.

Background
23 Mark Street is a Part V designated heritage property located within the Town’s
Northeast Old Aurora Heritage Conservation District. The primary dwelling is
representative of the Edwardian Foursquare architectural style and was built circa 1920.
The owner is proposing to add a rear garden suite to the property. 23 Mark Street
benefits from a deep rear yard and side driveway to accommodate the proposed garden
suite. The owner has confirmed to staff that there is no proposed work being done to
the primary dwelling itself, and that there are no trees proposed to be removed or
impacted by the proposal.
Analysis
Additional residential units, which include rear garden suites, are strongly encouraged
by provincial legislation and policy as a means of providing additional housing
opportunities. The proposed garden suite is a 1-storey building with an approximate
floor area of 700 square feet. There is approximately 37 metres of separation between

the primary dwelling and the proposed rear garden suite. All zoning requirements for the
proposed garden suite are met, but a detailed zoning review will also occur at the
building permit review stage. Some landscaping exists along the rear property
boundaries to also provide screening to abutting properties.
The proposed garden suite will feature board and batten siding and its placement at the
rear of the property is such that there is largely no impact to the primary dwelling,
character of the area, or view from the streetscape. The height of the proposed
structure is also modest, and as a product of its own time, the structure can be
considered sympathetic and complementary overall and in particular from a scale and
massing perspective. The Heritage Conservation District Plan specifically recognizes
Mark Street as an area that can support additions, subject to sensitive integration.
Staff are of the opinion that the proposed work generally meets the intent of the
Northeast Old Aurora Heritage Conservation District Plan, and is appropriate given the
policy climate around implementing additional residential unit opportunities. Any
comments provided from the Heritage Advisory Committee can inform revisions to the
proposal as required and will be included in a future report to Council for a decision on
the Heritage Permit Application.

Recommendation
1. That the memorandum regarding Establishment of a Heritage Grant Program be
received; and
2. That the Heritage Advisory Committee comments regarding Establishment of a
Heritage Grant Program be received and referred to staff for consideration and
further action as appropriate.
Background
On May 28, 2024, Council passed a motion to establish a Heritage Grant Program. Staff
will be developing this program in consultation with the Heritage Advisory Committee
and are seeking initial comments.
Analysis
The Heritage Grant Program will be focused on providing financial assistance to
property owners for the preservation, restoration, and enhancement of designated
heritage properties in Town. The Program will include guidelines, outline eligibility
requirements, and establish clear policies and procedures for fund disbursements.
Staff are currently completing a municipal best practice review and anticipate drafting
and developing the Heritage Grant Program over the next several months. Staff will
continue to report back to the Heritage Advisory Committee through the development of
the Program, but want to receive initial input from the Committee on matters including
but not limited to:

Suitability of the Program to leverage the designation of additional properties

Disbursement policy and procedure (caps, percentages or price thresholds, fund-
matching, period of time to re-apply and receive grant funding)
Application submission and review process (review and approval by the Heritage
Advisory Committee and Council of the heritage permit application and grant)
Heritage Grant Agreement process (to stipulate terms and conditions, period of
time that work must be completed, inspection process, etc.)
The consultation and development of the Heritage Grant Program will be ongoing. Staff
are particularly looking to receive initial comments from the Heritage Advisory
Committee at this stage prior to proceeding with more detailed development of the
program. Once available, a draft Program will be brought back for further review, input
and discussion.
