The Chair called the meeting to order at 7 p.m.
2. Land Acknowledgement
The Committee acknowledged that the meeting took place on Anishinaabe lands,
the traditional and treaty territory of the Chippewas of Georgina Island,
recognizing the many other Nations whose presence here continues to this day,
the special relationship the Chippewas have with the lands and waters of this
territory, and that Aurora has shared responsibility for the stewardship of these
lands and waters. It was noted that Aurora is part of the treaty lands of the
Mississaugas and Chippewas, recognized through Treaty #13 and the Williams
Treaties of 1923.

7.1 Memorandum from Associate Manager of Development Planning; Re:
Heritage Permit Application File: HPA-2023-07, 53 Spruce Street
Staff provided a brief overview of the memorandum and proposed
alterations at the subject property located within the Town's Northeast Old
Aurora Heritage Conservation District. Staff highlighted that, as no major
architectural alterations are proposed through the subject application,
staff are still reviewing and considering the application for delegated
authority approval by staff. The Committee expressed support for the

request and for moving forward with delegated authority approval should
the application meet the criteria.

7.2 Memorandum from Associate Manager of Development Planning; Re:
Requested Heritage Impact Assessment, 16, 20, and 22 Allaura Boulevard
Staff gave a brief overview of the memorandum and Heritage Impact
Assessment, which was provided in response to the Committee's review
of the subject development proposal at its meeting of July 31, 2023.
The Committee and staff discussed a number of concerns and
suggestions including: the requirement for high quality fencing and
coniferous landscape plantings along the shared property boundary that
respects the esthetic and importance of the Peace Park; area compatibility
of the proposed development, height, and facades; request for conceptual
renderings of the development including fencing, landscaping, and views
from Yonge Street; and the importance of maintaining the significance
and privacy of the Peace Park so that it not be overshadowed by the
proposed development. Staff advised that these matters would be
included in the conditions of approval for the application.
The Committee inquired about provisions to prevent any impact on the
Peace Park from the development’s waste. Staff advised that the proposal
is reviewed for conformity with turning radiuses for garbage trucks and
collection, that the waste pickup is to be revised to be located further
away from the Peace Park, and that this concern would be carried forward.
The Committee further inquired about the possibility of naming streets in
the development to reflect the history of local veterans. Staff agreed to

follow up on this suggestion and confirmed that the street name inventory
has been updated to reflect all names on the Cenotaph.

The Committee expressed concerns regarding the deteriorating condition of the
Town's downtown core and heritage area due to an increase in graffiti, dumped
waste and cigarette butts, sidewalks with uneven grades, and vandalism of
businesses and heritage properties. Staff agreed to discuss this matter with the
appropriate Town departments.

Background
59 Catherine Avenue is a designated heritage property located within the Town’s
Northeast Old Aurora Heritage Conservation District. The primary dwelling was
constructed circa 1913 and is representative of the Edwardian foursquare architectural
style. A rear addition was completed prior to 1978 according to aerial imagery.
Analysis
The owner of the property is looking to alter the windows specifically on the non-
heritage portion (rear addition) of the building. No alteration to the original building is
occurring. The proposed work qualifies for delegated staff approval with the permit
being presented to the Heritage Advisory Committee for information purposes and for
any comment prior to approval being granted.

Background
15342 Yonge Street is a designated heritage property located within the Town’s
Northeast Old Aurora Heritage Conservation District. The primary structure was built in
1875 and is recognized as a well-preserved example of the Italianate architectural style.
No changes or alterations to the structure itself are considered as part of this
application.
The Town’s Tree Protection By-law 5850-15 defines trees within the Heritage
Conservation District as Heritage Trees. Further, Section 9 (1) (b) of the By-law states:
If a tree subject to an Application is found by the Director to be a Heritage Tree,
the Director shall not issue a permit unless the injury, destruction or removal is
approved by Council following a review by the Town’s Heritage Advisory
Committee.
On November 13, 2023, the Owner of the property applied for the removal of a tree,
noting suspected structural issues as well as site line issues for cars exiting the

property. The Town’s Forestry Technician attended the site and confirmed the tree was
a multi-stem (13cm and 21 cm) mature white cedar in fair condition due to the sparse
canopy (>74% crown density). There were no apparent structural concerns with the tree,
however, visibility concerns were acknowledged, with the impediment to good visibility
posing safety concerns.
The subject tree is not considered to be ‘original’ and is assumed to have been planted
in the latter half of the 1900s - well after the initial construction of the heritage building.
The tree is not considered to be a historic landscape element on the property, and the
Heritage Conservation District permits the removal of trees due to public safety
concerns. The Heritage Conservation District Plan further encourages re-plantings to be
done with appropriate native species, which is intended to occur.
Based on the Town’s Tree Removal and Compensation Policy, the replacement value for
this tree is calculated to be $840.00. Staff’s recommendations are that should this tree
be removed, it be replaced with a deciduous tree for the full compensation value, and
that the replacement tree be set back further from Yonge Street to avoid any site line
issues.
